This is with regard to all design team positions listed in the RFQ: What constitutes

"experience and registered or certified" for all of these positions? For example, we understand that architects and engineers need to be registered/licensed, but what experience and registration or certification is USACE seeking, for example, for an Artwork Consultant or a

Construction Engineer?

What does the government consider a "Design Team"

On: Feb 09 2018.

Government Response. . As stated in the solicitation, 'the design team shall consist of experienced and registered or certified personnel', which would usually consist of, but may not necessarily be limited to, a Project Manager, Architect, Electrical Engineer, Mechanical Engineer, Fire Protection Engineer, Structural

Engineer, Civil Engineer, and is of course dependent upon the scope of worked identified in the task order and what capacity the AE is serving as (ie. AE1, AE3, CxA, etc.)

Several questions related to III. Selection Criteria, A.Professional Qualifications:

1. Are we correct in understanding that the evaluation team expects all 40 of these positions to be represented among the resumes?

2. What would be the specific functions of an administrative assistant under this contract that could not be fulfilled by any other professional who is competent with current office applications, capable of making telephone calls, and generally perform all other administrative tasks necessary to organize meetings, take notes, etc.?

3. Is it allowable to have one person perform dual roles? For example, many architects are also CADD and BIM specialists as well as technical writers. If we propose one professional as both an administrative assistant and technical writer, does that count toward fulfilling both of their roles?

4. Why is it necessary that the Health Care Planner demonstrates 3 years of experience with

MEPRS, CHCS, MCFAS and M2? MEPRS is a cost system that identifies the care costs for the DHA. CHCS is used for the creation and maintenance of health records. MCFAS is an old piece of software used for info about active duty troop sizes and movement (our information is that it hasn't been used for 3+ years). M2 provides predictive data based on past usage. Are you implying that no one in the Air Force or the Army has expertise in these systems? Exactly what kind of health care planner is USACE looking for?

On: Feb 13 2018.

Government Response. .

1. Yes at least one resume is required for each discipline.

2. Administrative functions can be performed by any of the other team members;

however, a resume must be provided for each discipline indicating education, training, registration, overall and relevant experience and longevity with the firm, and experience in medical planning and design.

3. Dual hatting is permitted; however, a resume must be provided for each discipline.

4. These requirements are included in the solicitation to ensure each selected firm has a Health Care Planner available with the professional experience and qualifications necessary to plan and design world class military health care facilities to serve enlisted members, retirees, and their families. Will the resultant awards from sol # W9127S-18-R-6004 either replace or be considered follow-on contracts to those awarded via solicitation # W9127S-17-R-6042 (contract #s

W9127S17D6015, W9127S17D6017, and W9127S17D6019)?

If there is no incumbent, can you please clarify that?

On: Feb 16 2018.

Government Response.

While the resultant awards from sol # W9127S-18-R-6004 will be used for the same type requirements as those awarded via solicitation # W9127S-17-R-6042

(contract #s W9127S17D6015, W9127S17D6017, and W9127S17D6019), they are not replacing them. W9127S17D6015, W9127S17D6017, and

W9127S17D6019 may be used as long as it is within the contract's period of performance, and contract capacity remains. In addition, this is not a follow-on acquisition, as none of the IDC will be noncompetitively placed with any of the incumbent contractors.
