i. Offerors shall submit an offer that meets or exceeds the minimum requirements identified in this solicitation.
5. EVALUATION OF OFFERS
a. All offers and documentation which have been properly submitted will be evaluated. Offers will be evaluated on the basis of the factors stated in the solicitation to select the responsible offeror whose offer is most advantageous to the Government. Because of the number of offers anticipated, uniformity of all offers is essential to assure fair and accurate evaluation. All offers must comply with the instructions in the solicitation. Offers that do not generally conform to the RFP requirements may be considered to have a deficiency, i.e. a defect that cannot be remedied by exchanges and/or permitted offer revisions. If an offer is suspected of having a deficiency, it will be brought to the immediate attention of the appropriate authority who will determine if there is a deficiency. If the determination is made that a deficiency exists, the offer will not be evaluated further and will be eliminated from further consideration. The affected offeror shall be promptly notified of the decision. Properly conforming offers will be forwarded to the SSEB for evaluation.
b. Information obtained from Government sources and databases or other points of contact provided by the offeror may affect the past performance evaluation rating given.
c. Evaluations will be conducted in accordance with the Best Value Continuum, Tradeoff Process, and FAR
15.101-1. Factors 1, 2, and 4 will be rated using a color/adjectival methodology with a narrative assessment; Factor 3 will be evaluated on a Pass/Fail Basis; Factor 5 will be evaluated based on relevant and confidence; and Factor 6 (Price) will be evaluated after consensus scoring Factors 1-5. Offer evaluation is an assessment of the offer and the offeror's ability to perform the resultant contract successfully. Offers will be evaluated to determine ratings supported by narratives, and to identify strengths, weaknesses, and deficiencies of the proposed approach in each offer.
d. Evaluation Definitions.
1) Strength. A substantive aspect, attribute, or specific item in the offer that exceeds the solicitation requirements and enhances the probability of successful contract performance.
2) Weakness. A flaw in the offer that increases the risk of unsuccessful contract performance. A significant weakness in the offer is a flaw that appreciably increases the risk.
3) Deficiency. A material failure of an offer to meet a Government requirement or a combination of significant weaknesses in an offer that increases the risk of unsuccessful contract performance to an unacceptable level.
e. Technical Rating. The application of a scale of colors and adjectival description will be used in conjunction with narrative to denote the degree to which the offer has met the standard for a non-cost factor. After listing proposal strengths, weaknesses, significant weaknesses and deficiencies, the SSEB will assign and adjective rating to each factor and subfactor (except the Color and aesthetics submittal as well as Past Performance factor which will be rated on a Pass/Fail basis), Ratings will be applied at the factor and subfactor level (if any). If, at any subfactor level, an offeror’s offer is evaluated as not meeting a minimum requirement (that is, below the rating of Marginal), this fact must be included in the rating and narrative assessment at that level and at the factor. Therefore, an Unacceptable rating at any subfactor level may be carried to the factor level. The ratings provided in table below will be used to evaluate Factors 1, 2, and 4.
Combined Technical and Schedule/Small Business
Color Rating Description Blue Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Purple Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements.
Offer contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements.
Strengths and weaknesses are offsetting or will have little or no impact on contract performance.
Risk of unsuccessful performance is no worse than moderate.
Yellow Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The offer has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Red Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Offer is unawardable.
f. Evaluation Ratings for Pass/Fail: (Factor 3 only)
(1) The Government will evaluate proposal for using the following factors for pass/fail criteria:
Green Acceptable Proposal meets requirements and is in accordance with all the salient characteristics of the statement of work.
Red Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Offer is unawardable.
g. Past Performance Evaluation. The past performance evaluation results in an assessment of the Offeror’s probability of meeting the solicitation requirements. There are two aspects of the past performance evaluation. The first aspect is relevancy. The past performance evaluation considers each Offeror's demonstrated recent and relevant record of performance in supplying products and services that meet the contract’s requirements. The Offeror’s past performance will be evaluated to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired through the source selection.
