RCTA Technical Instructional Services
REQUEST FOR INFORMATION (RFI) #1
15 April 2021
1. Question directed to Solicitation W9127Q-21-R-0011:
We are a large business that have provided these and/or similar instructional services to the Federal Government with much success. These requirements are all, 100% small business set aside. How might we as a large business take advantage and provide a proposal for any one of these eight requirements as posted on beta.SAM.gov for instructional services??
Answer: Federal Government makes every effort to direct contracts toward small businesses. Per regulations, we must solicit requirements less than SAT (Simplified Acquisition Threshold) of $250,000 toward small businesses. Over SAT it is highly recommended we solicit to small business provided market research meets the “Rule of Two”; this is achieved when two or more small businesses are identified that can complete the work at a fair and reasonable price. Based on market research, it has been determined these instructional services meet the Rule of two requirement for 100% set aside for small business.
However, there are still means by which a large business can participate in these requirements.
SBA has an 8(a) program of mentorship by large businesses for small businesses. I believe joint venture; partnership agreements are permissible provided they are within the provision/clauses for such a requirement and as detailed in these requirements in Attachment 1 -Solicitation Provisions and Clauses. And ultimately, should no proposal be received for a given requirement, the contracting office would resolicit open market/unrestricted to all, large and small business.
2. Question directed to Solicitation W9127Q-21-R-0011, -0012, -0013:
If these requirements are being performed by a contractor currently or have been performed in the past, could you please provide the associated incumbent contract or task order numbers? If not, could you please tell me whether these are new requirements?
Answer: The services are not currently active but have been provided in the past.
However, previous iterations of these courses, were not procured from this office nor by a federal contract so this is considered a new requirement.
3. Question directed to Solicitation W9127Q-21-R-0011:
Attachment 2- Proposal Submission Requirements; page 2, paragraph 4 - Volume 1 Technical Proposal, Section 1 Sub-factor A and Section 2 Sub-factor B, “describe the requirement to include slide sets of PowerPoints , videos, practical exercises, pre and post tests, and student handbooks.”
Is the government expecting a firm or contractor to utilize their existing POST approved PowerPoint presentation, video, practical exercises, pre/post test and student handbooks for inclusion in the technical proposal? Or is the government expecting slide sets of PowerPoint specific to RCTA course curriculum after contract award?
Answer: Neither, the Government is not looking for a complete curriculm. The instructions in this section say “describe the requirement …” this description would include descriptions of PowerPoints, videos, practical exercises, etc….
Any examples of curriculum materials such as slides, videos, exercises, tests etc, that may be requested in this solicitation are just examples, for evaluation purposes only of this competitive solicitation. Requested material should provide enough substance to meet the request at hand, indicate the methodology the contractor plans to utilize for this specialized training, and provide confidence that the contractor understands the overall requirement. Any and all final versions of training material shall be agreed upon between the requiring activity and the awarded contractor after award.
