Summary: Garibaldi Depoe Bay Pipeline Dredging 2026 – Solicitation and Specifications

This is a sealed bid solicitation (Invitation for Bid) issued by the U.S. Army Corps of Engineers Portland District for maintenance dredging and material placement at two locations in Oregon: Garibaldi and Depoe Bay, Tillamook and Lincoln County. The contract is set aside for small businesses under NAICS code 237990 (Dredging and Surface Cleanup Activities). The contractor must furnish a floating pipeline dredge and support equipment to remove specified sediment volumes and place materials at designated ocean disposal sites. At Garibaldi, the work includes dredging the Boat Basin Access Channel to 12 feet MLLW plus 1 foot overdepth (40,000 cubic yards minimum, 15,000 estimated) and the Federal Navigation Channel to 15 feet MLLW plus 1 foot overdepth. At Depoe Bay, dredging the boat basin to 8 feet MLLW plus 2 feet overdepth totals approximately 20,000 cubic yards. The contract includes optional line items for third-party hydrographic surveys at both locations. Work must commence by July 1, 2026 (Depoe Bay) and July 15, 2026 (Garibaldi), with completion by March 15, 2027. Bids are due electronically via email; sealed bid opening is scheduled for one hour after the bid submission deadline. The contractor must provide performance and payment bonds equal to 100 percent of the contract price and meet CMMC Level 1 cybersecurity requirements.

The contract pricing uses unit prices for dredging measured in cubic yards and lump-sum pricing for mobilization/demobilization and surveys. Mobilization payment is limited to 60 percent upon completion of mobilization; the remaining 40 percent is paid upon final demobilization. The contractor must comply with prevailing wage requirements, conduct extensive quality control and environmental monitoring (including water quality turbidity testing and invasive species prevention), maintain a Contractor Quality Control plan with a dedicated Quality Control System Manager on-site, and submit daily reports via the Resident Management System. The contractor must provide two remote HD webcams with live internet streaming capability for Government remote inspection, a wireless hotspot, cellular phone with antenna, and VHF radio exclusively for Government Quality Assurance Representatives. A liquidated damage rate of $3,545 per day applies for schedule delays. Environmental compliance includes restrictions on dredging depths based on water quality permits, restrictions on placement operations relative to tidal windows (Garibaldi only), ballast water management, and compliance with all applicable federal and state environmental laws. The Government will conduct pre-dredge and post-dredge surveys to determine payment quantities; dredging must achieve specified depths within designated pay prisms, with material removal costs at contract unit prices capped at the maximum payable depth. Bid guarantee of 20 percent or $3,000,000 (whichever is less) is required, and the contract is governed by FAR clauses incorporated by reference, including Buy American requirements for construction materials and applicable labor standards.
