Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
We do not believe that 540 days is enough time to design and build this project, especially considering that the bid options may be awarded up to 365 days after contract award. Would the COE consider allowing 720 days plus additional time for any options awarded after the original contract award?
On: Apr 13 2020.
Government Response. . Per the solicitation, note that "Fast-Tracking" is permitted. Also, per solicitation clause 52.217-7, the timeframe to exercise options will be reduced from 365 calendar days to 150 calendar days. The solicitation will be amended accordingly. The 540 day period-of-performance to remain unchanged. On: Apr 24 2020
Current Request Status: Request Closed

8515269 General A-200
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Per elevations on Sh. A-200 of the Base Bid and Options 1 and 2 drawings, no brick would be changed in the areas added by Option 1 and 2. Thus Options 6 and 7 in the CLIN Schedule would not apply to the project. Please verify.
On: Apr 16 2020.
Government Response. . Option 6 and Option 7 to have a value of $0 as no reduction in brick work of the areas added by option 1 and 2 will occur. This value of $0 needs to be added instead of N/A to avoid confusion with approval of the options down the line. On: Apr 24 2020

Section 01 11 00.10, 1.1.5 (page 67 of 887) please clarify how much time should be allocated for each construction delivery vehicle to pass through security.
On: Apr 16 2020.
Government Response. . As with any federal installation, it can vary depending on time of day, amount and type of traffic at the gate, FPCON, manning, type of load, and whether the individual has a badge or is on an Entry Authorization List (EAL). Estimate as little as 5 minutes with a badge and no line to as much as 30 minutes if the entry has only a bill of lading and there is a long line. That said, access times can widely vary depending upon conditions at the time exceeding 30 minutes. Unforeseen issues can occur. On:

8517412 Geotechnical Appendix A
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Appendix A, Geotechnical Evaluation Report, Section 5.5.4. The three infiltration tests were advanced between 9" and 20" below ground level (BGL) in a cluster situated between Boreholes B-11 and B-12. Testing indicates excessively high infiltration rates varying between 25" to 44" per hour (typically experienced with a coarse sand or gravel). Boring B-11 indicates that fat clay (CH) is present to depth of 24" BGL. Boring B-12 indicates clayey sand (SC) to a depth of 42". The typical infiltration rate for CH and SC soils is on the order of 0.06"/hour to 0.15"/hour (Haan et al., 1994). NRCS Web Soil Survey indicates that site soils are of Hydrologic Soil Group (HSG) "D"; HSG "D" soils are consider soils with a very slow infiltration rate (i.e., less than 0.06"/hour, Part 630 Hydrology, National Engineering Handbook). There exists a magnitude of difference in the infiltration rates between standard/accepted/NRCS soil values and those presented within the RFP's Geotechnical Evaluation Report.
For bid equivalency please clarify whether bidder's proposals are to be based on the excessively high infiltration rates reported within the Geotechnical Evaluation Report.
On: Apr 16 2020.
Government Response. . I generally agree with the comment. The percolation tests were done using a local practice and the depth of the percolation test holes (a set of 3 holes for one test) were very shallow (hand auger refusal). It's possible that a thin permeable layer exists above the generally highly impermeable Fat Clay (CH), slightly permeable Sandy Clay (CL) and moderately permeable Clayey Sand (SC). If the test results are used for a retention basin design, we need permeability tests at the bottom of the basin and this previous test should not be used. Rather, the bidder should consider low permeability numbers based on
Page 3 of 27ProjNet: Logged In User the presence of FAT CLAY (standard publications). I'd avoid using the single test result for design. On: Apr 24 2020

8517415 Civil Parking
Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Section 01 11 00.10, 3.4.2.2 (page 78 of 887) states "POV parking spaces shall have minimum 9 ft x 18.5 ft dimensions in areas of curbs...". Section 01 11 00.10, 3.5.1.1 states "Drive aisles adjacent to parking spaces for this project site shall be a minimum of 24 feet wide." Drawing VF-101 and CS-101 indicate that approximately 40' is available to accommodate the parking stall length and drive aisle width. 42.5' is required to accommodate the parking stall length (18.5') and drive aisle width (min. 24').
The RFP site concept does not appear to accommodate the existing site restraints; please clarify what action is to be taken to resolve this issue.
On: Apr 16 2020.
Government Response. . Will revise 01 11 00.10, 3.4.2.2 to indicate 9'x 18' POV parking spaces to accommodate existing site conditions; and revise 01 11 00.10, 3.5.1.1 to indicate minimum of 22 feet wide drive aisles to accommodate existing site conditions. On: Apr 24 2020

With the preferred HVAC system type (Air cooled chiller, boiler, fan coils) it may prove difficult to obtain a 30% energy savings over the ASHRAE 90.1-2013/IECC baseline without utilizing on-site energy generating systems such as solar photovoltaic power. Since these systems are typically not life cycle cost effective in this region, the maximum energy savings that is life-cycle cost effective is typically acceptable on Government projects in lieu of the 30% requirement. Please verify if this is acceptable on this project, or if the contractor will be expected to provide on-site power generation to meet the 30% requirement.
On: Apr 21 2020.
Government Response. . We concur with the proposed interpretation of the RFP requirements, which are stated as part of the "Air Force Sustainability Score Sheet" (included in the RFP) as follows: "Reduce energy use 30% below ANSI/ASHRAE/IESNA Standard 90.1-2013 or IECC, or if not - achieve maximum energy efficiency that is Lifecycle cost effective" On: Apr 24 2020
