QUESTIONS AND ANSWERS
Question 1) Several of the small diameter piezometers are over 100 feet deep and less than an inch in diameter. Many of these wells require rehabilitation, including chemical rehabilitation. See the Oahe Dam section, Task F-4 as an example. We have not found a packer that can be safely used in such a well without significant risk to losing tools down the well thereby compromising the well. We would like to use a different method to complete this work. Please advise us if such a change is allowable.
Response 1) Alternative methods of piezometeric rehabilitation may be acceptable as long as it does not damage the piez and injects the specified volume and appropriate concentration of chemical into the piezometer screen and filter pack. The proposed method would have to be approved as part of the workplan.
Question 2) In the event that we damage an instrument, while performing good faith effort to complete the various tasks, are we or our agents subject to any penalty or requirement to replace the damaged instrument? Note: We understand that if we back into a protective casing with a service truck or something like that it is our responsibility to repair the damage.
Response 2) If the damage is due to negligence by the Contractor, then the Contractor will be responsible for replacement of the instrument.
If the instrument is damaged as part of normal required efforts as provided in the approved workplan and no negligence occurs, the Contractor will not be responsible for instrument replacement.
Question 3) Each site has tasks that are identified as "base" tasks and "option" tasks. Our question is how will the option tasks be awarded?
Our concern is that without some clarification a situation may arise that an option task may be awarded after we have demobilized from a site. There is no bid item to cover remobilization, standby time, or address the impact such an event may have to the schedule.
Response 3) Options will be awarded within 60 days of award and prior to any demobilzation from a site should work should that occur within 60 days of contractor award.
Offer due date & time remains unchanged, 10:00 AM CST 25 Aug 2009.
