Meeting Minutes
USSTRATCOM Replacement Facility Site Visit
14 September 2011, 9:00 AM CDT
1. A Site Visit for the US Stratcom Replacement Facility was held on 14 September 2011. Participants met at the Bellevue Lied Activity Center at 9AM and signed in. A copy of attendees is shown at Attachment 1. After discussing the site visit procedures and security rules for the site visit, the following introductory comments were made:
a. Contractors were provided a Site Visit Map (showing the route of the Site Visit Tour) and a Point Paper showing several key items of the solicitation. A copy of these two handouts is shown at Attachments 2 and 3.
b. A brief discussion on the reasoning behind the advertisement procedures was held. This solicitation is not posted to the public, as is normally done. The solicitation is contained on protected DVD’s only – this advertisement methodology was discussed in depth with Stratcom’s Command Security and was found to be the only workable solution to maintaining the security of the advertised documents while allowing contractors information to prepare their proposal. The use of protected DVD’s and the process identified in the FBO (Advance Notice) announcement was deemed the best way to disseminate information while maintaining appropriate controls of the information contained in the solicitation. It was also noted that the Advance Notice to Bidders (Synopsis) identifies the steps to be taken to obtain a DVD and utilize it. It is imperative that these procedures be followed to obtain the DVD containing the solicitation documents.
c. All questions pertaining to the project should be submitted to the Corps of Engineers via the Projnet website. The address of this website is as follows: https://www.projnet.org/projnet - note that the Bidder Inquiry Key is found in Section 00 21 00. All contractors are encouraged to view the questions and the responses at this site prior to submission of any additional questions, since the questions they have may have already been answered previously.
2. Busses departed the parking lot and travelled south on Ft Crook Road. The north gate (Kenney Gate) of Offutt was pointed out as busses pass it – the use of this gate may be necessary for contractors working on the Base Proper (i.e. on the Base, outside the Construction Zone Fence). As the bus passed the Meyer Gate, this gate was pointed out because the entrance to the construction site will be near this gate. Lastly, the Warrior 9 Golf Course was shown – this is the actual construction site for the project.
3. The busses entered Offutt AFB at the STRATCOM Gate. It was noted that the STRATCOM Gate is currently undergoing construction, with a completion on/about December 2012. The Visitor’s Center and Commercial Vehicle Search Pits were pointed out because all commercial vehicles entering Offutt AFB (for work on Base, and outside our construction zone fence) are required to use the far right lanes and undergo inspection at the Search pits. It was also noted that from 7 AM to 8:30 AM daily, this gate is inbound only. Lastly, the north construction fence for the Stratcom Gate project was identified – this fence abuts the Stratcom site, and in fact, is currently located on the Stratcom site. When the Gate contractor removes it, the Stratcom contractor will have to replace it as shown on the plans.
4. The busses then travelled eastward on Butler Boulevard. SAC Boulevard and the south side of Building 500 were pointed out. Busses continued on Butler Boulevard to Recon Road and then to Looking Glass Avenue, and parked in Lot 30, east of Building 518. Participants disembarked to tour Building 518 (Power Plant). It was noted that plans for Building 518 are shown in Volume 15 of the Drawings. The location of the two new 60,000 gallon above-ground tanks was identified. Personnel were then walked through 518, going in the south door, proceeding north through the building, and exiting the south door. The proposed location for the new generators was identified. In addition, contractors were allowed to view the exterior west side of the facility, (where much of the exterior work will occur).
5. After personnel re-entered the busses, the busses travelled west on Looking Glass to the SAC Boulevard intersection. During the drive between Building 518 and SAC Boulevard, the two separate power conduit paths were pointed out (From Volume 15 of the drawings). The Base Fire Station was identified as it was passed.
6. Busses turned right and travelled north on SAC Boulevard, then left on Grant’s Pass, continuing onward to Custer Drive. The Base BX and the current Corps Resident Office were identified.
7. The busses then turned left and travelled southbound to the inside of Meyer Gate / Garland Ave. The busses stopped briefly and the following were identified:
a. The contractors were shown the inside of Meyer Gate, showing how the access to our construction site is specified.
b. It was noted that Fort Crook Road is currently a one-way northbound.
c. The western 1/3 of the existing concrete parking lot will be given to the contractor at the start of the project to help facilitate his entrance to the site. Construction of the access route into the site will require removal of some curb/gutter, fencing, and area lights early in the project.
d. The size of the construction site may make it a congested site - we are encouraging contractors to find parking for employee’s vehicles off-base, and bussing personnel to the construction site.
8. The busses then followed Garland Ave and stopped south of the Commissary, where personnel were allowed off the busses to walk the site. Personnel walked south on the gravel road through the golf course to the golf course maintenance building. Along the way, the approximate location of the footprint of the new building was shown. At the golf course maintenance building, the following items were identified:
a. The maintenance building will be given to the contractor at award for his use during construction and later demolition. Contractors were allowed to view the facility by looking in the windows.
b. The north fence of the construction zone for the Stratcom Gate project was shown. As noted above, that fence currently encroaches onto our site. Upon completion of that project (approximately December of 2012), that contractor will remove that fence and the Stratcom contractor must build a new fence to encompass our construction site, as shown on the plans.
The contractors continued on the walk of the site, stopping to view the old clubhouse was before leaving the project site. Like the maintenance building, this building will be given to the contractor at award for his use during construction and later demolition.
9. Prior to entering the busses (which had been moved to the O’Malley Inn), the contractors walked east to SAC Boulevard. At this location, the existing SAC Boulevard was pointed out to show the extent of reconstruction of SAC Boulevard in the project. The new Ring Road access to the new Stratcom was identified, the west side of 500 was pointed out, and the two utility corridors from Building 500 were shown. The busses were then boarded for departure.
10. Busses exited the parking lot onto SAC Boulevard and headed southbound to the Stratcom Gate.
Again, the extent of construction of SAC Boulevard was identified. Busses exited Offutt via the STRATCOM Gate, merged onto Ft Crook Road northbound. Attendees were allowed to again view Warrior 9 and Meyer Gate as the busses passed. The busses then returned to the Lied Center Parking lot, where the site visit was concluded.
