3. Will buffing paint off be an acceptable method of paint removal?

Response: Paint removal in accordance with the specified white metal blast cleaning and specified profile is required for this vinyl paint system. Removing paint by buffing is NOT acceptable.

4. Any possibility of getting a copy of the old report?

Response: The previous ultrasonic testing reported lack of fusion and/or incomplete penetration in many of these welds but only minimal information about sizes and locations of flaws. The NDT specified in this contract shall be both an independent check of previous NDT and shall use phased array ultrasound to provide more specific information on number, sizes and locations of flaws.

Gavins Point Dam Spillway Gates Nondestructive Testing

1.0 General Information.

1.1 Background.

1.1.1 Gavins Point Dam is located on the Missouri River near the town of Yankton, South Dakota. The spillway is located on the right bank between the embankment and the powerhouse. The spillway flows are controlled by 14 radial tainter gates which are 40 feet wide by 31 feet high. The tainter gates were constructed in 1952 and 1953. The structural steel was specified as Federal Spec QQ-S-741 Grade A, Class I, Type II which has specified minimum yield stress of 32 ksi, minimum tensile strength of 58 ksi, and weldability similar to ASTM A36.

1.1.2 In 1991, ASTM A36 structural steel plates and shapes were welded to the gate arm struts to increase capacity for loads due to wave action and trunnion bearing friction. Structural steel diagonal braces were bolted to gusset plates bolted to the girders to resist forces caused by unequal wire rope lifting forces.

1.1.3 In 2012, a painting contract was awarded that also required a Certified Weld Inspector (CWI) to perform visual inspections of all fillet welds and a technician certified for ASNT SNT-TC-1A for Level II to perform magnetic particle testing (MT) of fillet welds with paint removed. A few fillet welds were not accessible for MT.

Cracked fillet welds on fracture critical members were excavated and repaired. Because of the large number of cracked fillet welds on the downstream cover plates, all downstream cover plates had existing fillet welds removed and new fillet welds placed all around. The upstream cover plates were removed from the upstream flanges of the middle and bottom girders and not replaced. Numerous fillet welds were reported to be undersized or to have some minor degree of undercut or lack of fusion. Because the fillet welds with minor deficiencies such as undersize, undercut or lack of fusion have relatively low stress they were judged to not be a priority for repair.

1.1.4 The 2012 contract also required a technician certified for ASNT SNT-TC-1A for Level II to perform ultrasound testing (UT) of complete joint penetration (CJP) welds with paint removed. The UT observed lack of fusion and/or incomplete penetration in almost all of the CJP welds.

1.1.5 The 2012 inspection observed corrosion with section loss on the bottom surfaces of the trunnion anchor beams near their embedment in concrete.

1.1.6 The 2012 inspections noted that the cast-steel trunnion hubs were observed to have highly irregular surfaces.

1.1.7 At the connections of skinplate assemblies to the upstream flanges of the girders, erection bolts were removed and the holes filled with weld metal (herein referred to as plug welds). The 2012 MT of base metal surrounding the plug welds did not report any cracks. No attempt was made to use ultrasound to test the interior of the weld metal or the fusion zone.

1.2 Scope of Work. This is a non-personal services contract to provide nondestructive testing, paint removal and touchup painting on the Gavins Point Dam Spillway Gates. The intent of this contract is to more accurately determine sizes and locations of previously reported flaws in the Spillway Gates at Gavins Point Dam. NDT methods will include visual inspection, shear wave ultrasound, phased array ultrasound, magnetic particle testing, and dye penetrant testing. Work will also use phased array ultrasound to measure extent of loss due to corrosion of steel plates where plates are embedded in concrete. Testing will require removal of vinyl paint at the locations to be tested and re-coating with a vinyl paint system. Work will be on the downstream side of the gates with the gates closed. Shielding of work areas from gate seal leakage may be required. Access to the locations to be tested will require temporary work platforms or other special access methods. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the government. This is a firm fixed priced, performance based service contract where the government defines and measures desired outcomes, while contractor methods are generally not constrained or directed.

