About this file

This document is a Request for Information (RFI) for television programming services at the 154th Regional Training Institute Camp Shelby in Mississippi. The RFI seeks information on the quantity and type of channels required, the existing cable/fiber infrastructure, and any issues with the current television service. The government is conducting market research in preparation for a competitive solicitation with a contract for a base year and four 12-month option years. The service requirements include providing all local channels, FOX News, CNN, and ESPN, with the ability to remove/replace existing equipment if needed. The government plans to conduct a site visit on June 18, 2024 and requires quotes to be submitted by June 28, 2024. The contract will be awarded to the responsible offeror whose quote conforms to the solicitation and is the most advantageous to the government based on technical, price, and past performance factors. The requirement is set-aside for small businesses under NAICS code 517111.

RTI TELEVISION PROGRAMMING

QUESTIONS & ANSWERS

1. What is the expectation of the quantity of programming channels to be on the system? Channels should be all local channels, FOX News, CNN, and ESPN.

2. Are all of the buildings connected via cable? Coax/fiber-optic? All barracks are linked to one server. All other stand-alone buildings have own server. All buildings have coax already ran to them.

3. If buildings are connected, do they all go back to a single location that would be appropriate to house headend equipment? See #2

4. Will the winning vendor be allowed to install a satellite dish on the building that houses the headend equipment? No

5. Are there any preferred channels in addition to the requirement in 5.1 for; local channels, FOX news, CNN, ESPN? No

6. Will all of the 176 televisions display MPEG4 signal? Unknown

7. Is the existing television service provided through cable or satellite? Cable

8. If satellite, is it through DIRECTV or DISH Network and could the account number be provided? It’s neither Dish nor Direct TV. The current provider is ResortNET.

9. The solicitation mentions removal/replacement of existing equipment if needed, but it appears that the intention of the solicitation is to only place the existing service onto a contract without the need of new equipment. Are there any known issues with the existing service (missing channels/audio issues) that would warrant replacement equipment? No

10. If future technician visits are needed during the performance period, will they be paid separately from the contract by procurement card or a separate PO? Paid via initial contract.

11. Do you have a pricing sheet you want to use or we can create our own? Pricing sheets must be formatted according to the CLIN structure on the Solicitation.
