VIRGIN ISLANDS NATIONAL GUARD
JOINT FORCE HEADQUARTERS
4031 LA GRANDE PRINCESSE, LOT 1B
CHRISTIANSTED, VI 00820-4353
Office of the Adjutant General
SW 1-01 SCOPE: Furnish all materials, tools, supplies, equipment, labor and professional supervision required to construct a 36 ft by 62 ft steel building with all utilities.
SW 1-02 LOCATION: Site of work is at the following locations:
RAM BLAST BUILDING SITE, 10A and 18 Estate Bethlehem, St. Croix, USVI 00850.
SW 1-03 WORK TO BE ACCOMPLISHED: Work to be accomplished includes, but is not limited to, the following:
A. This is a Design Build project. The structure to be a 36’ by 62’ all steel building with 20’ high walls, on an existing slab. The contractor will complete the design and have it submitted an approved prior to construction.
B. The attached prints are the proposed location for the building and identification of utilities.
C. The following are the VIARNG performance requirements for the design of the building:
a. The design of the building will be in accordance with all local building codes and will be certified to meet hurricane wind force loads of 150 mph.
b. The design will include appropriate seismic engineering protection for the seismic region.
c. The existing slab is to be cleared and reinforced with an additional 4” of reinforced 3000 psi concrete. This slab will have #4 rebar tied on 12” squares.
d. The building is to have a rollup door of 32 feet wide by 18 feet height on the East wall.
This door will have a concrete entry that joins the existing gravel road on the East side of the building.
e. The building will have a personnel door on the South side of the building.
f. All doors will be steel and include lock hardware with inside emergency exit panic hardware.
g. All exterior walls and roof will be insulated with an R30 minimum insulation.
h. Building will have single AC unit with dual ducts provide down length of building at ceiling level for environmental control. Ducts will not be lower than wall height.
i. The building will have one rest room with toilet and sink. Rest room will be light gauge steel frame with gypsum board finish.
j. The building will have an eye wash station.
k. The building will have gutters and water collected will be piped to the CHP cistern across the road by use of a rain leader system.
l. All plans and prints will contain licensed engineering stamps and signatures.
STATEMENT OF WORK AND SPECIFICATIONS FOR
Construct a Steel Building for the RAM BLAST at 10A and 18 Estate Bethlehem, ST Croix US VI 00850
m. Utilities for the new building will be underground installed.
i. The water supply will come from the CHP cistern across the gravel road from the building.
ii. The sewer from the eye wash and the latrine will be connected to the existing sewer system at Man Hole #5 on the attached prints.
iii. The electrical will be 208VAC 3PH 60HZ 600AMP service from the existing transformers. This will be an underground service from the transformer pole to the building. This service will require WAPA approval for installation and will meet all Territorial and Federal code for underground electrical installation.
D. The RAM Blast equipment in storage in the CSMS shop is to be installed in accordance with manufactures guidance. This equipment will be fully commissioned prior to completion of the project.
SW 1-04 HOURS OF WORK: Contractor shall be required to perform the work between the hours of 7:00 AM and 5:00 PM, Mondays to Fridays, except on Federal holidays. Arrangements to work at different times or days must be coordinated through the Construction and Facilities Management Office in order to gain access to the facility.
SW 1-05 PERFORMANCE:
A. Submittal of a proposal by a Contractor shall be accepted as prima facie evidence that the Contractor has examined all aspects of the work required and is satisfied as to the nature and location of the work and all matters that can in any way affect the work or cost thereof, under this agreement. Any failure of the Contractor to become acquainted with all available information, including physical survey of the site of the proposed work will not relieve the Contractor from successfully performing all work for a complete and acceptable job.
B. The above brief outline of principal features of the work in no way limits the responsibility of the Contractor to perform all work and furnish all labor and materials required by the specifications.
Any omission from the specifications or mis-description thereof shall not relieve the Contractor from performing all work required or furnishing the materials necessary to completely fulfill the intent of the contract.
C. The Contractor shall confine operations at the job site to areas permitted by the Construction and Facilities Management Office. The Contractor shall not unreasonably encumber the job site with materials or equipment and shall assume full responsibility for the protection and safekeeping of products stored on the premises.
D. All work shall comply with standards as expressed in Federal and Territorial Building Codes.
E. Upon completion of the job, the contractor shall clean up the work area and remove all trash and debris from the job site.
F. The contractor shall conduct design reviews with VIARNG personnel bi-weekly until the project design is approved. Upon starting construction there will be a weekly progress meeting with VIARNG personnel. Progress meetings will cover; Quality, Environmental compliance, management effectiveness, project progress and schedule review.

G. The contractor shall provide two (2) copies of the Quality Control Plan: one to the Contracting Officer and one to the Contracting Officer Representative within five (5) days of award.
SW 1-06 TERM:
A. The Contractor and its employees shall be subject to and shall at all times conform with any and all rules, regulations, policies and procedures pertaining to the security at the above listed facilities. Any violations or disregard for the rules, regulations and policies may be cause for immediate termination of the Contractor.
B. The Contractor and its employees shall at all times produce and display picture identification identifying the individual as an employee of the vendor.
C. The Contractor will complete the work within 180 Days of notice to proceed.
SW 1-07 SAFETY: Safety requirements shall be in accordance with all Federal and Territorial laws and codes. The current Department of Labor safety and health regulations will govern the overall job safety program. The guidance from current version of the USACE EM 385-1-1 is also acceptable for the overall job safety program.
SW 1-08 ENVIRONMENTAL:
A. The Virgin Islands National Guard (VING) has instituted an environmental Management System Policy (eMS). Its aim is to implement and communicate long-term goals for environmental protection, improvement and stewardship. This can be achieved through continuous monitoring, assessing, reviewing and approving our environmental objectives and targets.
B. All personnel, military, civilian workers, contractors and visitors, doing business with VING must conform to the eMS protocols in and around VING facilities and training areas. Embodied in the Adjutant General’s eMS Policy is the requirement to adhere and comply with all environmental laws, rules, regulations and practices encoded in Federal, Territorial, Department of Defense and VING’s laws, rules, regulations and practices.
