About this file

This is a Request for Information (RFI) and market intelligence notice issued by the U.S. Army Corps of Engineers, Honolulu District, for four separate FY24 water infrastructure projects located on Oahu, Hawaii. The RFI is not a solicitation and does not constitute a commitment to award a contract; participation is voluntary and the government will not reimburse response costs.

The four projects total $207,600,000 in programmed funding and include: PN103952 Elevated Storage Tanks at Kolekole, Schofield Barracks ($42,000,000); PN101244 Elevated Storage Tanks for East Range Water System, Schofield Barracks ($42,000,000); PN098748 Wells and Storage Tank at Helemano Military Reservation ($104,000,000); and PN104030 Water Distribution Lines, Clearwell, Booster Pumps, and Storage Tanks at Fort Shafter ($93,000,000). The anticipated acquisition strategy utilizes Design-Build to Budget (DBtB) under Other Transaction Authority (OTA) pursuant to 10 U.S.C. § 2808a, wherein the government will establish a firm budget as a design constraint before award. The procurement will follow a two-step process: Step 1 involves evaluating white papers and down-selecting qualified teams for confidential proprietary meetings and concept-level design documents at approximately 35% completion; Step 2 involves collaborative design development between the government and selected design-builder to refine requirements and align the design with the established budget, resulting in a single DBtB agreement with integrated design and construction at a fixed price. Interested firms must complete a questionnaire by November 10, 2026 at 2:00 p.m. HST via the provided online link. The classification code is Y1NE – Water Supply Facilities, and the NAICS code is 237110 – Water and Sewer Line and Related Structures Construction.

ANTICIPATED ACQUISITION STRATEGY: Design-Build to Budget (DBtB) Construction under Other Transaction Authority (OTA), 10 U.S.C. § 2808a

The Government anticipates a single Design-Build to Budget (DBtB) agreement under Other Transaction Authority (OTA), pursuant to 10 U.S.C. § 2808a, to deliver an integrated design and construction solution for four (4) projects. DBtB is a qualifications-based application of the two-phase design-build process that differs from traditional design-bid-build and conventional fixed-price design-build. The project budget is established as a firm design constraint before agreement award, making the budget a driver of design development rather than an outcome of it.

Step 1 – Qualifications and Down-Selection: The Government will evaluate White Papers against established criteria and down-select the most highly qualified teams. Selected design-builders may be invited to participate in up to three (3) confidential, one-on-one proprietary meetings to present and refine design concepts and proposed design approaches for each project. The Government may also request concept-level design documents at approximately 35% completion for each project.

Step 2 – Collaborative Design Development and Agreement Award: The Government and the selected design-builder will collaboratively refine project requirements, design solutions, constructability, and cost estimates to align the proposed design with the established budget. The anticipated outcome is a single DBtB agreement with an integrated team comprising both the designer and constructor, responsible for delivering a complete design and construction solution at a stipulated, fixed price within the established budget.

This approach is intended to leverage the design-builder’s expertise early, improve constructability, manage cost and design risks, and maximize project value within the established budget.
