About this file

This file contains Requests for Information (RFI) Responses for Solicitation W9128A25R0007, an Indefinite Delivery Architect-Engineer (A-E) Services Contract focused on electrical design services for the U.S. Army Corps of Engineers Honolulu District. The solicitation seeks A-E services for design projects in Hawaii, Guam, Northern Mariana Islands, Micronesia, American Samoa, Kwajalein Atoll, and the Marshall Islands, with a not-to-exceed shared capacity of $9.9 million. The government intends to award at least three small business A-E Indefinite Delivery Contracts, with contracts anticipated in June 2026 and a five-year base period.

The RFI responses address specific questions about selection criteria, including clarifications on Computer Aided Design (CAD) requirements, professional qualifications, and disciplinary scope. Key responses include confirmation that the electrical IDIQ has civil engineering requirements, allowance for four electrical resumes instead of structural resumes, and clarification that landscape architects and planners do not fall under the architecture requirement. Firms must submit SF330 Part I and Part II electronically through the DoD Secure Access File Exchange (SAFE) system by June 6, 2025, at 2:00 PM Hawaii Standard Time, with a 100-page submission limit.

W9128A25R0007 - Indefinite Delivery Architect-Engineer (A-E) Services Contracts (Electrical) Not-To-Exceed $9.9M for the Design of Miscellaneous Projects in the U.S. Army Corps of Engineers, Honolulu District Area of Responsibility

RFI # Question Government Response 1 3. Selection Criteria a. (5) Computer Aided Design: This section describes

3D Civil Information Modeling (CIM) and requires that the Part F Projects section identify the projects that used CIM/BIM. Section 3 Selection Criteria b. 13 CAD Operators requires experience in CAD 3D Civil Information Modeling. Being that this is an electrical IDIQ, and CAD 3D is a civil application, is the CIM requirement necessary? I don’t have any issues with the BIM requirement.

Although this IDC is focused on electrical tasks, the IDC does have Civil Engineer requirements.

For the Selection Criteria a., ability for Civil Engineer component can be specified in section H.

For Selection Criteria b. the requirement for 3D CIM can be displayed in section E or F where applicable.

2 Section 3 Selection Criteria b. Professional Qualifications limits each discipline resume to 2 individuals with the exception for the Structural Engineer, which allows 4. Being that this is an electrical IDIQ, would it be acceptable to allow four electrical resumes and limit the structural to two?

Yes, see revision to the Professional Qualificiations section.

3 On the above solicitation, I see that there is no listing for landscape architects or planner which I consider myself and offer some engineering services. Would this fall under Architecture? And will teams be selected by needs and discipline via SF330?

Selection will be based on the criteria/requirements within the solicitation.

Landscape Architect or Planner does not fall under “Architecture.”

Although the government does recognize the value of landscape architecture, planners, etc., it would not fulfill the requirement for Architect/Architecture. The firm is welcomed to include additional disciplines not required by the solicitation; however, this would not provide any additional credit for their evaluation.
