Questions and Answers on RCTA Technical Instructional Services

Question1: On the information section it states that the offers are due on 23 August 2024 at 5 P.M.

CDT and in the “Proposal Submission Requirements,” it states proposals are due 21 August 2024 by 5:00 P.M.

Answer1: The Proposal Submission Requirements document has been modified to reflect 23 August 2024 by 5:00 P.M. Later amended to reflect 26 August 2024 by 3:00 P.M. CDT.

Q2: What are the options to submit videos and large Power Point files?

A2: The video portion has been removed from the Proposal Submission Requirements document, even though it states applicable. Regarding large files, separate the file into smaller files or documents for submission.

Q3: My Volume 1(Technical) I will have more than 50 pages to everything that’s required, what should I do?

A3: The Volume (Technical) portion of the Proposal Submission Requirements document has been changed from “50 pages” to “No page limit”

Q4: Does Purchasing and Contracting have a share file that files can be submitted to due to the large size, such as Google Drive.

A4: We are unable to access or use any Google Drive documents. Consider saving your work as a Microsoft Word document or an Adobe PDF document to email so we can access. We can receive email up to 25MB. Your documents will have to broken up into smaller files if they exceed 25MB.

Q5: I am not total understanding what is needed for Volume IV. Please advise A5: Volume IV is for your SAM Certifications and Representations. This is where you as the contractor would mark the different “Yes” or “No” blocks in the various FAR and DFARS provisions and clauses. As long as this has been completed in SAM.gov, you are not required to re-submit this info (unless something is different or changed). See Subpart 4.12 - Representations and Certifications | Acquisition.GOV.

Q6: It appears that on the proposal requirements page in the chart at the top Volume II is Past Performance and Volume III is Price and then in the narrative it is reversed. I assume the bottom is the correct order but wanted to check so everything is labeled correctly.

A6: This is what the order should be:

Table Volume and Title

Volume I – Technical Volume II – Past Performance Volume III – Cost/Price Volume IV – Certifications/Representations

Q7: Requesting an extension to Monday, August 26th 2024 A7: The due date has been updated to Monday, 26 August by 3:00 P.M. CDT.

Q8: Should the proposal begin with a cover page or the table of contents?

A8: Cover page, then table of contents.

Q9: Can a portion of a proposal be submitted for?

A9: We are seeking contractors that are able to teach all classes per the Performance Work Statement.

Q10: Is there an incumbent already in position.