Consideration shall be given to those aspects of an Offeror’s contract history that would give the greatest ability to measure whether the Offeror will satisfy the current procurement. Common aspects of relevancy include similarity of service/support, complexity; dollar value, contract type, and degree of subcontract/teaming. There are four levels of relevancy as shown below. With respect to relevancy, more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.
Relevancy Rating
Rating Definition Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
h. The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts and give a performance confidence assessment. The past performance evaluation process gathers information from customers on how well the Offeror performed those past contracts. Past performance information may be provided by the Offeror, as solicited. Past performance information may also be obtained from questionnaires. Past performance information shall be obtained from any other sources available to the Government, to include, but not limited to the Contractors Performance Assessment Reporting System (CPARS), the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers and Contracting Officers.
In conducting a performance confidence assessment, each Offeror shall be assigned one of the ratings as indicated below.
Confidence Rating
Rating Description Substantial Confidence Based on the Offeror’s recent/relevant performance record, the
Government has a high expectation that the Offeror will successfully perform the required effort.
Satisfactory Confidence Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Limited Confidence Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.
No Confidence Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
i. Note that ratings will be applied at the factor and subfactor level. The Factors 1, 2, and 4 rating will be expressed as: color-word adjectival rating. Factor 3 Pass/Fail basis (i.e. green/red). Factor 5 Past Performance receives a “Past Performance Relevancy and Past Performance Confidence Assessment Rating.” Factor 6 will not be rated or scored but will be evaluated for fairness and reasonableness through the use of price analysis.
j. For Factor 5, Past Performance, an Unknown Confidence (Neutral) rating will be awarded when no past performance records are otherwise unavailable. Having no past performance records available is different than failure to diligently submit past performance records. Per Federal Acquisition Regulation (FAR) 15.305(a)(2)(iv), “In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated either favorably or unfavorably on past performance."
6. EVALUATION FACTORS FOR AWARD
a. The areas to be evaluated include Evaluation Factors which will be evaluated based on the adjectival method of evaluation. The requirements specified in the solicitation are considered to be minimum requirements. NOTE: Factors 1-5 when combined, are significantly more important than Factor 6
PRICE.

Tab A: Price Maximum Number of Pages: Complete Pricing Schedule Significantly less important then all other factors combined Tab B: Pre-Award Information (Paragraph 1. e. above)
Note: An “Unacceptable” evaluation rating for any factor, or combination of different factors, may cause the overall offer to be evaluated as “Unacceptable”.
7. OFFER REQUIREMENTS AND SUBMISSION FORMAT
a. Offerors shall submit proposals the original and four (4) copies of Binder 1. The original and one (1) copy of Binders 2 – 4, shall be submitted. Binders 1- 3 shall consist of a 3-ring binder with Factors and Subfactors, with tabs (dividers). Binder 4 should also be a 3-ring binder. All offerors are required to submit an electronic copy of all binders on a compact disc that contains the entire proposal in digital format. The contractor shall identify an original binder and number all copies.
b. A page is defined as 8½ X 11. Any pages in excess of the assigned page limitation will be removed by the Government and will not be presented to the board. Incomplete information on the remaining pages will be evaluated as is. A proposal that attempts to circumvent the page restriction purpose or unnecessarily burden the government evaluation may be rejected in its entirety.
c. Font on any page shall be either Arial, Calibri, or Times New Roman, and will not be less than 10 point.
Unreadable proposals due to font or reduction, will not be returned, and will be evaluated as is or rejected.
8. FACTOR 1: TAB A – BALLISTIC MATERIAL, DESIGN AND PRODUCT FEATURES
a. Submission Requirements
1) Proposals shall clearly articulate:
(a) The ballistic material that the offeror proposes
(b) The proof of UL ratings and certifications of the materials, product, and approach
(c) The method of construction
(d) Any unique features of the product that the offeror would like to highlight
(e) Any drawings, photos, or design specification in diagrams, or blow outs the offeror would like to highlight
(f) Method of Installation
(g) Expected Lifespan
(h) The style, size, and design of the panels and feet proposed
(i) Method of connecting multiple panel sections
(j) The materials ability to prevent ricochets, spalling, and splattering. If the material does not have the required UL ratings and certifications, the offeror shall clearly detail how the offeror will obtain the appropriate UL ratings and certifications and how this will not affect the production, delivery or schedule
(k) Any and all salient characteristics as required by the statement of work
(l) A standard manufacturer’s warranty inclusive in the price of the Panel Types 1-8. The warranty shall be detailed, and explain the extent of coverage and nature of coverage of each warranty item.
