W9128A24R0009 ‐ Indefinite Delivery Architect‐Engineer (A‐E) Services Contracts (Structural) Not‐To‐Exceed $95M for the Design of Miscellaneous Projects in the U.S. Army Corps of Engineers, Honolulu District Area of Responsibility
RFI # Question Government Response 1 In section 3. Selection Criteria, part c. Knowledge of Locality you state
“The Prime firm’s or JV’s knowledge of locality will be evaluated more favorably than sub-consultants.” Is there any mitigation you would consider to raise the sub-consultant knowledge of locality to equal that of the Prime in your evaluation?
There is no mitigation; however, the sub-consultant's knowledge of locality is also of high value and is also taken into consideration.
2 In section 3. Selection Criteria, part c. Knowledge of Locality emphasis is placed on the Prime firm’s main office’s physical proximity to Hawaii and geographic proximity in relation to the location of the work. Is there any mitigation you would consider to raise the Prime physical office location to equal that of the sub-consultant in your evaluation?
There is no mitigation; however, the sub-consultant's proximity is also of high value and is also taken into consideration.
3 Will POH allow a company to compete as both a prime on one team and a subcontractor on separate team without discrimination? Same question as part of a JV as well?
This is acceptable.
