About this file

This is an Industry Questions and Answers document for federal contract opportunity W9127P-26-Q-A021 dated 4 August 2026.

The Government seeks wireless internet service for the 210th RTI building with enterprise-grade Wi-Fi coverage throughout the entire facility, including classrooms, lodging, offices, common areas, gymnasium, and dining facility. The service requirement specifies up to 100 Mbps download/upload as a best-effort target, with a minimum performance threshold of 24-hour sustained speeds above 75/75 Mbps. Offerors must provide one static IP address minimum. Verification of service compliance will be accomplished through speed testing and demonstration of 24-hour sustainment at the required performance levels. The facility already has updated wireless infrastructure in place; the ISP is required only to provide internet service at the specified speeds. There are no technology preferences or installation constraints, and offerors may conduct site visits on 11 August 2026 between 9:00am and 12:00pm AST. Technical support should be provided remotely unless internet downtime exceeds 5 consecutive hours, in which case on-site support assessment may be required. The Government currently receives internet service but provided limited information regarding existing technology, speeds, and the availability of reusable cabling or network equipment from the current vendor.

Industry Questions and Answers

4 August 2026

1. Inquiry/Questions: Does the requirement for “wireless internet service” include providing enterprise-grade Wi-Fi coverage throughout the facility? If so, is coverage limited to the classrooms and bunks/lodging areas, or is full coverage required across the entire 210th RTI building (including common areas, offices, gymnasium, etc.)?

Response: Coverage is required throughout the entire 210th RTI building, which includes a small gym, common area, offices, lodging, and Dining Facility.

2. Inquiry/Questions: Is the “up to 100 Mbps download / 100 Mbps upload” requirement intended as a best-effort target, or does the Government expect a committed/guaranteed information rate of

100 Mbps symmetrical?

Response: “Best effort target”

3. Inquiry/Questions: Are there any minimum acceptable performance thresholds under load or during peak usage periods beyond the stated “up to 100 Mbps”?

Response: 24-hour sustainment of above 75/75 Mbps is needed.

4. Inquiry/Questions: Is there any existing internet service at the 210th RTI? If so, please share the current technology, typical speeds being achieved, known performance issues, and whether any existing cabling or network equipment is available for reuse?

Response: We currently have internet service being provided at the 210th RTI. We have had any performance issues. Cabling was provided by current vendor and unsure if those installations will be available.

5. Inquiry/Questions: How many static IP addresses are required?

Response: One static IP address minimum.

6. Inquiry/Questions: What criteria will be used to verify that the delivered service meets the speed requirement (e.g., speed test method, sustained throughput expectations, or formal acceptance testing)?

Response: Speed testing and 24-hour sustainment of above 75/75 Mbps is needed.

7. Inquiry/Questions: What are the Government’s expectations for technical support (hours of coverage, response times, on-site vs. remote support)?

Response: Remote support is viable unless internet is down for more than 5 consecutive hours. If remote support cannot be met, on-site will need to be assessed.

8. Inquiry/Questions: Are floor plans or a site visit/virtual walkthrough available prior to the proposal due date?

Response: Site visit can be conducted on 11 August 2026, between the hours of 9:00am and

12:00pm AST.

9. Inquiry/Questions: Are there any technology preferences or restrictions, or any known installation constraints (roof/wall penetrations, mounting locations, access windows, etc.) that offerors should consider?

Response: There should be no preferences or restrictions as it pertains to installation constraints.

10. Inquiry/Questions: Are there available floor plans or building layouts?

Response: The facility has an updated wireless infrastructure in place. Requirement is just for the

ISP to provide the Internet Service at the speeds requested.
