RFI# QUESTION RESPONSE

1 Item 4.b., Submission Requirements - The solicitation states, “Each branch office and/or joint venture must have their own DUNS number).” Our office locations have used the same DUNS number for each office location throughout our firm history and we cannot find a D&B requirement that requires a separate DUNS number for each office location. Rather, per the D&B fact sheet, “The D-U-N-S Number is a nine-digit non-indicative numbering sequence and is assigned at the lowest organizational level, i.e. business locations with a unique, separate, and distinct operation.” All our Federal work is executed out of a number of different geographic locations, however operations at all those locations are NOT unique, separate and distinct as indicated in the quoted criteria. In our past Federal contracts, we could use one DUNS number even though we have worked out of different geographical offices. Can we continue the established practice of using a single DUNS number for this solicitation even though work will be executed from different geographic offices?

The DUNS number should be the main office location primarily responsible for accomplishing the work. Also, see response to #27.

2 Item 1. DESCRIPTION / CONTRACT INFORMATION - The solicitation states, “In the event the firm is a Joint Venture (JV) partner, the SF330 must be accompanied by the original copy of the Joint Resolution of the Boards of Directors of the firms composing the JV.”

A copy of the Joint Resolution can be a copy of the "original" for submission by the RFP due date.

The "original" of the Joint Resolution should be provided if requested by the Contracting Officer.

3 a. Since this requirement is listed after the discussion on annual updates to the SF330, it is not clear whether the original copy is required with September 10 submission or if it would be a requirement for the annual update of the SF330?

Subsequent to award of the Basic Indefinite Delivery Contract the A-E will be required to submit annual updated SF330 on/around the anniversery date of the initial 10 September 2018. The annual updates to the SF330 will be requested for the option period(s).

4 b. If required with this submission, is it the same as the executed Joint Venture Agreement? And by “original copy” we assume you mean a copy of the original agreement, and not the actual wet-signed original agreement?

Yes. See RFI #2 response.

Item 2. PROJECT INFORMATION

5 a. Does the term “Civil Works” refer to the traditional USACE Civil Works Program that includes water resource development activities including flood risk management, navigation, recreation, infrastructure and environmental stewardship?

Delete Civil Works referenced in the synopsis.

6 b. Do we need to provide qualifications for Civil Works in our submittal? ? If so, please provide the evaluation criteria for all sections of the SF330.

No, See RFI #5 response.

Item 2. PROJECT INFORMATION

7 a. Does the definition of schools include military training facilities? Yes

8 b. Would a non-military facility that has similar features to the facility types noted in the solicitation be considered equally relevant to a military facility? (i.e., is a hotel comparable to a barracks?)

Yes

9 Item 3b. PROFESSIONAL QUALIFICATIONS – What registration is required for U.S. Registered Environmental Engineer – Professional Engineer, Certified Industrial Hygienist, Professional Geologist or other?

Generally, "Registered" refers to Professional Engineer license or certification of that particular field.

10 Item 3c. PAST PERFORMANCE – Are we required to provide CPARS or PPQs for our Section F projects? The criteria in 3.c indicates past performance will be retrieved through PPIRS, but Section 4 indicates CPARS and PPQs will not count towards the page limit - implying they need to be included.

CPARS and PPQs may be included at the backend of Section F. Example projects.

11 Item 3e. KNOWLEDGE OF LOCALITY - Will projects that are similar military facilities from other regions be considered in criteria 3.a? There is no mention of location in criteria 3.a but criteria 3.e indicates projects within the POH AOR be given more consideration than those in POJ or POF. Does this mean only POH, POJ and POF projects will be considered?

Projects in the POH, POJ, and POF, Areas of Responsibility will be considered.

12 Section 4 of the solicitation instructs us “Do not repeat information from Sections A- G of the SF330 in Section H.” However, the same section also indicates that we are to “provide a narrative to address each of the requirements, including subparagraphs, of items listed in 3.a, Specialized Experience and Technical Competence.” Also:

• Item a. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE, (1) Past Experience – “The basis of evaluation will be the example project(s) presented in SF330, Part I, Section F and supplemental information provided in Section G and H.”

• Item a. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE, (2) Computer-Aided Design (CAD) – “The basis of evaluation will be the example project(s) presented in SF330, Part I, Section F and information provided in Section H.”

• Item e. KNOWLEDGE OF LOCALITY – “The basis of evaluation for this criterion will focus on the information provided in SF330, Part I, Section E (Resume of Key Personnel), Section F (Example Projects), and Section H (Additional Information) that provides additional information describing same/similar qualifications as deemed necessary for performance under the IDC.”