1.3 Period of Performance: The period of performance shall be 240 days not to include the winter exclusion period in paragraph 1.3.1.

1.3.1 Winter Exclusion Period: 31 October 2018 through 15 April 2019.

1.4 Contractor Personnel

1.4.1 The contractor shall perform the preponderance of work under this contract using his or her own forces except as provided in Paragraph 1.4.2 Subcontracting. Employees who perform this work shall be qualified persons on the contractor’s own payroll. Personnel are required to be at least 18-years old and qualified to perform the work.

1.4.2 Subcontracting. Subcontracting is permissible for work performed under this contract with written approval of the Contracting Officer. Compliance with the provisions of this contract by subcontractors shall be the responsibility of the contractor.

1.5 Quality Control

1.5.1 The contractor shall designate, in writing, a member of each work crew who shall serve as the contact for matters involving quality and performance or nonperformance of the required work assigned to that crew. The employee(s) shall be qualified and fully competent with full authority to act for, and on behalf of, the contractor as necessary to insure that the required work is performed in accordance with the specifications and standards contained herein. The contractor shall furnish the above written designation to the Contracting Officer’s Representative (COR) no later than the first day of work. The contractor shall include the name(s), address(s), and telephone number(s) of the responsible individual(s).

1.5.2 The Contracting Officer reserves the right to disapprove any individual whom he considers incompetent to perform the work required. The Contracting Officer will provide a written notice of any disapproval to the contractor.

1.6 Quality Assurance Surveillance Plan. The government will use a Quality Assurance Surveillance Plan (QASP) during the life of the contract to ensure that the Contractor is performing the services required by this PWS in an acceptable manner. The Government develops the QASP and the Project Office administers the Plan through Quality Assurance Evaluators (QAE(s)).

1.6.1 The government has the right to inspect all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The government shall perform inspections in a manner that will not delay the work.

1.6.2 If any of the services do not conform to contract requirements, the government may require the contractor to perform the services in conformity with contract requirements and at no increase in cost. If the contract requirements are not met after a second attempt the government may (1) require the contractor to take necessary action to ensure that future performance conforms to contract requirements and (2) reduce the contract price to reflect the reduced value of the services performed.

1.6.2.1 Upon verification of a validated customer complaint or corrective action report, the COR will notify the contractor that they are required to re-perform specific services within one business day of notification.

1.6.3 The government may take action, if the contractor fails to perform the services again or to take the necessary action to ensure future performance is in conformity with the contract requirements. The government may (1) by contract, or otherwise, perform the services and charge to the contractor any cost incurred by the government that related to the performance of such service or (2) terminate the contract in whole or in part

1.6.4 The contractor is responsible to replace/repair any damage to government property due to negligence, at his or her own cost. The government may take action, if the contractor fails to replace/repair any damage to government property. The government may (1) by contract, or otherwise, replace/repair damaged government property and charge to the contractor any cost incurred by the government to replace/repair any damage or (2) make a determination to not exercise any future option periods on the contract.

1.7 Hours of Operation. The contractor is responsible for conducting business between the work hours: The Contractor can work Monday through Saturday during the daylight hours except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Access to USACE Projects is controlled and access is restricted. Contractor personnel that are non-US citizen can require up to 4 weeks to be approved for site access. Coordinate access to the site through the COR. The Contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.8 Pre-Work Meeting. Prior to commencing any activities, the contractor shall arrange a Pre-work Meeting with the COR. The Meeting shall discuss the work requirements, scheduling, submittal process, review of the Activity Hazard

Analysis (AHA), and Abbreviated Accident Prevention Plan (AAP). At least one (1) week prior to commencing work, the Contractor shall coordinate their proposed work schedule with the COR.

