5 There are two submission dates in the solicitation, April 08, 2024 (General Information) and April 05, 2024 (par. 5, Submission Requirements). Which date is correct?

The submission date is extended to April 18, 2024.

See revised Submission Requirements in paragraph 6.c.

7 Should CPARS and PPQs for Section F projects be submitted as an appendix to Part I or Part II?

10 Under Criterion B. Professional Qualifications, the synopsis states “do not generalize professional registrations or certifications, rather provide specific detail.” Please elaborate on the requirement for specific detail. Is this requirement satisfied by providing the license type, state, and registration number?

Yes, requirement is satisfied by providing license type, state, and registration number.

11 For Cost Estimators is CEP certification equivalent to CCC or CCP? See revision to 3.b.(12).

12 USACE Leadership has stated at several Engineer events that engineering capacity in the Pacific is a concern and they desire to increase the contractor base. For knowledge of locality, are projects not located in POH AOR but in similar remote and isolated locations weighted equally with projects located in the AOR (e.g. Hawaii)?

See revised Section 3.e.

13 USACE Leadership has stated at several Engineer events that engineering capacity in the Pacific is a concern and they desire to increase the contractor base. With this in mind, would the government reconsider scoring subconsultant projects/people equally to those of the Prime Contractor?

The Government will evaluate consistent with the criteria in the synopsis.

14 Section 5, Submission Requirements state that the page limitation for the SF330 is 100 pages all-inclusive with the exception of blank sheets, divider sheets and tabs.

Will the government please clarify what is excluded from the page limit?

1. Will the government allow a cover page outside of the 100-page limit?

2. Will the government confirm the past performance (CPARS/PPQ attachment) is outside of the 100-page limit?

3. Please clarify if this 100-page limit is inclusive of both SF330 Parts I and II.

See response to RFI #6.

15 Section 3, Paragraph g. Volume of Recent DoD contract awards within the previous twelve months states that this should include all stand-alone or indefinite delivery contract (IDC) task orders, including modifications, issued by DoD agencies. Will the government please clarify—did you want this to be a table that lists all work by TO? Or is it sufficient to just provide a total number for all work?

Submit according to the criteria.
