Comment Classification: Controlled Unclassified Information (CUI)

There is a paint spec included and identifies the areas to be painted. However I do not see any discussion of lead abatement for existing metals that will have to be coated near the new work.

How will this be handled?

Will the coffer boxes require painting after there use on this project?

On: Jun 23 2021.

Government Response. . The lock chamber armoring is a routinely maintenance item, so the presence of lead based paint is low. The contractor should take all precautions for lead paint testing that are detailed in 09 97. In the event that lead based paint is encountered then it will be disposed of per 01 57.

The coffer boxes will not need to be repainted in their entirety. In the event that the contractor damages the boxes and they need to be repaired before returning them to USACE, then the repair area will need to be painted. On: Jul 19 2021

Please provide photographs of the coffer boxes and quantity available. Will the KTR be required to transport from there storage yard (location) and will a KTR be required to provide his own crane for hoisting? Has a quality check been performed on the coffer boxes to ascertain a good fit to new coffer boxes shown in the drawings?

Government Response. . The government has two cofferboxes that will be made available for pick up at the DMT. A crane and operator will be made available for loading and unloading of cofferboxes. Extensions shown in the plans were designed with the intent of a good fit with existing cofferboxes and the lock chamber floor. As addressed in 01 22 00.00 10 para 1.2.2.1, all other requirements are the responsibility of the contractor and should be included in the proposal pricing.

The most recent cofferbox inspection report will be posted on SAM.gov alongside Amendment 0002. On: Jul 19 2021

Comment Classification: Controlled Unclassified Information (CUI)

Is the intent that the KTR is required to perform a full survey prior to the work to ascertain the work can be constructed, both underwater and above? Will the GIS survey be required prior to beginning work?

Government Response. . The contractor is not required to provide a survey report to USACE. Surveys should be conducted as required to complete work accurately.

Costs associated with planned surveys should be included in proposed price.

The most recent side scan sonar survey will be posted on SAM.gov alongside Amendment 0002; see pages 20 and 21. On: Jul 19 2021

9296089 Contracting n/a n/a 01 14 00.00 para. 1.5

Comment Classification: Controlled Unclassified Information (CUI)

Most of the work is inside the lock along the lock wall and underwater. Will KTR be required to vacate the lock when a barge is ready to lock through during daylight hours? This will probably occur June through January.

Government Response. . Spec 01 14 00.0046 paragraph 1.5.2 states "If the lock can be returned to service outside of working hours then the closure period may last up to 1 month. If the lock cannot be returned to service outside of working hours then the closure period may only last up to 14 consecutive days that will be followed by a 10 day period where traffic is not to be impacted."

The intent of this statement is to give the contractor some flexibility. The contractor can shut to lock down to all traffic 24hrs a day but that type of closure may only last 14 consecutive days followed by a 10 day period were traffic is free to move. If the contractor can reopen the lock to traffic over night then the outage can last 30 consecutive days. If the contractor can open the lock to traffic at night then there will be no need to vacate the lock for barges during the day. On: Jul 19 2021

Will USACE consider adding Item for KTR standby time?

Government Response. . The government has provided anticipated weather delays in its Specifications. A breakdown of lockages per month over the last few years will be posted on SAM.gov alongside Amendment 0002.

Offerors should take this information into consideration when building their proposed schedules. On: Jul 19 2021

Section 03 31 00, Subpart 3.3.5 Time Interval Between Mixing and Placing states:

"Concrete shall be placed within 30 minutes after discharge into non-agitating equipment.

When concrete is truck-mixed or when a truck mixer or agitator is used for transporting concrete mixed by a concrete plant mixer, the concrete shall be delivered to the site of the work, and discharge shall be completed within 1-1/2 hours after introduction of the cement to the aggregates. When the length of haul makes it impossible to deliver truck-mixed concrete within these time limits, batching of cement and a portion of the mixing water shall be delayed until the truck mixer is at or near the construction site."

The current wording is saying to add the aggregates to the truck and most of the water at the plant and then add the cement and remaining water to the truck once it's on site. Was the intention of this paragraph to say it is allowable to add the aggregates and cement to the mixer truck at the plant and then add the water to the truck once it arrives on site?

Please reference attachment labeled "B.08.02 Att 2 – Plans (concrete demo clarification).pdf:

Sheets SD201, SD301, S-201, S-301, and S-506 all show the concrete demo scope in elevation and plan views as well as showing details for replaced sections of the Wall Armor Rubbing Bars. I've attempted to use green and blue boxes to show possible conflicts in defining hatching and demolition limits that appear to conflict between the elevation and plan views.

For the Landwall demolition shown on elevation A1 of SD201 the green box is to the left of the slot and the blue box is to the right of the slot, both are shown as "to be removed". Plan Detail A1 on SD301 only shows hatching on the left (green). Please confirm that a similar shape must be removed on the right side of this slot (blue) in order to create room for the embedded rubbing bar for wall armor tie-in piece. Plan Detail A6 on S-301 also appears to only show reinforcement details for the left side (green) with missing details for the right side (blue). When scaling dimensions from the sheets mentioned above they exactly match the dimensions given on S-506 details C3 (green) & C5 (blue).

Please provide dimensions & reinforcing details that are to be used in the apparent missing scopes (blue).

On sheet SD201 the left side (green) demolition stops at Elev. 132.04 at the bottom of the Wall Armor Rubbing Bar, but the right side (blue) continues down to Elev. 121.5. Please also confirm that no demolition in these "wings" (green & blue) is required below the 132.04 elevation as there is no need to re-embed a Wall Armor Rubbing Bar below this elevation for all locations on Landwall and Riverwall slot modification locations.

Government Response. . -For the question: "Please confirm that a similar shape must be removed on the right side of this slot (blue) in order to create room for the embedded rubbing bar for wall armor tie-in piece."

-Answer: No, a similar demo section is not to be removed on the DS side of the bulkhead recess.

There appears to be a discrepancy in the required Small Business Participation percentage called out in the RFP document. Reference page 14 of 58 of the RFP document, "Small Business Participation Plan (Vol 2, Bookmark A) section 1.b (Second paragraph) says "A mandatory minimum Total Small Business Participation goal of 5% of the total contract value...is required based on the nature of the work for this project." Also, reference next section of same page "Evaluation Criteria" under section 2. first paragraph, it states, "A mandatory minimum Total Small Business Participation Plan goal of 8% of the total contract value is assigned to this acquisition." The next paragraph lists the percentage of each individual socioeconomic category that makes up the required percentage and when summed these equal 5%. Please confirm that the minimum goal for Total Small Business Participation for this project is 5%.

"..The contractor shall confirm the notice a minimum of 1 month before beginning any activities that will impact free navigation. Impacts shall not excessively impact the flow of traffic. If the lock can be returned to service outside of working hours then the closure period may last up to 1 month. If the lock cannot be returned to service outside of working hours then the closure period may only last up to 14 consecutive days that will be followed by a 10 day period where traffic is not to be impacted."

Please define what is meant by "..Impacts shall not excessively impact the flow of traffic."

Does the statement ""..Impacts shall not excessively impact the flow of traffic." include the cofferboxes attached to the side of the lock if they are located only on one side of the lock?

On: Jun 30 2021.
