About this file
This document is a Contracting Officer's Determination for a three-month bridge contract for Lower Columbia River Armed Guard Services issued by the U.S. Army Corps of Engineers, Portland District. The contract covers armed security services at Bonneville Dam, John Day Dam, and The Dalles Dam from 01 January 2026 to 31 March 2026, with Prosecure, LLC continuing as the incumbent contractor. The procurement was delayed due to multiple factors including more proposals than anticipated, government shutdown, and wage rate updates, necessitating this bridge contract to ensure continuous security for the critical infrastructure that generates over 15.81 Gigawatts of electricity and serves over 1.5M annual visitors.
The contract is a Service-Disabled Veteran Owned Small Business set-aside with a solicitation (W917N25RA011) previously posted on SAM.GOV. Services include vehicular/foot roving patrol, gate sentry access control, building monitoring with CCT and area sweeps, with vendors required to be licensed in Washington or Oregon to carry loaded weapons. The bridge contract will utilize the existing Performance Work Statement and maintain the current scope of services, with Prosecure selected due to their ability to continue services with minimal transition time and existing on-site resources including patrol vehicles, personnel, licenses, and firearms.

5. Reason for Authority Cited:
a. Background: The solicitation for the new contract was posted on SAM.GOV on 26 March 2025 with a closing date of 25 April 2025. More proposals were received than anticipated, therefore extending the time needed for the Source Selection Evaluation Board (SSEB) to complete the Draft Consensus report. The first draft of the report was received 05 June 2025 from the SSEB chair Jennifer Baker. In reviewing it was determined that additional discussion would be needed to correctly complete the evaluations to ensure all RFP procedures are followed and the correct vendor is selected. On 29 July 2025, a competitive range determination was done removing those vendors that were not anticipated to be awardable after discussions. Once discussions were completed with the remaining vendors, a Final Proposal Revision (FPR) notice was sent to all vendors remaining in the competitive range on 20 August 2025, with final proposals due 25 August 2025. Upon evaluation of the final proposals, it determined that all proposals needed to be corrected and a second FPR would need to be issued to ensure proper proposal submission procedures were followed. At this time the procurement team is not confident that the proposal revisions and final evaluations can be done in the time frame available. As award would need to be completed by 15 Sept 2025 to allow for the minimum 15-day transition timeframe called out in the RFP to successfully transition the contract over, it was determined that a second bridge contract was needed. On 18 September 2025 FPR Rev 2 along with amendment 0005 was issued to outline the proper proposal submission procedures and provide updates to the Wage Determinations.
Updated proposals were received by the due date of 25 September 2025 and evaluations were completed along with confirmation that all submission procedures were followed. 01 October 2025 was the start of the Government Shutdown which prevented the funding needed to make the full year award for the LCR Armed Guard contract. On 21 October 2025 the incumbent contractor Prosecure notified us of a Memorandum of Agreement (MOA) with International Union, Security, Police and Fire Professionals of America (SPFPA), to update the 2026 wage rates for the Collective Bargaining Agreement (CBA), this CBA is the Attach 5 CBA Meritus Solutions Group used for this RFP. As the wage rate would affect the new contract award projected to start 01 January 2026, amendment 0006 was done to incorporate the updated MOA to the Attach 5 CBA Meritus Solutions Group. Due to delays in issuing amendment 0006, amendment 0007 was issues to extend the due date for amendment 0006 and to issue FPR Rev 3 with a due date of 12 November 2025. 12 November was also the date that the government shut down ended thus allowing for the release of the funding for the one-year award. Working with the budget team it was confirmed that while the shut down had ended, it would take a few weeks to secure the full funding amount needed for the new award. As the award would still need to have multiple internal reviews done once funding was received presumably after 01 December 2025 and it would need to be award by 15 December to allow for the minimum 15-day transition period it was determined that a bridge contract would need to be done to ensure continued security at the sites. The budget team confirmed that they could secure three months funding but that would require the base period be reduced from 12 months to 9 months. A FPR Rev 4 and amendment 0008 was issues on 24 November 2025 with a proposal due date of 05 December 2025. In discussing with the evaluation team and the procurement team it was determined that three months was adequate to allow for the needed evaluations and contract award actions. The use of clause 52.217-8 Option to Extend Services is not an option as it has already been used to extend the current contract from 1 January 2025 to 30 June 2025.