The government expects that the warranty items contained in the Standard Manufacturer’s Warranty to include the following:
(1) 10 year coverage of:
(i) Manufacturer defects, both patent and latent
(ii) Installation defects and damage
(iii) Mold and mildew protection
(iv) Defects in workmanship
(v) Peripheral components including but not limited to: border paneling, fabric, hardware, feet, and coverings
2) Lifetime coverage of:
(a) Ballistic rating and protection
(b) UV or other applicable degradation protection
NOTE: Non-contractor controlled movements. If the Government requires another contractor to disassemble the panels and reassemble them at a different location, the warranty would extend to the new location. This would include the ballistic rating, regardless if the manufacturer knows of the moving contractor or not.
b. Evaluation:
1) The Government will evaluate all technical data and design characteristics against the salient characteristics listed in the Statement of Work (SOW). Any items included by the contractor in addition to the salient characteristics will be evaluated subjectively as is most advantageous for the Government.
2) The Government will evaluate each offer for the items described in the addendum to 52.212-1 under each binder, in addition to the requirements set forth in the Statement of Work. Offers that fail to meet the required specifications, or fail to provide a level of detail that sufficiently describes to the Government the solution to the requirement in the respective evaluated criteria, may be rated as unacceptable.
3) The Government will evaluate the standard manufacturer’s warranty. If the warranty duration, terms, and conditions are different than those required above then those warranties will not be rated as favorably.
4) The Government will evaluate all factors and subfactors submitted in Binder 1 using an adjectival and color rating system. The ratings are described in Paragraph 5 above.
9. FACTOR 2: TAB B – SCHEDULE
1) Proposals shall clearly articulate:
(a) The production in an easy to read, layman’s terms the proposed schedule of production that accomplishes and supports the proposed delivery schedule, to include the ballistic testing (SOW paragraph 5.12) and mock-up (SOW paragraph 5.11) requirements
(b) The delivery schedule shall include:
(i) Logistics plan and approach for both CONUS and OCONUS Sites.
(ii) Qualifications of delivery subcontractor (if used). Qualifications demonstrating
OCONUS experience will be considered more favorably.
(iii) Clear timeline to include any and all float for all locations specified in the SOW achieving 100% delivery and installation no later than 18 months from issuance of task order.
(iv) Due to the large numbers of delivery locations and points of contact, there are bound to be missed appointments that are the fault of the Government. The plan shall include how these situations will be handled (i.e., re-delivery to a location, temporary storage, etc.). The plan should define what is included in the pricing and what would need to be a task order modification.
b. Evaluation:
1) The Government will evaluate the offeror’s schedule in terms of realism and feasibility. Any offeror whose schedule includes delivery or installation beyond the stated 1.5 years from task order issuance will be rated as unacceptable.
2) The Government
3) The Government will evaluate each offer for the items described in the addendum to 52.212-1 under each binder in addition to the requirements set forth in the Statement of Work. Offers that fail to meet the required specifications, or fail to provide a level of detail that sufficiently describes to the Government the solution to the requirement in the respective evaluated criteria, may be rated as unacceptable.
4) The Government will evaluate all factors and subfactors submitted in Binder 1 using an adjectival and color rating system. The ratings are described in Paragraph (5) below.
10. FACTOR 3: COLOR AND AESTHETICS
1) Subfactor 1, Tab A - Proposals shall clearly articulate:
The panel fabrics and color; and panel trim color that the offeror is proposing to use for each branch of service, including the manufacturer and style name of fabric.
2) Subfactor 2, Tab B – Proposals shall clearly articulate:
(a) Samples of the panel fabrics and color of panel trim that the offeror is proposing to use for each branch of service
(b) The salient characteristics of the fabric as compared against the requirements in the Statement of Work
