Date of Award for this project is listed as 9/14/16 which provides a completion date for the base bid of 6/14/17.If a NTP is close to 9/14/16, will the Contractor be required to work through unfavorable winter conditions. If required to work through the winter and given the climate history of the river the contractor will expend substantial resources to heat and dehumidify the coating work areas. Spending extra resources is not normally an expectation of the USACE.

Is this the intent of the USACE?

During a flood condition requiring immediate demobilization, will the contractor be allowed to close the road over the work area in order to use a crane to assist in the removal of work platforms, stages, and equipment from the gate without the one month notification to the AHTD District 5?

By: Robert Walker; Ostrom Painting & Sandblasting, Inc.; (309 788 1933). On: Jul 28 2016. Forward request by email.

1-0 Evaluation Concurred. Depending on the method the contractor selects for access/staging to execute the contract, one lane is typically requested to be closed during the duration of the contract for equipment.

In accordance with the specification, under normal circumstances one month notice is required for complete road closure and 3 days notice for single lane closure for public notice purposes. If the contractor will require a change in road closure status as a result of flood demobilization, those anticipated changes shall be addressed in the traffic control plan.
