About this file
This document is a Sediment Characterization Report for the Port of Longview's maintenance dredging project along the Columbia River.
The report describes sediment sampling and testing procedures, as well as physical and chemical analysis results, to evaluate the suitability of dredged material for in-river flow lane disposal or upland placement. The Port proposes to conduct maintenance dredging to specified depths at its berthing areas and the Willow Grove Boat Basin. Sediment characterization found that material from all areas is suitable for flow lane disposal based on screening levels, and also meets upland soil criteria for potential beneficial use. The report provides details on the sampling program, geological and physical parameters, and chemical analysis results compared to applicable standards. Overall, the sediment characterization supports the Port's proposed dredging and material placement options.

Sediment Characterization Report 1 January 2017
1 Introduction This Sediment Characterization Report (SCR) describes the sediment collection procedures and physical and chemical testing results for sediments from the Port of Longview (Port) berthing areas at River Mile (RM) 66 and at the Willow Grove Park Boat Basin at RM 60 on the north bank of the Columbia River. The Port conducts maintenance dredging to maintain its shipping berths at -43+2 feet Columbia River Datum (CRD) at berths that have previously been deepened, and -40+2 feet CRD at berths that have not yet been deepened. The Willow Grove Boat Basin will be maintained at the previously authorized depth of -6.3 feet CRD. The Project will facilitate safe access to the Port berths from the federal navigation channel and continued use of the Willow Grove Park Boat Launch as a public recreational boating facility.
The work described in this SCR was performed according to the requirements of the Sediment Evaluation Framework for the Pacific Northwest (SEF; USACE et al. 2016), administered by the Portland Sediment Evaluation Team (PSET), and the Sampling and Analysis Plan (SAP; Port of Longview 2016) that was prepared for this project and approved by PSET on September 16, 2016. This SCR provides an analysis of representative sediment quality in the dredge prism at the Port berthing areas and Willow Grove Boat Basin. The physical and chemical testing results presented in this report will be used to support a suitability determination for flow lane disposal of the dredged material in the Columbia River or, alternatively, placement of the dredged material at a separately permitted upland placement site.
1.1 Project Setting
The Port is located at 10 Port Way in Longview, Washington, in Cowlitz County, Sections 8 and 9, Township 7N, Range 2W (Figure 1). The Port has been operating since 1921 and today manages eight marine terminals and approximately 6,000 linear feet of waterfront industrial property at Columbia RM 66. The Port primarily handles dry bulk and breakbulk cargoes. Dry bulk cargo— including minerals, chemicals, fertilizers, animal feeds, and grains—is handled at Berths 1, 2, 5, and 7.
Breakbulk cargo—forest products, steel, and over-dimensional and heavy-lift cargo for large-scale industrial projects—is handled at Berths 6, 7, and 8. There is no Berth 3 at the Port, and Berth 4 is a layberth used intermittently. Berth 9 is leased by Export Grain Terminal (EGT).
Willow Grove Park is located at 7141 Willow Grove Road in Longview, Washington, in Cowlitz County, Section 17, Township 8N, Range 2W (Figure 1). The Park has been open for public use since 1991, and was recently acquired by the Port for continued use for public recreation and access to the Columbia River Shoreline. The Willow Grove Boat Basin is located at Columbia RM 60.
Sediment Characterization Report 2 January 2017
1.2 Project Purpose
The Columbia River Channel Improvement Project (CRCIP) was completed in 2010, resulting in an authorized depth of -43 feet CRD in the federal navigation channel. The Port was one of the sponsor ports for the CRCIP. As a result of the CRCIP, deeper draft vessels are now able to navigate through the Columbia River. The purpose of the Port’s maintenance dredging program is to provide unrestricted movement and safe access for various types of shipping vessels, including deep-draft vessels, to the Port’s berthing and marine support facilities. This will help the Port to competitively bid and secure marine trade opportunities domestically and overseas.
The Port acquired Willow Grove Park and the Willow Grove Boat Basin from Cowlitz County in 2016.
