About this file

This document is a Sources Sought notice for a federal contract opportunity related to the construction of a submerged rock weir downstream of Big Cliff Dam to abate elevated total dissolved gas (TDG) levels.

The project objectives are to construct the rock weir prototype by October 2025 in order to reduce TDG levels downstream of the dam to below the 110% saturation threshold. The estimated construction cost is between $1-5 million, and the work must be completed during the in-water work window of July 15 - August 31, 2025. The government is seeking responses from large and small businesses, including small disadvantaged, HUBZone, women-owned, and veteran-owned firms. Interested parties must submit their capabilities, qualifications, project examples, and responses to specific questions by October 23, 2024. The government will use the responses to inform potential future solicitations and acquisition decisions.

1. General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A

SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.

This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the government can make informed business decisions. We are seeking responses from both large and small business members of industry to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond.

Reponses to this Sources Sought announcement will be used by the Government to make business decisions and to inform potential future solicitations.

The North American Industrial Classification Code (NAICS) for this requirement is: 237990, Other Heavy and Civil Engineering Construction The related size standard is: $45M.

Formal Sources Sought Response Due – 23 OCT 2024 at 3:00 pm Pacific.

2. Project Background. The 2021 NEDC v. USACE injunction order directs USACE and

National Marine Fisheries Service to improve water quality at multiple USACE projects within the Willamette Valley. Big Cliff Dam (BCL) was one such project identified whose downstream waters displayed elevated levels of total dissolved gas (TDG). Operational conditions at both BCL and Detroit Dam can cause TDG levels downstream of BCL to exceed the state water quality threshold of 110% saturation. Prolonged elevated levels of TDG can be harmful to aquatic life. The goal of this project is to construct a structural solution to abate TDG downstream of BCL such that the TDG levels are at or below the state water quality threshold of 110% saturation. On-site TDG studies and hydraulic modeling indicate that mildly-sloped riffles tend to show TDG dissipation.

3. Project Scope. The work includes construction of an in-water, channel-spanning, submerged rock weir downstream of BCL and incidental related work. The weir aims to mimic the natural, riverine feature of a mildly-sloped riffle with the express purpose of abating TDG downstream of BCL.

a. The following information represents the project objectives:

i. Abate TDG downstream of BCL such that the TDG levels are at or below the state water quality threshold of 110% saturation.

ii. In adherence with project schedule submitted to the court, construct the rock weir

“prototype” by October 2025.

b. Anticipated Construction Schedule: CENWP intends to advertise in January 2025 and award in April 2025 a Construction Contract with estimated construction completion by the end of October 2025.

c. Estimated Construction Cost (ECC): The current ECC is between $1,000,000 and

$5,000,000. Ref. FAR 36.204 Disclosure of Magnitude and DFARS 236.204 Disclosure of Magnitude.

d. Number and Type of Contracts: NWP contemplates awarding a firm-fixed-priced construction contract. The acquisition strategy decision has not yet been determined.

Maximum Small business participation is being sought at both the Prime and subcontracting levels.

e. Anticipated Source Selection Process: The expected method to determine the best value to the government is Best Value.

4. Project Specific Constraints and Challenges:

Constraints

All in-water construction work must be completed during the in-water work window of July 15 - August 31, 2025.

The prototype rock weir construction must be complete by October 1, 2025 to adhere to court-mandated schedule.

No machinery, equipment, or man-made materials are permitted in the river.

The South shore is unavailable for the contractor to access. All construction work must be performed from the North shore.

Challenges

A large crane is expected to be the primary construction tool for the rock weir.

Regardless of the type and size of crane the contractor selects, the crane cannot damage the powerhouse access road. The contractor may need to design and construct a crane pad.

Sourcing rock that meets size and density specifications may be challenging.

Placing the core stone in a precise manner that meets construction tolerances with a crane may be challenging.

5. Questions for Industry:

a. Is there anything in our scope of work that would discourage you from bidding?

b. Is there anything in our scope of work that would cause enhanced pricing uncertainty?

c. Are there any market conditions or industry practices that you feel the government needs to be aware of?

6. Submission Instructions. Formal responses to this Sources Sought notice must be submitted electronically (via email) with SUBJECT: Sources Sought – W9127N25R0006 BCL TDG.

Please email Andrea Smothers, Contracting Officer, at andrea.k.smothers@usace.army.mil and Julia Henry, Contracting Specialist, at julia.b.henry@usace.army.mil, before 3:00 pm Pacific time on 23 OCT 2024.

Interested parties’ responses to this Sources Sought shall be limited to six (6) pages and should include the following information:

a. Firm's name, address, point of contact, phone number, e-mail address, CAGE and Unique Entity ID.

b. Firm's business category and size: Large Business (include summary of small business participation metrics), Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and at the subcontracting level, Veteran Owned Small Business (VOSB).

c. An explanation of the prime firm’s capabilities, special qualifications/certifications and equipment and describe the work to be self-performed as it pertains to the proposed work outlined in the Project Scope.

d. Project Examples including a brief description of the projects of work performed under similar project constraints and challenges listed under paragraph 3 above.

e. Firm's Bonding Capability.

f. Responses to the government’s questions in paragraph 5 and any other information the contractor feels the government needs to be aware of.
