About this file
This document is a Questions and Answers (Q&A) file for Solicitation W9127N25QA062 regarding the Cole River Substation. The Q&A addresses a specific technical requirement related to substation assembly and testing. The substation will be shipped in three sections (FJ1, FT1, FQ1) and the contractor raised a question about reassembling the substation in a storage building prior to final installation.
The government's response definitively requires full reassembly of the substation at the initial delivery location, rejecting the suggestion of using electrical jumpers for testing. The rationale provided is that jumpers introduce unnecessary risk during field testing and storage. The answer also acknowledges that a future installation contractor will need to disassemble and reassemble the substation again, but emphasizes this approach provides a clear separation between the current supply contract and the future installation contract.

W9127N25QA062, Cole River Substation Questions and Answers
Q1. Please clarify the requirement to "reassemble the substation once on site." The substation will be shipped in 3 sections (FJ1, FT1, FQ1) which are typically assembled and installed at the final equipment location. Assembling the substation in the storage building at delivery will require a future dis-assembly for the relocation and installation at the final equipment location by the installing contractor.
If the reassembly in the storage building is only required for field testing, is it acceptable to perform field testing using jumpers to electrically connect sections instead of full re-assembly?
A1. Full re-assembly is required. Jumpers introduce unnecessary risk during field-testing and storage. It is understood that a future installation contractor will have to perform disassembly, reassembly and repeat the field-testing. This method provides a clean separation between this supply contract and the future installation contract.
