About this file

This document is a draft Product Description for two live fish haul trucks required by the U.S. Army Corps of Engineers (USACE) Portland District for the Dexter Fish Facility in Lowell, Oregon. The trucks must be capable of safely transporting live salmon, steelhead, and trout, with specific requirements for the tank, chassis, and operational features. The trucks are expected to be delivered by the end of May 2026. USACE is conducting market research to identify small business manufacturers that have experience fabricating custom stainless steel fish transport tanks and assembling the complete truck. Interested firms must submit capability statements demonstrating the ability to meet the technical specifications by December 2, 2024. This is not a solicitation, but USACE intends to eventually issue a competitive, firm-fixed price contract for the truck procurement.

Dexter Facility Fish Trucks

USACE Portland District - Willamette Valley

Dexter Fish Facility

Live Fish Haul Trucks

October 31, 2024

1. General

The requirement is for a Contractor to provide two (2) live fish-transporting trucks for Dexter Fish Facility to support fish collection, handling, and transportation for the benefit of salmon, steelhead, and trout. In general, a fish haul truck consists of fabricated tank mounted on a truck chassis. The trucks shall be identical to be interchangeable between fish collection facilities. The fish truck manufacturer will need to have experience with designing fish trucks with pressure vessel rated tanks. The tank on these trucks differs from typical aquaculture tanks found commonplace in industry. Trucks shall have a stainless-steel pressure tank with fish friendly interior structural supports that will need to transmit load through the tank and the truck to the ground to support the weight of an overhead hopper loaded with fish for a water-to-water transfer.

A stress-free environment for Endangered Species Act (ESA) fish species mentioned previously, operator safety, and public safety is paramount. The truck itself will need to be highway-rated but also capable of off-road travel for delivery of fish in rural lakes and rivers.

2. Project Background

The Dexter Fish Facility is located 1.5 miles west of Lowell on the north side of the Middle Fork Willamette River, just below Dexter Dam. It is operated by Oregon Department of Fish & Wildlife (ODFW) to mitigate for fishery losses caused by nearby hydroelectric/flood control projects. Some of the fish facility operations includes adult fish collection, handling, and transportation of salmon, steelhead, and trout. The U.S. Army Corps of Engineers (USACE), Portland District is rebuilding the fish facility, adding major new features, and expanding the project beyond the current footprint. The new facility design also incorporates modern fish collection, sorting, and truck transport features to the original facility. These new systems will be needed for each of the operating seasons until the end of the injunction in 2026. It may be needed beyond that timeframe depending upon the requirements of the new Biological Opinion (BiOp) being implemented at that time.

3. Contract Information

The requirement is for a Contractor to provide two (2) live-fish transporting trucks for Dexter Fish Facility to support fish hatchery operation. Both trucks are expected to be delivered to the facility by the end of May 2026.

The two (2) live-fish transporting trucks shall meet the following specifications:

3.1 MANUFACTURER QUALIFICATIONS

The live-fish transporting tanks shall be manufactured by an entity that regularly engages in the fabrication of custom stainless steel tanks used for fish transportation. The fish haul truck (tank and chassis) shall be completely assembled by the tank manufacturer. The tank manufacturer shall submit manufacturer’s qualifications that show a past performance of fish haul tank manufacture. The qualifications shall also provide details on at least two (2) previous fish haul trucks, built by the manufacture, that are similar in size and scope to the fish haul trucks in this contract.

3.2 WARRANTY

Provide a 2-year extended warranty that covers all features of the fish haul truck. The warranty period shall start when the Government takes ownership of the equipment.

3.3 PRODUCTS: LIVE-FISH TRANSPORTING TRUCK/ FISH HAUL TRUCK

3.3.1 SAFE TRANSPORT OF FISH

The fish haul truck shall have sufficient hauling, carrying capacity, and quality containment attributes for the safe transport of fish. Quality containment attributes for the safe transport of fish to include O2 monitors capable of being used submerged and stored dry without effecting quality of readings. Quality containment attributes include items such as: no sharp corners or edges inside the tank, no small openings in the thank in which fish could get trapped, wedged, or caught, and no barriers inside the tank behind which fish could get caught as water is drained from the tank.

3.3.2 OPENING

The fish haul truck shall have an opening on the top of the tank that matches the dimensions needed for the hopper assembly and will allow for the safe transfer of fish from the Collection Facility into the truck tank. The opening on top of the tank shall have a lockable lid that can pivot out of the way when the hopper is lowered on the tank. To comply with Oregon DOT regulations and prevent leaks during transit, the lid must be non-perforated and can be securely sealed.

3.3.3 WATER TO WATER TRANSFER

The fish haul truck tank and transfer system shall be designed to allow “water to water” transfer of fish from the Collection Facility to the truck tank. A water-to-water transfer establishes a continuous water column from the hopper to the thank immediately after the hopper door is opened. Therefore, both the tank and the space between the tank and hopper are completely full of water prior to opening the hopper door. Fish are transferred into the thank by means of draining water from a low point of the tank.

3.3.4 CLEARANCE

The top and highest point of the truck (excluding exhaust pipes) and the opening of the thank shall not exceed 132 inches when the tank is empty or be less than 120 inches when the tank is full of water to allow for proper fastening of the hopper assembly for the transfer of fish and water into the truck tank.

3.3.5 FISH DISCHARGE

The fish haul truck shall have an air operated gate value located on the bottom of the rear end of the tank that can completely drain the thank when opened. Capable of attaching 6” cam-lock pipes for moving juvenal fish. Provide an electric driven chute that stores on the truck and allows for the safe transfer of fish and water from the truck tank into the predetermined area upstream of the dam and reservoir.
