11SECTION 00 22 16
EVALUATION FACTORS FOR AWARD
Lowest Price Technically Acceptable Source Selection Process
A process used in competitive negotiated contracting where the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
The Government intends to evaluate proposals and award a contract without holding discussions; however, the Government reserves the right to conduct discussions if deemed necessary by the Contracting Officer.
Contract award will be made to the responsible Offeror whose proposal represents the best value to the Government utilizing the Lowest Price Technically Acceptable (LPTA) source selection process.
12SECTION 00 22 16
FACTOR 1 – PAST PERFORMANCE
The Offeror shall submit a completed Section 00 22 16, Attachment A “Past Performance Information” form for each contract. Offeror shall submit past performance of at least three (3) but no more than five (5) recent and relevant projects that demonstrate past performance of a construction project. A project is defined as work performed under a single contract or single task order issued pursuant a multiple award/indefinite delivery/indefinite quantity contract.
Projects must be recent and relevant as described below. For a project to be recent and relevant, the project shall:
Be substantially complete within five (5) years of the date this solicitation was issued. “Substantially complete” means a contract administrator or equivalent determined that the terms of contract were fulfilled to the extent that the completed work area could be used for its intended purposes. Evidence provided by the owner/contracting agency or Contractor Performance Assessment Reporting System (CPARS) documentation must be included in the proposal to demonstrate the date of the contract was substantially complete.
Demonstrate work performed on a Design-Bid-Build construction contract.
Have an award amount or final contract amount between $1,000,000 - $5,000,000.
The Offeror (or a party in a previous JV, or the party in the JV, in the case of an Offeror JV) was the prime contractor.
13SECTION 00 22 16
FACTOR 1 – PAST PERFORMANCE (cont.)
For each of the projects submitted, the Offeror shall provide a copy of the final CPARS/CCASS/ACASS report. If a final CPARS/CCASS/ACASS does not exist, provide a Past Performance Questionnaire (PPQ) (Section 00 22 16, Attachment B) completed by a representative of the owner.
Evaluation Criteria An Offeror’s past performance will be evaluated to determine how relevant a recent contract is to the requirements of the RFP. The relevancy determination will be based on the submitted on recent and relevant contracts (Section 00 22 16, Paragraph 4.1.2).
An Offeror’s past performance will be evaluated to determine how well the offeror performed on the recent and relevant contracts submitted. The Government will review all past performance information collected and determine the quality of the Offeror's performance, general trends, and usefulness of the information and incorporate these into the performance overall assessment. The past performance confidence assessment rating is based on the Offeror's quality of performance record of recent and relevant contract.
14SECTION 00 22 16
FACTOR 1 – PAST PERFORMANCE (cont.)
15SECTION 00 22 16
FACTOR 2 – TECHNICAL APPROACH

Describe how it will manage the major elements of work and sequencing, including, but not limited to, mobilization to project site, site safety requirements (including wind and wave thresholds for operations), environmental protection (including protection of corals and endangered species), vegetation removal methods to be used (including herbicide application in accordance with best management practices), rework of existing stone and placement of new stone.
Describe the availability of proposed equipment - to include its availability during the period of performance.
Discuss anticipated source and quality assurance measures for obtaining new stone (bedding and armor) as required.

16SECTION 00 22 16
FACTOR 2 – TECHNICAL APPROACH (cont.)
Note: The Offeror’s Technical Approach will be incorporated into the contract and the Offeror as Contractor will be expected to follow it. Any post-award deviation from or replacement of key personnel listed in the Technical Approach in the Offeror’s proposal must be reviewed and approved by the Government. The Contractor shall request, in writing, Government approval of any request to deviate from its Technical Approach or to replace proposed staff.

17SECTION 00 22 16
FACTOR 3 – PRICE
The Section 00 10 00, Proposal Schedule shall be completed in its entirety by the Offeror. See Section 00 10 00, Proposal Schedule Notes, for further instructions.
The Offeror’s proposed price will not be rated or scored, but will be evaluated to determine if it is fair and reasonable, using one or more of the price analysis techniques found at FAR 15.404-1(b). The Government may request supplemental price breakdown information to assist the Government in performing the price evaluation.
The Contracting Officer will evaluate the price proposals for unbalanced pricing. An Offeror may be rejected if it is determined that the lack of balance poses an unacceptable risk to the Government.
18SECTION 00 22 16
FACTOR 4 – BONDING CAPABILITY
Offerors shall provide a scanned copy of an original letter from the Offeror’s surety(ies) which indicates the Offeror has bonding capability for an amount that equals or exceeds the Offeror’s price proposal inclusive of all options. Evaluation Criteria The Government will review the letter from the surety to ensure the submission requirements have been met. The submission requirements will be a Go / No-Go evaluation. Failure to provide bonding capability equal to or exceeding the Offeror’s proposed price inclusive of all options will make the Offeror ineligible for award.
