“The Fort Bliss, TX application of the Army Standard Design includes the following aesthetic and functional preferences:
The exterior theme is intended to reflect the existing Southwestern aesthetic on the installation. Building walls should include an adobe or stucco appearing finish with some local stone in the form of a wainscot and trim. Roofing should be of a clay tile appearing finish.
Other trim and featuring should coordinate with this theme. The interior theme should relate somewhat to the exterior theme. The majority of interior partition finishes should be simple painted wall board. Restroom and kitchen walls should include some tile finishes.
A wood base and some wood appearing feature trim should be provided in the Worship Center and Activity Center. Lobby, restroom, kitchen and Activity Center floors should be of a tile or tile like material. Most other spaces should be carpeted with the remainder left bare. Doors, frames, hardware, windows, ceilings, fixtures, casework, etc., are all intended to be consistent with a typical industry provided facility of this nature. The over-all facility should be appropriate for current sustainability standards.

WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
Am #0002 TX080122 - 4 04/11/2008
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7).
Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Am #0002 TX080122 - 5 04/11/2008
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

soils across the Combat Aviation Brigade complex project site, the subgrade soils are considered to be of generally low activity and are not anticipated to experience significant volumetric changes during periods of seasonal moisture fluctuations.
b. Foundation and Floor Slab Design Considerations.
(1) Foundation System. The most commonly used foundation system at Fort
Bliss is continuous spread and/or spot spread footings. Shallow footing foundations have a history of success in this area due to the competency of the near surface in situ soils and their ability to support the building loads. In addition, this system is quite economical when compared to other shallow alternatives. However, it should be noted that good performance has also been achieved with reinforced concrete ribbed mat slab foundations. Consideration is also given to deep foundation systems. A deep foundation system consisting of drilled piers is considered infeasible due to the presence of caving non-plastic (lower stratum) sands encountered at shallow depths across the site. A deep foundation system consisting of reinforced concrete driven piles is also considered infeasible and uneconomical (compared to shallow foundation alternatives) due to the very high relative densities encountered within the non-plastic (lower stratum) sands, which would be anticipated to cause pile driving ‘refusal’ at relatively shallow depths. Hence, a foundation system consisting of continuous spread and/or spot spread footings is considered the most suitable foundation system for the spectrum of structures associated with the Combat Aviation Brigade complex, and, therefore, is considered the most highly recommended foundation system. However, reinforced concrete ribbed mat slab foundations have also performed well at Fort Bliss, and optional foundation design requirements will be included for this foundation system.
(a) Spot Spread and/or Continuous Spread Footings. A foundation system consisting of spot spread and/or continuous spread footings is considered the optimal and most highly recommended foundation system to support the building structures of the

Combat Aviation Brigade complex. Based on analyses of standard penetration testing data gathered during the field investigation, the project subareas were consolidated into two groups of similar standard penetration test blow counts (N-values) with respect to depth for the purposes of providing allowable bearing capacity requirements for footing foundation elements. Specifically, Subareas 1, 2, 3, 4, 6, 7, and 8 were placed into one group and
Subareas 5 and 9 (in which moderately higher blow counts were recorded with respect to depth) were placed into a second group. In general, the footings should bear at a uniform depth to limit the potential for differential movements. Analyses were performed to determine the effects of placing footings at six different bearing depths for each grouping of project subareas. This was done to provide the structural designer options to address different loading conditions. The bearing depths considered for Subareas 1 through 4 and 6 through 8 are: (1) bearing footings within compacted nonexpansive fill placed above existing grade; (2) founding footings within the upper 2.5 feet of existing soils; (3) founding footings between 2.5 feet and
3.5 feet below existing grade; (4) founding footings between 3.5 feet and 4.0 feet below existing grade; (5) founding footings between 4.0 feet and 4.5 feet below existing grade; and
(6) founding footings at depths in excess of 4.5 feet below existing grade. The bearing depths considered for Subareas 5 and 9 are: (1) bearing footings within compacted nonexpansive fill placed above existing grade; (2) founding footings within the upper 2.5 feet of existing soils;
(3) founding footings between 2.5 feet and 3.0 feet below existing grade; (4) founding footings between 3.0 feet and 3.5 feet below existing grade; (5) founding footings between 3.5 feet and
4.5 feet below existing grade; and (6) founding footings at depths in excess of 4.5 feet below existing grade.
The allowable bearing capacities (qall) associated with the aforementioned bearing depths were calculated using the general bearing capacity equation, as presented in Chapter 4 of EM 1110-1-1905, dated 30 October 1992, subject: Bearing Capacity of Soils, and consider
Attachment 2 - 2 Am #0002 a factor of safety equal to 3. Schertmann’s Improved Settlement Method was used to predict the resulting settlements assuming full mobilization of the safe bearing pressure. In determining the appropriate bearing value to assign, total load deflections over a period of
5 years were held to approximately 1 inch or less and differential settlements were limited to
0.5-inch or less. The following table summarizes the results of the analyses. It should be noted that existing grade is the datum with respect to which the bearing depths provided.

