RFI# Question Government Response

We recently just reviewed the solicitation for the requirement - W9128A25R0006 Indefinite-Delivery Architect-Engineer Services Contract (Construction Management Services) Not-To-Exceed $9.9M for the Design of Miscellaneous Projects in the USACE Honolulu District Area of Responsibility. Is this an A-E requirement or a construction management requirement.

This is an A-E requirement for construction management services (not for services under a construction contractor).

Can you confirm whether subcontractor resumes are required in Section E, or just the prime’s key personnel?

Section E resumes are required for all key personnel, whether they are from the prime or the sub-consultant's team.

Should past performance references (CPARS/PPQ) be provided for both prime and all subcontractors?

Please refer to Paragraph 3.(c) of this notice.

Can we submit example projects that are ongoing but substantially complete, or only fully completed projects?

Please refer to Paragraph 3.(a)(1) of this notice.

Will projects performed outside the USACE Honolulu District but with similar scope be weighted lower?

Please refer to Paragraph 3.(a)(1) of this notice.

Will task order selection under the MATOC always involve a Task Order Requirement Notice (TORN), or can awards be made based solely on the original SF330 without additional info?

Task order selection can be made based solely on a contractor's original SF330. Depending on the complexity of the task order requirement, supplementary information may be requested during the TORN selection process.

How much time will be provided to respond to TORN requests? If supplemental information if required for task order selection, contractors will be given approximately 5-10 business days to provide a response.

How will you weigh specialized experience across different areas, such as airfield PCC, DoD medical, and remote site logistics?

All experience will be evaluated per the criteria as set forth in this notice.

If a firm has strong experience in one area but not all, will that significantly affect scoring?

The government will evalaute the relevance of the experience. Experience in various areas is typically a plus; however, having strength in one area doesn't singularly deduct scoring.

Should we report awards only from USACE or all DoD agencies in the past 12 months?

This notice does not have any specific criteria on awards.

Should we include JV partner awards or only those under our firm name? This notice does not have any specific criteria on awards.

Will past work in Hawaii alone be weighted more heavily, or will work in Guam, CNMI, and other AOR areas carry similar weight?

Please refer to Paragraph 3.(e) of this notice.

Is it acceptable to rely on local subcontractors to demonstrate knowledge of local conditions?

Please refer to Paragraph 3.(e) of this notice.

For a joint venture submission, do both JV partners need to be registered in SAM.gov?

The JV partners themselves do not need to be registered in SAM.gov;

however, the JV entity itself shall be registered in SAM.gov prior to submission of a proposal in response to this announcement.

Will the government evaluate past performance at the JV entity level, or separately for each JV partner?

Please refer to Paragraph 3.(c) of this notice.

Do you have the bid docs for this opportunity? The official SF1442 package will only be provided to the firms who have been selected to participate in the next phase of this solicitation.

Based upon the scope of services, the solicitation tangentially implies the need for additional job titles beyond those which are currently listed. Will a bidder be penalized or disqualified, if we submit resumes for additional job titles or disciplines that are not explicitly identified in the solicitation? What guidance can you provide about the amount and type of information regarding additional capabilities and disciplines the bidder is able to provide in SF330 Section “H” without being penalized or disqualified? For example, Soliciation Para 3.a.(4) requires a by name and position description of key personnel for QA . Can these key personnel will be in addition to the four individuals described in Solicitation Para 3.b?

Additional information may be submitted; however, evaluation of the SF330 submittals will be based on the criteria as set forth in this notice.

Please provide PPQ format, if any. A Past Performance Questionnaire teamplate is attached to this notice.

Para 3 in the solicitation refers to sub para “g” as a tie breaker. There does not seem to be a sub para “g”. Please clarify.

This notice has been updated to include this missing subparagraph.

With this solicitation being a small business set aside, will the incumbent firms be permitted to respond to this solicitation or be allowed to participate in future TOs?

This solicitation is open to all small business firms under the NAICS code 541330. Only the awardees of this IDC will be eligible to participate in future task orders under this IDC.

As per SF 330 submittal requirements, kindly confirm that the total page limit is 100 and not 200 pages.

Confirming the total page limit is 100 pages.

As per solicitation posted in sam.gov, an "Electronic Submittal Instructions" file is attached for the instructions in submitting the SF 330 submittal electronically and requesting a DoD SAFE Drop-Off Link. However, there is no file attached in the posting. Can you please provide these documentation/instructions?

Electronic Submittal Instructions file is attached.
