2. PROPOSAL SUBMITTAL AND INQUIRIES

Proposals shall be submitted prior to the closing date and time identified on the RFP via hard copy. One (1) copies shall be provided. In addition, one copy of electronic submission is authorized.

The Contractor shall submit all questions and concerns in writing via email. Questions shall be emailed to: Angela Ellis, angela.d.ellis12.mil@mail.mil no later than August 24, 2018. The body of the email shall be numbered per question and contain questions in a clear and concise manner with specific reference to the page number and section of the solicitation, if applicable. All questions will be consolidated and answered on one document. Questions and answers will be available in the form of a modification/additional attachment to the solicitation.

3. SYSTEM FOR AWARD MANAGEMENT

The Federal Government requires all vendors conducting business with the Government be registered with the System for Award Management (SAM) (CCR). http://www.sam.gov.

4. CONTRACTING OFFICER’S REPRESENTATIVE (COR) DELEGATION AND

AUTHORITY

COR will be designated after award. The COR will be identified by the designation letter issued by the KO. The basic contract award(s) will have an identified COR for surveillance as identified within their designation letter. A copy of the letter will be sent to the contractor .Only the KO has the authority to authorize substantive changes to any terms and conditions of the resulting order with respect to cost/price, and delivery dates.

5. CONTRACT ADMINISTRATION

In no event shall any understanding or agreement, contract modification, change order, or other matter in deviation from the terms of this contract between the Contractor and a person other than the Contracting Officer (KO) be effective or binding upon the Government. The KO is the only person authorized to make or approve any changes in any of the requirements of this contract and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely with the KO. Any changes will be formalized by proper contractual documents executed by the KO. In the event the Contractor makes any changes at the discretion of any person other than the KO, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in the costs incurred as a result thereof.

6. GENERAL INSTRUCTIONS

6.1. The selection of a source of award purposes will be conducted utilizing Lowest Price Technically Acceptable procedures in accordance with FAR Part 15.101-2. Offers will be evaluated using the criteria under Section M, "Evaluation Factors for Award". Noncompliance with the Request for Proposal (RFQ) requirements may hinder the Government's ability to properly evaluate the proposal and may result in elimination of the proposal from further consideration for contract award.

6.2. The Offer. The submission of the documentation specified below will constitute the offeror's acceptance of the terms and conditions of the RFP, concurrence with the Performance Work Statement (PWS), and contract type. PWS can be found beginning at page 60.

6.3. It is the Government’s intention to award without discussions. Offerors are encouraged to present their best technical proposal and cost/prices in their initial proposal submission.

However, in accordance with (IAW) FAR Part 15.306, should discussions become necessary, the Government reserves the right to hold them. If discussions are conducted, a competitive range will be determined and offerors will be notified. The competitive range may be limited for purposes of efficiency IAW FAR Part 15.306 (c) (2).

6.5. The proposal must convey evidence of the Offerors’ understanding of all Request for Proposal (RFP) and Performance Work Statement (PWS) requirements and their interrelationships. It must demonstrate the Offerors’ familiarity with the detailed aspects of the requirements, and clearly show that the Offeror correctly interpreted all of the requirements.

Offerors’ are cautioned against restating PWS requirements in their proposal, particularly with regard to technical requirements; and must state how all RFP and PWS requirements will be met.

Statements such as "the Offeror understands", and "the Offeror shall/can comply", along with responses that paraphrase the RFP, are inadequate. The use of phrases such as "standard practices" (with a specific government reference or industry reference) does not reflect an Offerors’ understanding of requirements and will likely result in a diminished evaluation rating.

6.6. Instructions outlined in paragraph A below, prescribe the format for the proposal and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals.

6.7. If an offeror believes that the requirements in these instructions contain an error, ambiguity, omission, or are otherwise deemed unsound, the offeror shall immediately notify the Contract Specialist in writing with supporting rationale. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

6.8 Late Offers. Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)).

6.9 Evaluation Criteria can be found on pages 32-36.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The award will be made to the responsible offeror submitting the Lowest Price Technically Acceptable (LPTA) proposal.

