W9128A24R0008 ‐ Indefinite Delivery A‐E Services Contract (Environmental/Planning) Not‐To‐Exceed $36M for the Design of Miscellaneous Projects in the USACE, Honolulu District Area of Responsibility

RFI # Question Government Response 42 Due to the additional disciplines and resumes required, can the page limit for the submittal be increased OR can the submittal be amended so the 100 page limit applies only to Section I?

See revision to Submission Requirements Section.

43 The district has requested a minimum number of 41 resumes and a maximum of 82 resumes. The district has also requested seven (7) projects of one to two pages each. This means that Sections E+F alone could take up to 96 pages, but the solicitation has limited us to 100 pages for both SF330 Parts 1+2. The solicitation also states that “A Part II is required for each branch office of the prime firm and any consultants/subcontractors that will have a key role in the proposed contract (i.e. a Part II is required for all entities identified in SF 330 Part I, Section C of the submittal).” So that we may provide everything the district has requested of us, would you please consider either reducing the number of resumes to be provided or adjusting the page limitations?

See revision to Submission Requirements Section.

44 The district has requested a minimum number of 41 resumes and a maximum of 82 resumes, but the solicitation has limited us to 100 pages for both SF330 Parts 1+2. The solicitation requires us to “Provide a complete listing of all DOD A-E awards within the last 12 months.” Due to the limited number of pages left for Section H, would it be acceptable to provide a summary of this information in Section H and provide the actual list as an appendix item to be excluded from the page count?

See revision to Submission Requirements Section.

45 The district has requested a minimum number of 41 resumes and a maximum of 82 resumes. Based on this change, will half page resumes be scored favorably for “Other Disciplines?”

See revision to Submission Requirements Section.

46 The district has requested a minimum number of 41 resumes and a maximum of 82 resumes. Based on this change, would the district please allow the G-Matrix to be presented on an 11x17 page and to count as a single page?

See revision to Submission Requirements Section.

47 Please provide further clarification on what will be considered a complete environmental plan/study type project. In your response to RFI #10, you indicated that the delivery of the final deliverable to the government for a plan or a study would be considered a complete project, but the revised RFP does not specifically capture this definition. Please confirm that the definition of completed environmental/planning projects is delivery of the final deliverable (e.g., a Record of Decision on an EIS or Final Plan/Study Deliverable accepted by the government).

See revision to Professional Qualifications Section.

W9128A24R0008 ‐ Indefinite Delivery A‐E Services Contract (Environmental/Planning) Not‐To‐Exceed $36M for the Design of Miscellaneous Projects in the USACE, Honolulu District

48 Synopsis page 9, Item 5. Submission Requirements, b. requires One (1) electronic copy (PDF) of SF 330 Part II for the prime firm and all consultants / subcontractors.

Please confirm the Part IIs are excluded from page count.

See revision to Submission Requirements Section.

49 Under Solicitation Criteria 3, Paragraph a.(1), the government states that incomplete environmental/planning projects or design projects (less than 100% ready-to-advertise) will not be evaluated. As planning projects don't typically have designs, will the government confirm that a project is considered complete if the Record of Decision (ROD) has been submitted for a NEPA/HEPA document or final technical report has been accepted?

Yes this example is considered complete.

50 Under Solicitation Criteria 3, Paragraph f., the volume of work is to include a list of IDC task orders awarded in the past 12 months. With the limited number of pages allowed, will the government consider allowing this table to be an attachment to the Section H and not counted in the 100-page limit?

See revision to Submission Requirements Section.

51 In reference to RFI Question number 4, "Does the 100-page limit apply only to Part I?" The response was that the 100-page limit applies to the entire package. However, the instructions are to provide Part I as one PDF and Part II as a second PDF. With this in consideration, will the government please consider excluding the SF330 Part IIs from the page limit?

See revision to Submission Requirements Section.

52 Under Solicitation Criteria 5, submission requirements, instructions say that all fonts shall be at least 10 pitch. Will the government allow use of 8 point/pitch font in tables and graphics?

See revision to Submission Requirements Section.

53 Regarding RFI Question number 21, the government states that a single Task Order, including modifications to the Task Order, will be considered a project. We have many projects that have a continuation of work where the government has issued a new task order number instead of a mod.

When a single project is phased over a period of time, the government is often required to issue new task orders (TOs). Given that Section F is limited to 7 projects, and we want to show the depth of our experience in the full scope of services, will the government consider allowing for multiple TOs to be listed on a project when the TOs are a continuation of ongoing work on the same project?

The Government may or may not consider a follow on task order as the same project. The Government will consider each instance on a case by case basis.

54 Relevant to Past Performance the Synopsis states: “An Offeror may use Past Performance Questionnaires (PPQ) to provide or supplement a firm's past performance.

Will the Government accept a recently completed PPQ?

Yes

55 The Final Synopsis dated February 1, 2024, added additional technical scope, as well as additional Key Personnel disciplines. Given this increase would the Government consider increasing the total page count to 140 pages to allow two resumes for each of the additional 10 positions at two pages each?

See revision to Submission Requirements Section.

56 The purpose of this e-mail is to request a copy of the PPQ Standard Form you would like us to use in the subject solicitation.

Please see downloadable files for PPQ Standard Form.
