SOURCES SOUGHT SYNOPSIS
BRIDGE CRANE REPLACEMENT
AT THE
NORFORK POWERHOUSE
MOUNTAIN HOME PROJECT OFFICE
U.S. ARMY CORPS OF ENGINEERS (USACE)
This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A
SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED
FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation.
Project Description:
The general scope of this requirement will be to provide all labor, materials, supplies, parts (to include system components), transportation, plant, supervision, and equipment, except when specified as Government-furnished, required for replacement of the powerhouse bridge crane and incidental related work.
The existing bridge crane is a 150-ton, top-running bridge type with two bridge girders and a single trolley. The existing trolley has one main hoist rated for 150-tons and one auxiliary hoist rated for 25-tons. The new bridge crane must be of a similar type, but with a main hoist rated for 165-tons.
This acquisition includes the manufacture and install of the crane, so bonding capacity is required.
The contractor shall provide quality assurance as specified in strict accordance with all terms, conditions, special contract requirements, specifications, drawings, attachments, and exhibits to be outlined in the contract requirements and task orders awarded under the contract. The contractor's work and responsibility shall also include all planning, programming, administration, and management necessary to provide repair, construction, and related services as ordered. The contractor shall be responsible for site preparation and cleanup for each task order issued under the contract. Further, the contractor shall provide related services such as preparing and submitting required reports, maintaining record drawings, and performing other administrative work.
Estimated Value Range: In accordance with FAR 36/DFARS 236, the estimated value for this requirement is between $1,000,000.00 and $5,000,000.00.

Firm’s response to this Synopsis shall be limited to 5 pages and shall include the following information:
1. Firm's name, address, point of contact, phone number, and e-mail address.
2. Firm's interest in bidding on the solicitation when it is issued.
3. Firm's capability to perform the magnitude and complexity outlined in the Description of Work above (include firm's capability to execute construction-comparable work performed within the past 5 years):
-Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project - provide at least 3 examples.
4. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, or WOSB.
5. Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable
6. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company.
The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Other than Small & the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), & Woman-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, & WOSB are highly encouraged to participate.
Estimated duration of the project is 572 calendar days.
The North American Industry Classification System code for this procurement is 333923 (Overhead Traveling Crane, Hoist and Monorail System Manufacturing) which has a small business size standard of 1,250 employees.
The Product Service Code is 3810.
Small Businesses & 8(a) participants are reminded under FAR 52.219-14, Limitations on Subcontracting (Deviation 2019-O0003) that they will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded” for general construction-type procurement.
Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA.
Prior Government contract work is not required for submitting a response under this sources sought synopsis.
Interested Firms shall respond to this Sources Sought Synopsis no later than 1:00 PM CST on January 2, 2020.
All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts.