Since these criteria will be evaluated in Section H, is it correct that we should address these criteria in Section H in addition to Section E, F and G as noted above?

Section H is for "supplemental" information that is not already included in Sections A-G.

13 Can the Section D organization chart be 11x17? Yes

14 It states in section 3a SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE, “Example projects should be designs completed within six (6) years of solicitation closing date.” Can consideration be given to extend the design completion date to eight (8) years of solicitation closing date?

No. Example projects should be designs completed within six years of solicitation closing date.

15 It state in section 3b PROFESSIONAL QUALIFICATIONS, “…the use of the term “registered” is defined as a Registered Architect or Professional Engineer registered to practice in the particular discipline in a State…..”. We have an architect who has recently passed his certification and met all state requirements for the issuance of his license. His license number is pending until the license board meets on September 13th. Can we show his license is “Pending” in block 17 of SF330, Section E?

Yes

16 It states in section 3c PAST PERFORMANCE, “(Note: Paste Performance Questionnaires (PPQ) can be used to provide or supplement a firm’s past performance.)” Are we allowed to submit a PPQ previously submitted under a different Notice/RFP?

Yes

17 It states in section 4 SUBMISSION REQUIREMENTS, “Submissions shall not exceed one hundred twenty (120) standard 8.5 x 11 pages. “ Are we allowed to use 11 x 17 fold out page for charts and/or graphs?

Yes. 11" x 17" allowed for organization charts, charts and/or graphs.

18 Regarding Section D. Organizational Chart of Proposed Team – Is it acceptable to utilize an 11”x17” format to depict the team organization chart for this pursuit?

Yes. See RFIs #13 and #17 responses.

19 Regarding Section F. Example Projects – Is it acceptable to use a project completed by a consultant on our project team as one of the 10 projects demonstrating the proposed team’s experience for this contract?

See Selection Criteria 3.a.(1) Past Experience.

20 (Note: Past Performance Questionnaires (PPQ) can be used to provide or supplement a firm's past performance. Firms which choose to use the PPQ may obtain a PPQ standard form by submitting a request to POCs indicated in this solicitation). Are we able to submit Past Performance Questionnaires (PPQ) other than supplied AE_IDC_PPQ.pdf, if the information is relatively the same? For other solicitations (Coast Guard and NAVY) we had previously requested our clients fill out PPQ’s, which we would like to utilize these in lieu of having them fill out the provided AE_IDC_PPQ.pdf as some of the POC’s have retired (which may delay our ability to get a timely response)

Yes. Offerors should provide past performance information on the PPQ form in the synopsis, however previous PPQ forms from other DoD agencies would be accepted.

21 Will the awarded firm be required to have a DCAA compliant accounting system? No for submission of SF330 but Government may request for an audit from DCAA if required.

22 Is a firm allowed to submit as both a prime consultant and as a subconsultant on a separate team?

Yes

23 Due to the Labor Day Holiday, the impending Hurricane Lane, and magnitude of this solicitation, we would like to request a 2-week extension of the due date.

Due date remains unchanged.

24 Given the variety of project features for past experience, can a team offer an alternate DOR as a sub-consultant? If so, will the additional DOR’s experience be evaluated equally?

See Selection Criteria 3.a.(1) Past Experience.

25 RFP Section 3. Selection Criteria, a. Specialized Experience and Technical Competence page 4 of 8. For a project consisting of multiple bid packages, can the project be considered completed if all but one of the bid packages is completely designed, accepted and ready to advertise? The remaining bid package is on hold pending Government resolution of an EA.

All projects must be 100% Ready to Advertise to be considered.

26 RFP Section 3. Selection Criteria, b. Professional Qualifications page 5 of 8. For Cost Engineer, would a Certified Estimating Professional (CEP) with at least 10 years of government cost estimating experience and demonstrated use of MII software be acceptable? CEP is from Association for the Advancement of Cost Engineering International (AACEi) (the same authority that provides the CCC and CCP) and is more-versed in cost estimating not just project financials.

Yes

27 RFP Section 4. Submission Requirements, b. p 7 of 8. The RFP states, “Each branch office and/or joint venture must have their own DUNS number.” Though our JV and most of our branch offices have their own DUNS, we recently acquired a company whose offices share one DUNS. If Part IIs are provided for each of the offices, would the Government accept some offices that share a DUNS?

Yes, if the DUNS number is shared and it is for the firm or joint venture performing the work.