The boat basin was dredged in 2008 and has since seen a large amount of sediment accumulation, rendering some floats and ramps unusable at low water. The maintenance dredging project will return the boat basin to full service capacity for public use.
Sediment Characterization Report 3 January 2017
2 Project Description
2.1 Berth and Willow Grove Maintenance
This project is to maintain the Port’s berths at their authorized elevations of -40 feet CRD and -43 feet CRD; and the Willow Grove Boat Basin at -6.3 feet CRD. Maintenance dredging would be conducted on an as-needed basis; maintenance dredging frequencies and volumes can vary considerably as a result of the changing sediment dynamics in the river. The Port is authorized for 2 feet of allowable advance dredging, also known as overdredging.
Specifically, the Port proposes to conduct the following actions:
Perform maintenance dredging to a depth of -43+2 feet CRD at Berths 1, 2, 4, 5, 8, and 9, and to a depth of -40+2 feet CRD at Berths 6 and 7
Perform maintenance dredging to a depth of -6.3 feet CRD at the Willow Grove Boat Basin Place dredged material from maintenance operations at approved in-water or upland placement sites, to be determined in consultation with the U.S. Army Corps of Engineers
(USACE).
Figures 2a and 2b show the layout and dimensions of the proposed dredge prism at the Port’s Berths 1 through 9. Figure 2c shows the Willow Grove Boat Basin, all of which lies within the dredge prism.
Figure 3a shows cross sections of the dredge prism at the Port’s berths. Figure 3b shows cross sections of the dredge prism at the Willow Grove Boat Basin.
2.2 Proposed Dredged Material Placement Options
The chemical analytical results presented in this SCR will determine the suitability of dredged material for in-river placement, upland placement, or other beneficial use. The criteria used to evaluate the dredged material are summarized in Table 1. In particular, the suitability for in-river placement is being evaluated using SEF screening levels (SLs), and the suitability for upland placement or beneficial use is being evaluated using Model Toxics Control Act (MTCA) soil quality standards for humans and ecological receptors, in both unrestricted and industrial applications (Ecology 2013).
2.2.1 In-River Flow Lane Disposal
The preferred placement option for the dredged material removed from the Port’s berths and Willow Grove Boat Basin is to place the material at an open-water flow lane site in the Columbia River. As a secondary option, upland placement may occur following an update to the Port’s permits. In-water placement of the dredged material is intended to enhance natural sediment transport and habitat formation processes in the river and estuary. A location off of Barlow Point has been used in the past.
For those dredged material management units (DMMUs) that are deemed suitable for flow lane
Sediment Characterization Report 4 January 2017 disposal, the Port will coordinate with USACE to identify a suitable placement location for future disposal. Off-channel areas greater than -50 feet CRD are preferred.
2.2.2 Upland Placement
As an alternative to flow lane disposal, or if chemical concentrations are not suitable for in-water placement, the dredged material could be placed on Port property at an upland stockpile area, potentially including areas east of the Wind Tower Road gated entrance, within the EGT rail loop track, or on the Barlow Point property. All sites would require permitting and review by state and local agencies. Dredged sediments would be dewatered through barge scuppers, offloaded at one of the Port’s berths, loaded onto trucks, and transported to the stockpile area. If temporary stockpiling on the shoreline becomes necessary, appropriate best management practices would be implemented to prevent the dredged material from re-entering the river.
2.2.3 Beneficial Use
The suitability of the dredged material for beneficial use will be evaluated using upland soil criteria or aquatic criteria, depending on the intended application. Possible beneficial use options could include structural fill for industrial applications; topsoil, upland, or aquatic habitat material; and other potential uses. Beneficial use of dredged material would be coordinated with the USACE, Washington State Department of Ecology, and PSET.
2.3 General Construction Methods
The anticipated construction methods may be described in general terms; however, the construction specifications will likely be performance-based, such that the contractor will select the specific equipment and construction methods that will achieve project objectives in the most efficient and cost-effective manner. It is anticipated that mechanical dredging will be performed using a clamshell bucket.