b. Justification: The use of Prosecure, LLC for this three-month bridge contract is due to the fact that they are the incumbent contract currently performing the required security. As they are currently performing the contract they have on site the required patrol vehicles, the needed personnel with the current licenses and training needed, access to the needed firearms and the knowledge of the facilities to seamlessly continue maintaining site security. The new contract allows a minimum of 15 days for the new contractor to do all the planning needed to secure needed vehicle, personal and equipment needed to successfully start providing the needed services by 01 January 2026, when the current contract expires 31 December 2025. Additional as this is only a three-month bridge contract to allow time for the government to complete the award of the new five-year contract, all the cost for procuring the vehicle and equipment needed to provide the needed security could to be charged to the government 100% thus drastically increasing the cost of the bridge contract. As Prosecure already has the needed vehicles and equipment on site the cost to the government can be negotiated to a minimum and they can continue services without needed transition time. The proposed three-month contract will only be for the security serviced needed at the three facilities, the surge capability on the current contract will not be requested on the new contract and the new contract will utilize the existing PWS currently being used vs the new PWS that was used in the solicitation for the new contract award. This is done to reduce the scope of the three-month contract and to ensure the level of services stay in line with the current contract.
c. Impact: Bonneville Dam, The Dalles Dam, and John Day Dam are federal facilities operated by the Northwest Division, Portland District (NWP) of USACE. These projects support missions within navigation, hydropower, water quality, fish & wildlife management, and recreation. The proximity of the Bonneville Project to a large population base requires that these Projects, their properties, and the personnel in, on, and around these facilities, be provided a reasonable assurance of security. As multipurpose civil works facilities operated by the U.S. Army Corps of Engineers, these three sites are required to provide security for personnel, property, and critical infrastructure. Contract security officers are used to fulfill these requirements because the staffing levels may change unexpectedly due to emergency situations, changing regulations, or other factors.
Without the Security Contract we will not have a security force to assist with the security of the 3 Lower Columbia River Dams (Bonneville, The Dalles, & John Day) which together consist of 4 powerhouses, 3 spillways, 3 navigation locks, a total of 62 generators, and generate an excess of 15.81 Gigawatts of electricity each year. The 3 LCR dams also providing myriad recreation and fishing opportunities to the general public in addition to over 1.5M visitors each year along with the commercial locks that allows over $2.5 billion a year in commodities to pass up and down the Columbia River.
d. Alternatives: The Districts past research has concluded that it would require 30+ highly trained professional security personnel at the three projects to provide the level of service specified in the statement of work. However, the District determined that it is necessary to contract out for these services rather than have them performed by government personnel because it is not considered feasible since the Corps does not have the manpower, available FTEs, or training facilities to provide its own guard force. Contractors provide non-law enforcement security to the site, to augment staff security procedures. There is no detention or confinement of persons. The need for a contractor is expected to be indefinite. The district has procured private security guards for more than 20 years. The contractors are considered experts in security and have advanced training and are authorized to carry weapons on site. In-sourcing has been considered but the number of personnel required, the amount of specialized training and oversite is prohibitive.
6. Efforts to Obtain Competition: N/A
7. Actions to Increase Competition: N/A
8. Market Research: As this is bridge contract additional market research was not done due to awarding to the incumbent contractor. The bridge contract is to allow more time to complete the negotiations on the new contract award that was done as a Service-Disabled Veteran Owned Small Business set aside.
9. Interested Sources: The current RFP, W917N25RA011, was posted on SAM.GOV with multiple proposals received, due to more proposals than anticipated the evaluation process has not been completed, thus the need for a second three-month bridge contract.
10. Other Facts: As the incumbent, Prosecure, LLC is able to continue services with minimal cost and effort as they already have the required patrol vehicles, protective equipment, licensed personal, and needed firearms to continue the required security services at the three facilities without a transition time.
11. Fair and Reasonable Cost Determination / Contracting Officer Certification I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. I certify that this justification is accurate and complete to the best of my knowledge and belief.
