Changes to Project Plans and Specifications Section 01 10 10.00 25 Contractors Operations and Requirements
1.4.2 In-Water Work Activities. Delete and substitute the following:
For purposes of this Contract, work items that must be restricted to the in-water work window (IWW) period, along with further work restrictions, are described below:
The IWW applies to work below the ordinary high-water mark (OHWM). OHWM is considered to be the top of channel and is confined to the low flow channel in the existing RCC spillway. Any areas with established vegetation and sediment deposits are above the OHWM. Normal construction activities are permitted above the OHWM with the exception of the placement of staging areas and storage of fuel or other chemicals that could adversely affect the water.
The river diversion structure cannot remain in place outside of the IWW. Comply with the Washington Department of Ecology (DOE) Water Quality Certificate, included as attachment containing USACE Nationwide Permit and WADOE Determination.
1.14.3 Water. Delete and substitute the following:
Non-potable construction water sourced from the Toutle River is available at no charge to the Contractor and is considered suitable for RCC production. No water test results are available. The Contractor must submit the location for the water source and furnish a well or sump pump. The previous pumping source was upstream of the SRS located at 46° 21' 45.9" N, 122° 32' 52.5" W. The Contractor must account for the abrasive effect from river sediment on water pump and pipes.
Section 01 35 26.00 25 Governmental Safety Requirements Part 1.6.1.1 Site Safety and Health Officer (SSHO). Delete the third sentence of paragraph (a) and substitute the following:
The SSHO must be at the work site to implement and administer the Contractor’s safety program and Government-accepted Accident Prevention Plan.
Add the following at the end of paragraph (a):
Key personnel, including SSHO, will not need to be double staffed if the Contractor works multiple shifts.
Delete the second sentence of paragraph (b) and substitute the following:
The Competent Person must be at the work site to identify hazards and take corrective measures.
Part 1.6.1.2 Alternate SSHO and Designated Representative (DR). Delete Subsection (c) and substitute the following Identify one or more Designated Representative (DR) in the AHA who can be on the project site if SSHAO or Alternate SSHO are unavailable when work is being performed.
Section 01 45 00.00 25 Quality Control
3.1.2 Project Superintendent. Delete the second sentence, and substitute the following:
The Project Superintendent must be a Journeyman with a minimum of 10 years’ experience in construction on project of similar in size and complexity.
Delete the eighth sentence, and substitute the following:
The Project Superintendent must be on site and is responsible for all construction and construction related work activities.
Add the following at the end of the Subsection:
The Project Superintendent can be the same individual as discussed in Section 03 37 23.00 25, Part 1.4(d)(1). Key personnel, including Project Superintendent, will not need to be double staffed if the Contractor works multiple shifts.
3.4.1 Personnel Requirements. Delete the third sentence and substitute the following:
The Contractor's CQC staff must maintain a presence at the site during progress of the work and have complete authority and responsibility to take any action necessary to ensure Contract compliance.
Add the following to the end of the Subsection:
Key personnel, including CQC System Manager, will not need to be double staffed if the Contractor works multiple shifts.
3.4.2 CQC System Manager Qualifications. Delete the third sentence and substitute the following:
This CQC System Manager must be on the site during construction and be employed by the Prime Contractor.
Section 02 41 00.00 25 Decommissioning of Outlet Works
1.2.4 General Requirements. Delete (a) and substitute the following:
The outlet works contains 30 steel pipes that are 36-inches diameter. 25 of those pipes have knife valve closures and 5 are open pipes. The last Government inspection in 2021 identified 6 leaking valves that will require hot tapping or an alternate plug method as noted in Part 1.2.4(c). Without a recent inspection the current conditions in the valve pit are unknown. The 25 pipes fitted with valves forms the baseline valve hot tapping quantity for this Contract. Document the pipes and valves with leaking conditions as defined in Part 1.2.1.5 and submit a Valve Inspection Report to the CO for approval.
Section 03 37 23.00 25 Roller Compacted Concrete for Mass Concrete Construction Part 1.4 Quality Control Plan for RCC. Delete (d) and substitute the following:
Provide an organization chart showing the names of the Contractor's project manager; RCC Production and Placement superintendent(s); quality control manager(s); and the on-site person(s) who will be responsible for day-to-day set-up, maintenance, and operation of the RCC production, delivery and placing operation. Provide the qualification for staff included in the RCC Personnel Plan. Personnel listed in the plan must have the following qualifications, unless approved by the Contracting Officer (CO).
Delete Subsection 1.4(d)(1) and substitute with the following:
1. The qualifications of the RCC Production and Placement Superintendent must include experience with supervision of RCC, including mix design, on-site batching, transport and placement. The RCC Production and Placement Superintendent is responsible for RCC operations and only needs to be present at the site during batching and placement of roller compacted concrete. Key personnel, including RCC Production and Placement Superintendent, will not need to be double staffed if the Contractor works multiple shifts.
Delete Subsection 1.4(d)(2).
Delete Subsection 1.4(d)(3) and substitute with the following.
2. Supervising Technicians must have at least three years of relevant experience and possess current technician certifications. Testing Technicians must possess current certifications and be certified in the following areas:
3.3.1 RCC Curing. Add the following after the last sentence of the paragraph:
The RCC must meet a 7-day minimum compressive strength of 2,500 psi prior to releasing water over the newly placed concrete.
Section 30 00 01.00 25 River Diversion
3.1 Cofferdams and Culverts. Delete (b) and substitute with the following:
b. The Contractor is allowed to install steel or concrete culverts within the RCC structure, for the purpose of river diversion, as long as the following requirements are met:
Section 31 23 00.00 25 Excavation and Fill
3.2.1 Clearing and Grubbing. Delete and substitute with the following:
Clearing and grubbing requires removal of all vegetation and sediment down to underlying bedrock where the RCC and rock excavation will be performed. Remove trees, stumps, logs, shrubs, brush and vegetation, and other items within the minimum footprint and along the water diversion conveyance route. Dispose of the vegetation in compliance with all State and local ordinances. There are no requirements for chipping or maximum size of vegetation.
Section 31 60 00.00 25 Foundation Preparation
1.3 Sediment Depth Upstream. Delete and substitute with the following:
Upstream sediment thickness is currently estimated to range between 9.5 feet and 11 feet. In 2011 sediment thickness was measured approximately 400 to 500 feet upstream of the crest at 12 locations. Sediment thickness ranged from 2.5 feet to 4 feet deep. Current estimated sediment thickness assumes another 7 feet of sediment has been deposited after the first crest raise. The volume of sediment to excavate for the upstream RCC placement or river diversion structure is unknown.
1.6.2 Rock Joints. Add the following after Subsection 1.6.2(c):
d. Width, depth and the weathering conditions of existing rock joint conditions are unknown. Rock conditions are determined by rock type, degree of weathering, and the method of rock excavation. Previous crest raise work did not encounter rock that required removal and replacement with dental concrete. Descriptions of foundation rock and quality are provided in the 2012 report which includes an annotated plan sheet with field mapped geologic conditions.