The preferred in-river flow lane disposal option is to load the dredged sediment into a bottom-dump barge, which is transported directly to the flow lane disposal site. Alternatively, the dredged sediment may be placed on a barge, dewatered through barge scuppers, transferred onto a dock or directly into trucks, and hauled to an upland placement or rehandling site on Port property.
2.4 Schedule
At the Port berths, approximately 42,900 cubic yards (cy) of materials were removed in 2016. The removal of materials at the Port’s berths occurred over 12 days between November 7 and 29, 2016.
The average production rate during this event was 3,575 cy a day. Future maintenance dredging at Port berths will be conducted on an as-needed basis.
Sediment Characterization Report 5 January 2017
At the Willow Grove Boat Basin, approximately 4,415 cy of material was removed in 2016. The removal of material in the Willow Grove Boat Basin occurred over 5 days between November 29 and December 3, 2016. The average production rate was 883 cy of material a day. Future maintenance dredging at the Willow Grove Boat Basin will be conducted on an as-needed basis, but it is expected to be needed less frequently than at the Port’s berths.
Future proposed work would be performed during the designated in-water work periods to minimize construction impacts to sensitive fish species and aquatic life. Specific in-water work periods are established as part of the permitting process for this project.
Sediment Characterization Report 6 January 2017
3 Field Sampling Program This section provides a summary of the field sampling program, including the following:
• Site ranking
• DMMUs
• Sediment grab locations and depths
• Sediment compositing scheme
• Deviations from the SAP
3.1 Site Ranking
The dredged material in the Port berthing areas was classified as a “low” rank and the Willow Grove Boat Basin was classified as a “very low” rank in the approved SAP. Chemical analytical results supporting these ranking determinations are discussed further in Section 5. In addition, sediment below -45 feet CRD is likely undisturbed, native material.
3.2 Dredged Material Management Units
The 2016 dredge prism at the Port berths, as shown on Figures 2a and 2b, extends from the face of the berthing areas to the federal navigation channel. However, the observed prism of accumulated sediment is concentrated at the berth face and does not extend to the navigation channel at all berths. Cross sections of the dredge prism at the Port berths are shown in Figure 3a. The dredge prism at the Willow Grove Boat Basin, as shown on Figure 2c, is considered to be the entirety of the basin. Cross sections of the dredge prism at the Willow Grove Boat Basin are shown in Figure 3b. For sediment characterization purposes, the dredge prism at the Port berths is divided into four DMMUs:
DMMU-1 (Berths 1, 2, 4, and 5), DMMU-2 (Berths 6 and 7), DMMU-3 (Berth 8), and DMMU-4 (Berth 9). The dredge prism at the Willow Grove Boat Basin is represented by one DMMU: DMMU-5. The various DMMUs were characterized using representative sediment grab samples, as summarized in Table 2.
3.3 Sediment Grab Sample Locations and Depths
One to four grab samples were collected from each DMMU to obtain representative coverage for sediment characterization purposes. The grabs were distributed systematically throughout each DMMU, with particular emphasis on shoal areas that contain the largest volume of dredged material.
Four grabs were taken in DMMU-1, three grabs were taken in DMMU-2, two grabs were taken in DMMU-3 and DMMU-5 (Willow Grove Boat Basin), and one grab was taken in DMMU-4.
Gravity Consulting was subcontracted to perform the power grab sampling work. DMMU-2, DMMU-3, DMMU-4, and DMMU-5 were sampled by Gravity Consulting on October 11, 2016. Due to vessel obstructions in Berths 2 and 5, the sampling of DMMU-1 was completed on October 12, 2016.
Sediment Characterization Report 7 January 2017
For all events, Anchor QEA provided a field crew to oversee sampling operations and to log and process the grab samples for submission to the analytical laboratory.