1.9. Submittals. Prior to commencement of services, the Contractor shall submit all preconstruction submittals (SD- 01), product data (SD-03), samples (SD-04), preliminary test report items (SD-06), certificates (SD-07) and manufacturer’s instructions (SD-08) to the Government QA, Josh Pavlish at Joshua.W.Pavlish@usace.army.mil for routing. Please reference the Submittal Register in the specifications for specific submittal requirements. All inspection test reports shall be submitted following the completion of the non-destructive testing per the requirements in the specifications.

1.9.1 The Contractor shall submit all items listed in the Submittal Register attached in the specifications. In addition to the listed submittals, the Contracting Officer may request submittals for items in the specifications or items shown on the drawings when deemed necessary to adequately describe the work covered in the specifications and drawings. The Contractor shall be responsible for certifying that all submittals are in compliance with the contract requirements. Prior to procurement of materials required in the specifications, the Contractor shall submit manufacturer's data that the materials and equipment comply with specification requirements. Determination of acceptability of proposed items will be made by the Contracting Officer’s Representative based on catalog cuts, manufacturer's literature, and other descriptive data. The Contractor shall allow the Government 20 calendar days, beginning from date of receipt by the Government, to review all submittals. The Contractor is advised not to order the materials included in the submittal until after it is approved.

1.9.2 Submit all deliverables electronically to the COR.

1.10 Standards and Regulations. The Contractor shall perform to the standards in the contract and comply with all Local, State, and Federal Regulations during the services performed. The Contractor is responsible for ascertaining the extent to which these regulations affect the operations resulting from this contract. The Contractor shall comply will all applicable regulations. Please reference the specifications for specific standard and regulations requirements.

1.10.1 Activity Hazard Analysis (AHA). Contractor shall prepare AHAs IAW Paragraph 01.A.14 or 01.A.15 of the EM 385-1-1. If using Paragraph 01.A.15, prepare AHAs IAW Figure 1-2. Submit the AHA electronically for review at least five (5) calendar days prior to the start of on-site work. The analysis should be used during daily inspections to ensure the implementation and effectiveness of the activity's safety and health controls. The Activity Hazard Analysis Template will be provided. An electronic copy of the AHA may be downloaded from the following site.

Note: Contractors and other individual employers typically use Job Safety Analyses (JSAs), Job Hazard Analyses (JHAs), or similar Risk Management assessment tools. These documents are considered equivalent to, and acceptable substitutes for, the USACE’s AHA provided the data collected is the same as that required by the AHA, commensurate with the type of services being performed.

1.10.2 Abbreviated Accident Prevention Plan (APP). EM 385-1-1 in its entirety may be too complex for the type of work performed under these contracts; Contractors may reference Appendix A, for abbreviated Accident Prevention Plan (APP). The contractor shall only need to submit items in Appendix A that are pertinent to the contract. The contractor shall use a qualified person to prepare the site-specific Abbreviated Accident Prevention Plan (AAPP).

Prepare the AAPP in accordance with the format and requirements of the EM 385-1-1 and supplemented herein. The Contractor shall sign and submit the APP for Government approval prior to the start of work onsite.

1.10.3 LOCKOUT/TAGOUT (LOTO) – SAFE CLEARANCE OR HAZARDOUS ENERGY CONTROL

PROGRAM (HECP) PROCEDURES. Safe clearance procedures are used by Project and Contractor personnel to protect personnel, equipment and the environment as well as ensuring continuity of service. Any work performed by the Contractor that requires taking Project operated equipment out of service shall be done only after a formal clearance is obtained through the Government. Violations will be reported to the Issuing Individual and violations may result in disciplinary action ranging from retraining to removal of safe clearance authorization.

