Questions and Answers for Draft Plans & Specs W9127N25B0005, West Coast Hopper Maintenance Dredging 2025
• Please provide the quantity measurement and non-payable material information in
Section 01 22 00.00 Paragraph 3.1.3 (b) and (c).
o This spec language will be included in the final solicitation, to include the correct reference paragraphs.
• Section 01 20 00 Paragraph 3.1.9 b indicates that the payment for Line Items 0015, 0016, and 0017 will be an incremental cost per cubic yard in addition to the price per cubic yard for CLINS 0015, 0016, and 0017. Should the incremental cost be the cost in addition to the price per cubic yard for Line Items 0013 and 0014?
o Correct - increment CLIN costs will be in addition to CLINs 0013 and 0014.
CLIN numbering will be corrected in the final solicitation.
• Previous contracts included quantities for incremental options that aligned with non-incremental bin measure quantities. Should there be an additional Option Line Item following L.I. 0014 for MCR, Bin Measure, Shallow Water Site (SWS) or North Jetty Site (NJS) Placement (300,000 CY)?
o The 2025 contract is anticipated to have increased mandatory quantity of 1.6M CY, up from 1.3M CY (2024), and include only one option for additional dredging for 250,000 CY. Overall combined mandatory/optional dredging quantity anticipated to be 1.85M CY, and combined quantity of increment for placement other than SWS and NJS is 850,000 CY.
• The SF1442 indicates that 120 days from NTP will be allowed to complete the project.
Please increase the performance period to reflect the time available within the environmental work windows.
o SF 1442 to be revised to reflect requirements of 52.211-10.
• Section 01 20 00 Paragraph 3.1.10 (b) indicates that the payment for Line Item 0018 shall be an incremental cost per cubic yard in addition to the price per cubic yard for CLINS 0013, 0014, and 0015. Since CLIN 0015 is an incremental cost designated for disposal at the DWS, should CLIN 0018 be the incremental cost in addition to CLINS 0013 and 0014 only?
o Correct. Final solicitation will have corrected CLIN numbering.
• Please update the dates in Section 01 10 10.00 Paragraph 1.2.4 for 2025.
o Concur. Dates will be updated to 2025 in the final solicitation.
• Section 35 20 23.00 Paragraph 3.1.4 (3A) states that “Dredging at Coo will be from station (STA) 0-50 to (STA) 1+00”. Plan sheets indicate “Acceptance Area 1” as RM 00- 20-00 to 00+35+00. Can the USACE please clarify dredge area for COO?
o The final dredge area limits will be determined based on pre-dredge survey.
However, the dredge area limits will not extend outside of the area between RM 00-50-00 to 01+00+00
• Section 01 22 00.00 Paragraph 3.2.1 states “See Survey Acceptance Criteria for survey methods and acceptance language for each work location”, however there is not a section on survey acceptance criteria within the specifications. Specifications from previous contracts clearly define the requirements for BM, BMRD and PPDS payment methods with survey matrix size and/or volume removed. Can the USACE please provide the missing specifications?
o Acceptance criteria will be added to the final solicitation. Anticipate similar requirements to the 2024 contract.