Proposed versus actual sampling locations at the Port’s berths are shown on Figures 2a and 2b, and at the Willow Grove Boat Basin on Figure 2c. The coordinates of the actual grab locations, sampling date and time, mudline elevations, and recovery depths are compiled in Table 3. All grabs were initiated at the mudline and recovered between 5.5 and 9.0 inches (14 to 23 centimeters) of sediment. Due to obstructions by a berthed vessel, grab sample location POL-B2 had to be shifted approximately 250 feet to the east of the proposed location. In the Willow Grove Boat Basin, POL-WGS had to be shifted approximately 15 feet to the northeast since the proposed location was above water. These deviations are described in more detail in Section 3.5.
3.4 Sediment Compositing Scheme
At the Port’s Berths 1, 2, 4, 5, 8, and 9, the DMMUs were vertically stratified according to the following intervals (Table 2):
• A-Interval: Mudline to -45 feet CRD. The first interval extends from the mudline to the Port’s authorized maintenance dredging depth of -43 feet CRD, the currently authorized depth, plus 2 feet of overdepth to a final elevation of -45 feet CRD.
• Z-Interval: -45 feet CRD and below. Sampling not necessary due to low ranking.
At the Port’s Berths 6 and 7, the DMMUs were vertically stratified according to the following intervals (Table 2):
• A-Interval: Mudline to -42 feet CRD. The first interval extends from the mudline to the Port’s authorized maintenance dredging depth of -40 feet CRD, plus 2 feet of overdepth to a final elevation of -42 feet CRD.
• Z-Interval: -42 feet CRD and below. Sampling not necessary due to low ranking.
At Willow Grove Boat Basin, the DMMU was vertically stratified according to the following intervals (Table 2):
• A-Interval: Mudline to -6.3 feet CRD. The first interval extends from the mudline to the Port’s authorized maintenance dredging depth of -6.3 feet CRD.
• Z-Interval: -6.3 feet CRD and below. Sampling not necessary due to very low ranking.
Compositing was performed within the A-Interval. Composite samples were prepared by combining and homogenizing material from the one to four grab samples within each DMMU (Table 3).
Sediment Characterization Report 8 January 2017
3.5 Deviations from the Sampling and Analysis Plan
Three deviations from the SAP were required to accommodate vessel obstructions, low water levels, and changed mudline elevations. These deviations are described below. The deviations related to vessel obstructions and low water levels are shown in Figures 2a and 2c. In all, 17 attempts were required to collect 12 usable grab samples. None of the deviations are expected to cause any significant impacts to project objectives, and representative samples of the DMMUs were obtained in all cases with the noted modifications.
• POL-B2 Offset. Sample location POL-B2 was relocated approximately 250 feet upstream of the proposed location due to a vessel obstruction. This change in location was discussed with and approved by James Holm at USACE on October 12, 2016.
• POL-WGS Offset. Sample location POL-WGS was relocated approximately 15 feet upstream of the proposed location due to low water levels, leaving the proposed location above water.
• Changed Mudline Elevations. Mudline elevations, referenced to National Oceanic and Atmospheric Administration gauging station #9440422 at the Port, were determined to be below the authorized maintenance dredging depths at the POL-B1, POL-B2 (offset), POL-B4, and POL-B5 locations (Table 3). These discrepancies were discussed with James Holm at USACE on October 12, 2016, and the decision was made to sample them regardless of their measured elevation since the samples would be representative of newly accumulated sediments within DMMU-1.
Sediment Characterization Report 9 January 2017
4 Geological and Physical Analysis
4.1 Geological Description
The dredge prism in the Port berthing areas is generally composed of sand, gravelly sand, and silty sand at the surface, with interbedded gravel and cobble layers at depth. The gravel and cobble layers encountered during previous characterization sampling events (Anchor QEA 2011) were not encountered during this event due to the limited penetration of the surface grabs. At the Willow Grove Boat Basin, the dredge prism is generally composed of sand and silt. Sand is the predominant material near the boat basin entrance and the material becomes siltier toward the interior of the basin. Grab sample logs are provided in Appendix A.