1.10.3.1 The following applies to LOTO and HECP procedures: A Safe Clearance System, as stated in EM 385-1-1 and as supplemented by Gavins Point Dam Project by ER 385-1-31, is used by project personnel to insure continuity of service and safety to personnel and equipment. Work performed on the Spillway Gates requires taking project operating equipment out of service which will be done only after a formal clearance is obtained by the Government with a 24-hour minimum notice. After the Government clearance tag has been placed on the equipment, the Contractor shall place his own lock on the Project's clearance lock box. Safe Clearance procedures shall not be violated by Contractor personnel, and any violations will be grounds for requesting the removal of the offender(s). A pdf copy of the Gavins Point Dam Powerplant Safe Clearance Procedure program will be supplied to the Contractor upon request.

1.10.4. Safe Clearance Training. All Contractor personnel are required to take the level of HECP training commensurate with their job duties. Based on the scope of work and size of crew, the Contractor shall have the appropriate number of Authorized Individuals trained to ensure that there are no delays. All Contractor personnel working in areas under a Safe Clearance shall be trained as Affected Persons. Any non-working personnel that will be entering an area under Safe Clearance shall take awareness level training. Training and written tests for the modules below shall be completed on-line prior to commencing on-site work. Time estimates for training follow:

1.10.4.1 Awareness Level Training: Approximately 1 hour. (non-working personnel, vendors and visitors)

1.10.4.2 Affected Persons: Approximately 2 hours in addition to Awareness Level Training.

1.10.4.3 Authorized Individuals: Approximately 3 hours in addition to Awareness Level training and Affected Personnel Training

1.10.5. Affected Personnel Training. Training is an annual requirement and will expire one year from completion date. Training is provided by Vivid Learning Systems and is available on line at http://Hecp.vividlms.com. Cost for the training is displayed on the home page.

1.10.6 Safety Equipment. The following is a list of minimal safety equipment the Contractor is expected to supply.

The safety equipment shall meet the requirements in EM385-1-1: Steel Toe Boots, Hard Hat, Safety Glasses, Padlocks for each person for hazardous energy lockouts, Safety Vest, and Hearing Protection.

1.11 Physical Security

1.11.1 The Contractor shall be responsible for safeguarding all Government facilities, property, and materials provided for Contractor use. The Contractor shall secure at all times all Government facilities, property, and materials. Specific security conditions may change based on threats to national defense, and based on the risk of specific facilities to these threats. The Contractor shall abide by these changing conditions at all times.

1.12.2 Key Control. The Contractor shall ensure all keys issued by the Government are not lost, stolen, duplicated, or used by unauthorized persons.

1.12.2.1 The Contractor shall immediately report to the COR any occurrences of lost or stolen keys.

1.12.2.2 In the event keys, other than master keys are lost or stolen, the Contractor may be required, upon written direction of the COR, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the total payment due the Contractor. If a master key is lost or stolen, the Government may need to replace all locks and keys for that system. The Government will deduct the total cost to replace the locks and keys from the Contractor’s total invoice.

1.12.2.3 The Contractor shall prohibit the use of keys issued by the Government by any persons other than the Contractor’s employees. The Contractor shall not facilitate access of secured areas to persons other than Contractor personnel or subcontractors engaged in performance of contract work requirements.

1.13 Antiterrorism/Operation Security Requirements

1.13.1 Access and General Protection/Security Policy and Procedures. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services, or Security Office.

Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

1.13.1.1 For contractors who do not require Common Access Card (CAC), but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

1.13.2 Contractors will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.

1.13.3 Pre-screen candidates using E-Verify Program. The Contractor must pre‐screen candidates using the E‐ verify Program (http://www.dhs.gov/E‐Verify) website to meet the established employment eligibility requirements.

The vendor must ensure that the candidate has two valid forms of government issued identification to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible candidates must be provided to the COR no later than three (3) business days after the initial contract award.

1.14 Payment

1.14.1 The government will make payment after services have been inspected and accepted, and the contractor’s invoice has been reviewed, approved, and processed. The contractor shall submit the invoice to the COR and/or any other person that has been designated in the contract to receive the invoice.

