About this file

This is a pre-solicitation meeting notice for a federal dredging contract. The contract, W9127N26BA009, is for Oregon Washington Clamshell Maintenance Dredging 2026, managed by the U.S. Army Corps of Engineers (USACE). The contract will be advertised on 29 May 2026, with bid opening on 29 June 2026, award targeted for 15 July 2026, Notice to Proceed on 22 July 2026, and project start on 22 July 2026. The contracting officer is Brandon Lasich, with Stephen Straw serving as the Resident Engineer/Administrative Contracting Officer post-award.

The scope encompasses 14 work locations across Oregon and Washington: 11 mandatory sites and 3 optional areas, totaling 456,000 cubic yards (CY) of base dredging and 32,100 CY of optional work. Mandatory locations include Chetco Boat Basin (9,000 CY), Port Orford (20,000 CY), Baker Bay (90,000 CY), Chinook (100,000 CY), Skipanon River (120,000 CY), Skamokawa Creek (30,000 CY), Wahkiakum Ferry Channel (7,000 CY), Longview Turning Basin (5,000 CY), Old Mouth Cowlitz (13,000 CY), Lower Vancouver Anchorage (55,000 CY), and Oregon Slough Lower (7,000 CY). Optional locations are USCG Cape Disappointment (15,000 CY), Port of Longview Willow Grove Boat Basin (3,100 CY), and Port of Longview Berths 1-9 (14,000 CY). Required depths range from 5 feet to 45 feet, with paid overdepth allowances specified for each location. The contractor has flexibility in work order sequencing provided all environmental work windows are met and no remobilization occurs between Oregon Coast and Columbia River areas. Specific constraints include third-party hydrographic/land surveys required in Port Orford with optional surveys at other locations, anticipated ship transiting at Longview facilities requiring operational coordination, and submerged utilities at Oregon Slough requiring contractor awareness.

• Discussion Points:

• Third Party Hydrographic/Land Survey is required in Port Orford, optional in

Chetco, Baker Bay and/or Chinook, USCG Cape Disappointment, Port of Longview Willow Grove Boat Basin, and Port of Longview Berths 1-9.

• Survey Constraints (Multi‐beam vs Single beam) & Vertical side slope in some areas. Floating docks.

- Several optional CLINs/work areas. Reasons for optional work: USCG Cape Disappointment, Port of Longview Willow Grove Boat Basin, and Port of Longview Berths 1-9 are optional because we are not certain about dredging need, if shoaling develops, it typically happens after the spring snowmelt flows. The Contract will likely be structured to allow for any combination of optional work area CLINs to be exercised.

• Specific requirements for Port of Longview Work Plan in the Environmental Protection Spec and Port of Longview Berth 1-9 Dredging underpier sloughing dredge passes and surveys in Dredging and Channel Clearing Spec.

• At the Longview Turning Basin and Port of Longview work areas, anticipate ships transiting and mooring at berths and dredge contractor will need to move as needed to accommodate commercial vessel operations.

• Anchorage dredging is a new authority from WRDA 2020 so this area of Lower Vancouver anchorage has not been dredged before. If the contractor provides a 7-day notice, the River Pilots will keep the anchorage dredge area clear of ships.

• Port of Longview Willow Grove Boat Basin is very shallow with constrained access. The boat launch will be closed to public use during dredging operations for a maximum of three days.

• There are existing submerged utilities at Oregon Slough. The acceptance area was cleared to required depth most recently in 2022. All known information about the utilities will be provided in the contract attachment.