The following factors shall be used to evaluate offers:

FACTOR 1 TECHNICAL CAPABILITY

FACTOR 2: PAST PERFORMANCE

FACTOR 3: COST/PRICE

Technical Capability and Past Performance when combined is approximately equal to price.

EVALUATION CRITERIA

This is a competitive Request for Proposal (RFP) that represents the best value to the Government conducted using the Lowest Price Technically Acceptable (LPTA) source selection process. The Government will evaluate each Offeror’s proposal that is received by the established closing date and time. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The Government will use the results of the source selection process to make an award. The source selection process will determine the overall merits of each proposal in terms of its potential to best satisfy the needs of the Government.

The Government will use the criteria set forth below in the evaluation and selection of offers for award.

Each offeror must submit a proposal that completely addresses all of the requirements listed in the RFP and must demonstrate how each requirement will be satisfied. The following information shall be provided and will be evaluated. Proposals shall be clear, concise and include sufficient detail for effective evaluation. Offerors shall assume that the Government has no prior knowledge of their experience, and will base its evaluation on the information presented in the Offeror’s proposal. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements.

FACTORS AND SUB-FACTORS TO BE EVALUATED The following evaluation factors will be used to evaluate each proposal: Award will be made to the lowest priced offeror whose proposal will meet the minimum requirements based upon an integrated assessment of the evaluation factors and sub factors described below.

EVALUATION FACTORS

□ Factor 1 Technical Capability o Sub factor 1 – Understanding of the Requirement o Sub factor 2 –Process and Approaches to Meet Requirements o Sub factor 3 - Management Approach o Sub factor 4 – Quality Assurance Plan

□ Factor 2 Past Performance o Sub factor 1 – Corporate Capabilities o Sub factor 2 – Past Performance Questionnaires

□ Factor 3 Price o Sub-Factor – Reasonableness o Sub-Factor – Realism

SECTION I TECHNICAL EVALUATION

1.0 Technical proposals will be rated either Acceptable or Unacceptable. Each element must be rated Acceptable to receive an overall acceptable technical rating. Proposals must separately address each element to be considered responsive to this solicitation.

1.1 The Government will evaluate the offeror’s proposed technical and management approaches for delivering the requirements expressed in the performance work statement (PWS) and appendices, the requirements within the applicable regulations referenced in the PWS, and any specific examples or sources provided by the offeror which support the proposed technical solution as being the most relevant, low risk, and best value approach. All sections of the Technical Proposal must reflect technical competence, and must demonstrate that the requirements of the PWS can be accomplished.

1.1.1. Factor 1 - Technical Approach - The government will evaluate the following sub-factors, to evaluate the technical approach:

1.1.2. Factor 1, Sub factor 1 – Understanding of the Requirement. The offeror’s understanding of the requirement. Technical solutions that demonstrate a clear understanding of the requirements within the PWS and relevant regulations shall be rated more favorably than offers that merely restate the requirements and quote the regulations. Specific attention will be given to the details regarding the complete understanding of each contract location requirements located in the appendices.

1.1.3. Factor 1, Sub factor 2 – Process and Approaches to Meet Requirements. The processes or technology within the offeror’s proposal. Proposals which convincingly explain how their unique processes or technology will overcome performance risks will be rated more favorably than those which merely list processes or technology.

1.1.4. Factor 1, Sub factor 3 - Management Approach - This sub-factor will be evaluated based upon the degree that the proposal addresses the need and the proposed technical approach. Offers with more efficient organizations, which offer higher minimum levels of experience and criteria, will be rated more favorably than those which merely meet the minimum requirements.

1.1.5. Factor 1, Sub factor 4 - The Quality Assurance Plan (QA Plan) – The Government shall evaluate more favorably plans that offer more effective, appropriate and advantageous mechanisms for addressing the government metrics of success; plans that identify additional quality metrics, offer plausible auditing procedures and providing enforcement mechanisms (incentives and decrements). Plans with vague assurances or which merely promise compliance with the PWS requirements will be considered as unsatisfactory and evaluated as higher risk.
