Technical Specifications NWP-ECH-R Reservoir Regulation and Water Quality Section Work Boat

1.0 INTENT

The following specifications pertain to the purchase of a new construction, 20-foot aluminum sled style work boat for the Reservoir Regulation and water Quality Section, Portland District.

The overall intent of this workboat is to use as a flexible work platform to conduct water quality sampling and variety of other field work. This boat is designed with the intention that it will be an effective work platform in a wide variety of aquatic systems ranging from the Willamette valley reservoirs, streams, and rivers, to the Columbia River proper and the Columbia River estuary. The design provides for a safe, stable work platform in both deep and shallow water and allows for access to small, unimproved boat launching sites as well as the ability to be lowered via a crane into areas which are otherwise inaccessible. The work boat will be used by the NRM (Natural Resources Management) crews for:

The primary purpose of this vessel is to conduct water quality sampling in Willamette Valley reservoirs, both routine annual sampling as well as occasional Harmful Algal Bloom sampling as needed. As a secondary purpose the boat will be utilized for supporting a wide variety of boat needs for both the Water Management section as well as allowing the section to support other Portland District offices with boat needs as they arise.

2.0 SCOPE

The successful offeror shall deliver a new, fully functional, ready to operate welded aluminum hull sled style work boat in accordance with the specifications below. The work boat’s design and construction (hull, machinery, and electrical systems) shall comply with the USCG regulations where applicable.

4.0 WORK BOAT MINIMUM REQUIREMENTS

4.1 Boat specific requirements:

• Lift eyes on port and starboard gunwales (designed to lift the entire boat for crane deployment into inaccessible areas) – see annotated images

4.2 Boat build requirements:

• 20 feet Overall length, aluminum sled boat with angled bow – see annotated images

• Beam ca. 8.5 feet

• 25 inch transom height

• Extruded handrails with inside gunnel – see annotated images

• 72” wide (inside floor width) 6-degree Cut V bottom, .188” thickness 5086 aluminum alloy

• 7 - 2”x 2” channel stringer floor structure for structural strength

• 29” .125” sides with round formed rib, 5052 aluminum alloy

• Aluminum extrusion joining sides and bottom for strength and durability

• Inner gunwale handrail – see annotated images

• Access hole in nose of bow for anchor storage with hinged lid

• Covered lockable bow storage compartment with reinforced lid and fuel and equipment storage (2 separate chambers, fuel fore, storage aft) – see annotated image

• Center console with shelf, door, and slide up windshield (battery storage in bottom) – see annotated image

• Diamond checker plate floors, sandblasted to reduce glare

• Extruded 7” wide tackle trays on both sides – see annotated images

• Gray Zolatone (or equivalent) paint on all interior surfaces except the floor – see annotated image

• 2 Transom towing eyes

• 2 Stern towing eyes

• 4 heavy duty line cleats (1-starboard bow, 1-port bow, 1-starboard stern, 1-port stern)

• Swim platform (port side of stern)

• Transducer brackets on both sides of transom (port and starboard)

• Control box, tachometer, propeller, and installation

4.3 Hull welding requirements:

• The hull and superstructure shall be constructed of marine grade aluminum and MIG welded throughout.

• All weld seams in the hull shall be welded 100%, both interior & exterior.

• All welding shall be performed in accordance with American Welding Society D1.2-2003 procedure qualifications.

4.4 Electrical system requirements:

• 12v DC electrical system with heavy duty marine battery

• Boat will include a battery tender and cord to be plugged into a standard 120v outlet

• Cables should be routed in wire ways wherever possible. Wherever exposed to potential damage, cables shall be protected with rubber.

• One (1) 12v air horn shall be installed with momentary push button on console

• One (1) 12-volt plug receptacle on center console

• LED running lights (including bow green/red navigation lights and stern, 360o, white light)

• 12v Bilge Pump (located under access hatch at center of aft floor) with toggle switch control mounted on console – see annotated image

4.5 Boat accessory requirements:

• Lowrance Elite FS 9 - Fish finder/Chart plotter mounted on center console (includes transducer and cable, mounting bracket, power cable, fuse and fuse holder, corner clips), transducer mounted on the stern (starboard mount)

• Oarlock blocks, oarlocks, oars

• 2 – 6 gal. portable fuel tanks

• A fuel filter/water separator shall be installed complete with a shut off valve

• 20” throwable life-ring mounted on port side of console

• Full, rubber gunnel-guard

• Sacrificial zinc anode blocks on transom (one for main motor one for kicker motor)

• 3 - fully enclosed, lockable, removable seat/storage boxes with swiveling, Tempress brand swiveling seats

• Fire extinguisher (B-1) mounted to starboard side of console

• Transom saver for main motor support

4.6 Engine requirements:

• 90 HP Yamaha F90TXR main motor with stainless steel prop. A spare prop identical to the one installed on the boat shall also be provided, including any necessary hub kit needed

• T9.9 Yamaha kicker motor (mounted at starboard side of stern, electric start)

• Hydraulic steering system shall be installed

4.7 Trailer requirements:

• Galvanized Baker trailer with 5,200 lb axle and chine style side guides with composite material bunks, all welded construction

• Manual strap winch

• Heavy duty trailer jack

• DOT approved LED trailer lighting

• Bearing Buddy bearing protectors on the trailer or equivalent

• Boat Buckle ratcheting tiedown straps for stern (attached to trailer)

• Spare trailer wheel and tire which match wheels and tires on the trailer

• Transom saver for main motor support