1.14.2 The contractor must provide the contractor’s name, address, contract number, period of services completed, CLIN number and total requested, for an invoice to be considered proper. The contractor shall submit the invoice for services completed upon completion of all services, in accordance with the period of performance stated in the

CLIN.

2.0 Definitions. The following definitions and descriptions apply wherever the word(s) or phrase(s) is/are stated in this PWS:

Acceptable Level of Performance (ALP): The maximum percent defective, the maximum number of defects per hundred units, or the number of defects in a lot considered satisfactory on the average. The allowable leeway or variance from a standard before the government will reject the specific service.

Contracting Officer’s Representative (COR): means an individual designated an authorized in writing by the Contracting Officer to perform specific technical or administrative functions.

Performance-Based Contract (FAR 2.101): Structuring all aspects of an acquisition around the purpose of the work to be performed with the contract requirements set forth in clear, specific, and objective terms with measurable outcomes as opposed to either the manner by which the work is to be performed or broad and imprecise.

Performance Requirements Summary (PRS): The PRS shows contract requirements, the component requirements related to each contract requirement, the price of each work requirement as a percentage of the associated contract requirement (Fixed Price Contracts), the standard of performance, and the acceptable level of performance (ALP) for each work requirement.

Quality Assurance Surveillance Plan (QASP): An organized written document used by the Government for quality assurance surveillance. Document contains sampling/evaluation guides, checklists, and the performance requirements summary (PRS).

3.0 Government Furnished Items and Services

3.1 Materials. The Government will provide:

3.1.1 FIO/reference drawings of the spillway gates (See contract drawings).

3.1.2 Activity Hazard Analysis Template.

3.1.3 Submittal Form 4025

3.1.4 Submittal Register

3.1.5 Power and Water (Contractor shall coordinate with project office to determine limitations)

4.0 Contractor Furnished Items and Responsibilities

4.1 General. The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS. Contractor shall implement an accountability system to ensure no tools or equipment are left in or around the work area. Contractor shall do a final walkthrough upon completion of work to check for any remaining tools, equipment or debris left in, on, or around the work area.

5.0 Specific Tasks

5.1 Basic Services. The contractor shall provide the basic services summarized below. See the project Specifications and Drawings for more specific requirements.

5.1.1 Review all Government provided materials.

5.1.2 Participate in a kick-off meeting via telephone with U.S. Army Corps of Engineers (USACE) key personnel to review the entire Task Description, review the schedule and deliverable submittal dates, review project background and expectations for final deliverable.

5.1.3 Complete all required submittals (see specification submittal register).

5.1.4 Conduct site visit to Gavins Point Dam to perform NDT of spillway gates.

5.1.5. Submit NDT report.

5.2 Personnel Qualifications. All persons conducting visual weld inspections will be certified weld inspectors in accordance with AWS D1.1. All persons conducting magnetic particle tests, dye penetrant tests, or ultrasound tests are required to be certified to the provisions of ANSI/ASNT CP-189, and all Non-Destructive Testing (NDT) technicians shall be qualified in accordance with this standard to Level II or III for each applicable method. Submit inspector qualifications. Additionally, submit NDT Equipment Calibration Records for all NDT equipment used.

PA-UT inspection will be a custom Ultrasonic Testing scan, using a calibration standard with known flaws.

5.3 Access. The spillway gates are located on top of a concrete weir and beneath a highway bridge. The spillway slab downstream from the weir is typically underwater. Access to the downstream side of the gates will require the contractor to design and install any needed temporary structures or equipment needed for access to the areas of the gates to be tested. If right-of-way is required on the roadway on the bridge above the work area, submit a traffic control plan.

5.4 Care of Water. Work will be performed with the gates closed. Expect some leakage of the gate side seals and need to protect areas to be tested from water due to leakage. If the Government is required to release water through the spillway, gates other than those where the contractor is working will be opened. Opening of other gates is not expected to appreciably raise the water level downstream of the weir at a nearby closed gate.