Due to the potential presence of loose to very loose sand in the upper 2.5 feet, it is recommended that footings should bear at least 2.5 feet below existing grade, if permitted by site grading requirements. If, due to site grading requirements, footings must be placed at depths shallower than 2.5 feet below existing grade, or if footings must be placed in fill above existing grade, the existing soils below the footings should be removed (excavated) to a depth of 2.5 feet below existing grade. Nonexpansive fill shall then be placed in controlled lifts not exceeding 8 inches in loose thickness and compacted to at least 92 percent of maximum laboratory density as determined in accordance with ASTM D 1557 between the excavation
Attachment 2 - 3 Am #0002 surface and the base of the footings. These earthwork (fill type and compaction) requirements also apply for footings that must be founded in fill above existing grade. Footings founded within fill above existing grade or at depths shallower than 2.5 feet below existing grade, in compliance with the earthwork requirements specified herein, should be sized for an allowable bearing pressure of 2,000 psf.
(b) Reinforced Concrete Ribbed Mat Slab Option. Alternatively, single-and two-story buildings that do not incorporate basements can be founded on a reinforced concrete ribbed mat slab. A ribbed mat slab consists of a grid of stiffening ribs cast monolithically with the floor slab. The monolithic nature of this system allows the foundation to span or cantilever areas where a loss of support may occur; thus potential differential settlements are spread over a large horizontal area by the ribs through soil-structure interaction. Based on the plasticity level and relative density and firmness of the near surface sandy and clayey soils, the mat slabs should be analyzed and designed for 1-inch of long-term differential movement. For this reason, interior ribs should be spaced no further than 15 feet center-to-center, and diagonal stiffener ribs should be placed at each corner of the mat slab.
Design of the ribbed mat slab should meet the minimum requirements as presented in CESWD-
ED-TS/G Criteria Letter, dated 29 January 1988 – Design Criteria for Ribbed Mat
Foundations, SWDED-G Criteria Letter, dated 16 April 1987 – Criteria for Developing
Geotechnical Design Parameters for SWD Ribbed Mat Design Methodology, and the recommendations provided herein.
Interior and exterior beams should bottom a minimum of 24 inches below outside finished grade. An allowable bearing capacity of 2.0 ksf (net) should be used to size the beams. For this phase of design, it should be noted that (1) the structural load is supported solely on the beam and the beam intersections, (2) load transfer occurs over the effective beam width, and (3) the beam and soil remain in contact. Beam intersections should be widened at
Attachment 2 - 4 Am #0002 column locations to accommodate the above allowable bearing value for the anticipated load condition. The load used to size the beams should consist of full dead load plus that portion of the live load that acts more or less continuously, usually 50 percent.
The ribbed mat slab foundations should incorporate adequate stiffness such that the deformations do not exceed the structural tolerance of any elements in the foundation or superstructure. Analyses should consider a vertical separation of the foundation slab and beams from the subgrade of 1 inch at the outside of all perimeter beams, with loss of support beneath the foundation over a horizontal distance of not less than 4.5 feet. This loss of support condition corresponds to the center lift mode. Additionally, edge lift analyses should consider an edge moisture variation distance equal to 3.0 feet, and an edge lift heave of 1 inch should be used in the design of the ribbed mat slab. This edge lift heave corresponds to an applied structural pressure of 100 psf. For edge lift considerations, two additional combinations of pressure and swell are required. For an allowable bearing capacity of 2.0 ksf, an edge lift heave of 0.75-inch can be expected to occur. At an ultimate bearing capacity of
6.0 ksf, 0.5-inch of heave should be anticipated. It should be noted that these anticipated heave amounts are based on the assumed removal of 2.0 feet of existing materials under building floor slabs and replacement with compacted nonexpansive fill, as recommended in this report.
A modulus of subgrade reaction equal to 200 psi/inch should be used when analyzing the ribbed mat slabs to determine in-service deformations. This value, however, should be factored to account for width effects such that kdesign=k1(Beff), where Beff is the effective beam width in feet. Design of the ribbed mat slabs shall use the SWD-AEIM sections as a minimum stiffness "first approximation".
Attachment 2 - 5 Am #0002
The mat slabs will, by design, be supported on-grade. A polyethylene vapor barrier
(6-mil minimum thickness) should be placed beneath the mat slabs, however, a capillary water barrier is not required.
Earthwork requirements (fill, compaction type, depth of removal of existing soils and replacement with nonexpansive fill) are the same for reinforced concrete ribbed mat slab foundations as those requirements specified for footing foundations in Paragraph 5.b.(1)(a), above.
(2) Floor Slab System and Subgrade Preparation Requirements. Due to the low plasticity levels of the in situ sands, building floor slabs can all be placed on-grade; however, proper subgrade preparation must be provided. In areas where the building pad will be built above grade, site preparation should consist of removing the top 6 inches of existing soils and replacing with compacted nonexpansive backfill material. The exposed subgrade after excavation operations should be scarified, moistened, manipulated, and recompacted to at least
90 percent of maximum laboratory density as determined in accordance with ASTM D 1557 prior to the placement of nonexpansive backfill materials. All fill required to achieve the final subgrade elevation(s) below the building floor slab(s) should be nonexpansive as well.
Nonexpansive fill shall be placed in controlled lifts not exceeding 8 inches in loose thickness and compacted to at least 95 percent of maximum laboratory density as determined in accordance with ASTM D 1557.
Subgrade preparation beneath building pads built in cut sections should consist of removing all existing materials to the elevation that corresponds to the bottom of the building floor slab. If the exposed subgrade is a medium to high plasticity clay, then 18 inches of the clay soils should be removed and replaced with nonexpansive backfill material. The top
6 inches of exposed subgrade should be scarified and recompacted to at least 90 percent of maximum laboratory density as determined in accordance with ASTM D 1557.
