7478884 Contracting Section 01 11 01 1.1.1 Project Description

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The Contractor shall allow 365 days between Phase 1 and Phase 2 to allow Government to prepare for the 2nd unit outage. Based on unit 2- 90 day outage time plus submittal preparation before unit # 2 outage, and unit 1 30 day outage, the contract could extend well past 365 days. Two Questions:

1. Contract duration and LD amount on page 38 of 70 are based on 365 calendar days to complete entire work.

Please clarify.

2.Should we assume 365 days between units in our pricing or will Contractor be entitled to any cost increase relief for escalation of Labor rates and materials cost?

On: May 18 2018.

Government Response. . The 365 day delay between unit #2 and unit #1 work was included to allow the government time to repair the overhead crane should it prove inoperable. Specifications were amended to allow for the possible delay.

1. Yes, duration and LD are based on 365 days.

2. Should a delay occur, the Contractor may request an equitable adjustment if there is a cost or schedule impact. On: Jun 20 2018 Current Request Status: Request Closed

Section 01 32 01.00 10 Project Schedule

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The scheduler and scheduling requirement seem very high level for a project of this duration and work scope. This requirement will add cost to the project that may not be needed. Would the USACE consider simplifying these requirements?

7479004 Construction Management

Section 01 45 00.00 10 3.4.2 CQC System Manager

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The requirement for CQC manager is very restrictive i.e. Electrical engineer with 20 years experience in Hydroelectric powerhouse related work. Our site managers on typical USACE projects usually have dual role of Site manager and CQC manager are not Engineers and many do not have 20 years experience in this role. Can the USACE reduce this restrictive requirement to exclude Electrical engineering degree requirement and 5 or 10 years of experience in lieu of 20 years in Hydroelectric powerhouse related work?

On: May 18 2018.

Government Response. . Page 4, paragraph 3.4.2 Will be revised to read "...The CQC System Manager is required to be a graduated electrical engineer with a minimum of 5 years construction experience in hydroelectric generator winding repair and rewedge related work, or a graduated in construction management with a minimum of 10 years construction experience in hydroelectric generator winding repair and rewedge related work, or a master electrician with a minimum of 10 years construction experience in hydroelectric generator winding repair and rewedege related work..." 7488255 Hydropower W9127S18R0009 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Based on the evaluation during the site visit, we believe it's highly risky to repair the coils of Unit 2 as described in the specification as to use half-coil splices, taking into consideration that these coils are over 50 years old and are quite fragile. During such repair, the groundwall of the repaired coils and the existing coils around the repairing area can easily be damaged. We strongly recommend to jumper the coils and run unit 2 in a reduced output, in the meantime a complete generator rewind shall be planned in the near future.

On: May 24 2018.

Government Response. . Based on HDC's winding repair experience, we believe the repair approach outlined in the solicitation is not of high risk and is within the capabilities of qualified winding repair companies. The coils contain only three (3) turns each, which is not quite as ambitious as similar repairs on coils with four or more turns. Executing the repair as outlined in the solicitation maximizes the post-repair capacity of Unit 2. A rewind is not planned for the Beaver units at this time, as such, it is the Government's preference to not reduce capacity any more than necessary. There is insufficient risk to pursue an alternative repair that results in a greater de-rate. If the bidder is capable of performing the work, they should bid the scope outlined in the solicitation. Maximum of 40 printed pages submitted for all four evaluation factors. Is this 40 page limit per each factor or 40 page limit for all factors? We suggest 40 pages per factor as especially technical approach and Management Plan factors requires some details and explanation of many pages for a good evaluation.

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Page 4 of 5ProjNet: Logged In User

We noted during the site inspection that these units have never been rewound and the existing winding is over 50 years old. Based on the known breakdown of insulation in these windings and recent failure, we will not be able to provide a 5 year workmanship warranty on half coils splices. We will need to add a comment to this warranty requirement or better definition in the specifications On Warranty requirement. There is High risk there could be more winding failures during testing phase in the old coil insulation. We also agree that the Contractor should provide best solution to get unit back on line at derated output and a complete rewind should be planned in future by the USACE.

On: Jun 01 2018.

Government Response. . The warranty requires the Contractor to be responsible for their work as specified. Any failures during testing of the portions of the existing stator winding not touched by the Contractor are the responsibility of the Government. Failures in splices, bypasses or brazes made by the contractor or damages to the spare coils are the responsibility of the Contractor. The contractor has to strip and apply new insulation to the areas where they make their brazes. On: Jun 18 2018 Current Request Status: Request Closed

7500467 Construction Management Stator Core repair Section 48 13 16.02 26

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Although not explicitly requested in the RFP, a stator core loop test will be required for an adequate quality control of the repair job. At a minimum, a stator loop test would be required during the initial inspection and another one after the repair work.

The initial loop test would be useful to make a first assessment of the core. In addition to the area affected by the fault, other hot spots requiring attention could be detected at other locations around the core.

The second loop test after repair will be required to confirm the repair process was successful.

Hot spots left in the stator can deteriorate over time. The most critical hot spots are the ones located within the stator slot as a hot spot in contact with the winding insulation can contribute to accelerated ageing and, eventually, failure.

Will the USACE consider adding Core loop test to the work scope and schedule?

On: Jun 01 2018.

Government Response. . The majority of the existing stator winding will be installed, before, during and after the repair. Performing an interlaminar insulation (core loop) test with the stator winding would not only heat the stator winding, but also block portions of the stator core of true interest (the inside the slot) and likely result in a higher measured temperature, making such a test inaccurate. The performance of an interlaminar insulation test will not be added to the contract, nor will any Contractor be authorized to perform that test. At least three phases of control are required to be conducted by the CQC System Manager for each definable feature of the construction work as follows:

3.6.1 Preparatory Phase

This phase is performed prior to beginning work on each definable feature of work, after all required plans/documents/materials are approved/accepted, and after copies are at the work site. This phase includes:

a. A review of each paragraph of applicable specifications, reference codes, and standards. Make available during the preparatory inspection a copy of those sections of referenced codes and standards applicable to that portion of the work to be accomplished in the field. Maintain and make available in the field for use by Government personnel until final acceptance of the work.

b. Review of the contract drawings.

c. Check to assure that all materials and/or equipment have been tested, submitted, and approved.

d. Review of provisions that have been made to provide required control inspection and testing.

e. Examination of the work area to assure that all required preliminary work has been completed and is in compliance with the contract.

f. Examination of required materials, equipment, and sample work to assure that they are on hand, conform to approved shop drawings or submitted data, and are properly stored.

g. Review of the appropriate activity hazard analysis to assure safety requirements are met.

h. Discussion of procedures for controlling quality of the work including repetitive deficiencies. Document construction tolerances and workmanship standards for that feature of work.

i. Check to ensure that the portion of the plan for the work to be performed has been accepted by the Contracting Officer.

j. Discussion of the initial control phase.

k. The Government must be notified at least 24 hours in advance of beginning the preparatory control phase. Include a meeting conducted