5.5 Paint Removal. The Gavins Point spillway gates were commercial blast cleaned and coated with a vinyl paint system in 2014 and 2015. Remove paint to the minimum extent required for NDT at each weld to be tested. Paint removal on the cast-steel trunnion hubs shall be by water blasting to reduce risk of concealing surface cracks.

Acceptable paint removal shall be defined as bare metal. Special care shall be taken to prevent chemicals, materials, debris, etc from falling into the water or contaminating the environment. Dry sanding, grinding or other methods that may generate airborne dust or conceal surface cracks are prohibited.

5.6. Disposal. Nonhazardous waste must be stored in closed containers separate from hazardous waste storage areas.

Hazardous waste must be placed in properly labeled closed containers. Any evidence of improper storage is cause for immediate shutdown of the project until corrective action is taken. The Contractor is responsible for arranging transportation of solid waste off Government property and any costs associated with disposal in compliance with Federal, State, and local requirements for solid waste disposal. Contractor shall supply government ECC with hazardous waste manifest 24 hours in advance of removal of hazardous waste from site.

5.7 Nondestructive Testing of Complete Joint Penetration (CJP) Welds. Submit the proposed NDT methods to describe the inspection procedures and practices in detail for all inspection processes including VT, MT, UT and PAUT. Perform UT and PAUT of complete joint penetration welds on four (4) of the gate arms as shown on the drawings. Included are welds of strut flanges to cast-steel hubs, welds of triangular steel plates to strut flanges, welds of strut splices, and welds of brace flanges to strut flanges.

5.8 Nondestructive Testing of Corroded Steel. Perform measurements of remaining steel thickness at areas of corrosion on the bottoms of 28 trunnion anchor beams. Remove paint and corrosion products as required to obtain accurate measurements. Measurement methods shall include straight edge with feeler gauge, weld undercut gauge.

UT and PAUT multiple path methods shall be used to determine if corrosion extends into region embedded in concrete.

5.9 Nondestructive Testing of Filled Erection Bolt Holes. Perform testing of weld metal used to fill holes where erection bolts were used for connection of skin plate assembly to girder flange. Test at 12 connection locations, with four (4) filled erection bolt holes at each location. Testing shall include MT to test for surface cracks, and UT and PAUT to test for internal flaws.

5.10 Nondestructive Testing of Cast-Steel Trunnion Hubs. Perform visual inspection, magnetic particle testing and dye penetrant testing of all exterior surfaces of the trunnion hub.

5.11 NDT Report. Submit a complete NDT report including photographs, sketches and PAUT imaging. Locate, classify and size surface and sub-surface indications. The report shall use the nomenclature for each weld location as shown on the drawings. For each CJP weld tested, provide a sketch of PAUT image showing the cross section parallel to axis of the weld that contains the most voids in either weld metal or base metal. The report shall provide sufficient information for USACE to perform evaluations of the capacities of existing welded connections to account for known weld flaws. A Draft Report shall be submitted for USACE review. Provide written responses to all comments made regarding the draft report. All comments shall be resolved prior to submittal of the Final NDT Report. Submit a Final NDT Report incorporating all approved comments.

5.12 TOUCHUP PAINTING. Apply a vinyl paint system to the areas where paint was removed for Nondestructive Testing in accordance with the specifications. Prepare all surfaces to be painted in accordance with the coating manufacture product data application instructions. The finished coating must be free from holidays, pinholes, bubbles, runs, drops, ridges, waves, laps, excessive or unsightly brush marks, and variations in color, texture, and gloss. Apply each paint coat in a manner that will produce an even, continuous film of uniform thickness. Brush strip edges, corners, crevices, seams, joints, and other surface irregularities for each coat applied to ensure they receive an adequate thickness of paint. Submit Paint Application Procedure for field touch-up activities. Include containment, environmental protection, surface cleaning, temperature requirements, mixing, thinning, spray/brushing equipment, recoat and dry times, and measuring film thickness for each procedure.

6.0 Performance Requirements Summary. The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