4.2 Physical Parameters
Analytical Resources Incorporated (ARI) of Tukwila, Washington, performed the physical analysis of sediment samples. Samples were analyzed for the following standard SEF physical parameters:
• Grain size (per ASTM D422)
• Total solids (per Standard Method 2540 G-97)
• Total organic carbon (TOC; per Puget Sound Estuary Program 1986)
Physical analytical methods, detection limits, storage requirements, and quality control (QC) criteria were summarized in the SAP. Appendix C contains the laboratory certificates of analysis.
4.3 Physical Analytical Results
Physical analytical results are summarized below and in Table 4.
• Grain Size. The average grain size composition for the Port berthing areas consisted of approximately 0 percent gravel, 81.5 percent sand, 15.5 percent silt, and 3 percent clay.
Percent fines content (silt and clay) ranged from 6 to 38.7 percent. The finest sedimentary deposits were encountered in Berth 8 (DMMU-3) and the coarsest sedimentary deposits were encountered in the current-swept, open-water areas of Berth 9 (DMMU-4).
The average grain size composition of the Willow Grove Boat Basin consisted of 0 percent gravel, 58 percent sand, 30 percent silt, and 12 percent clay. Percent fines content (silt and clay) was 42 percent.
• Total Solids. Total solids ranged from 67 to 74 percent, averaging 71 percent at the Port’s berths; and 67 percent at the Willow Grove Boat Basin. The relatively high solids content is consistent with the dense granular composition of the sediments (i.e., predominantly sand).
• Total Organic Carbon. TOC ranged from 0.09 to 0.29 percent, averaging 0.18 percent at the Port’s berths; and 1.04 percent at the Willow Grove Boat Basin. Consistent with the coarse-grained composition (i.e., sand) the sediments are relatively poor in organic carbon. The
Sediment Characterization Report 10 January 2017 higher TOC content at the Willow Grove Boat Basin is correlated with higher fines content in these sediments.
Sediment Characterization Report 11 January 2017
5 Chemical Analysis
5.1 Chemical Analytical Parameters
ARI of Tukwila, Washington, performed the sediment chemical analyses. Samples were analyzed for the following SEF chemical parameters:
• SEF metals (arsenic, cadmium, chromium, copper, lead, mercury, nickel, silver, and zinc;
U.S. Environmental Protection Agency [USEPA] method 6000/7000 series)
• Semivolatile organic compounds (SVOCs; USEPA method 8270D)
• Chlorinated pesticides (USEPA method 8081B)
• Polychlorinated biphenyls (PCBs; USEPA method 8082)
• Tributyltin (TBT), bulk sediment (USEPA method 8270) (excluding DMMU-5)
• Petroleum, diesel, and residual-range (Northwest total petroleum hydrocarbon-diesel extended range method)
• Ammonia and sulfide
This is the standard SEF analyte list plus TBT. TBT analysis is considered on a case-by-case basis and was performed at the Port berthing areas for this study because they accommodate frequent vessel traffic. TBT analysis was not required for the DMMU-5 sample from the Willow Grove Boat Basin.
Chemical analytical methods, detection limits, storage requirements, and QC criteria were summarized in the SAP. In all cases, laboratory reporting limits were below SEF SLs, providing unequivocal support for dredged material management decisions. Appendix C contains the laboratory certificates of analysis.
5.2 Data Quality Review
USEPA Level 2B Data Validation Review Report was completed by Laboratory Data Consultants, Inc., and is provided in Appendix B. The analytical laboratory followed the specified analytical methods and all requested sample analyses were completed. All detection limits were below corresponding SEF SLs. Accuracy and precision were evaluated using surrogates, sediment reference materials, laboratory control samples, matrix spikes, and laboratory duplicates. Most data were deemed acceptable as reported for project use; a few results were deemed acceptable with minor qualification, as summarized in Table 5. No data were rejected.
5.3 Chemical Analytical Results
Chemical analytical results are compiled in Table 4, and discussed in the remainder of this section.
Sediment Characterization Report 12 January 2017
5.3.1 Comparison to Sediment Evaluation Framework for the Pacific Northwest Screening Levels
All chemical parameters were well below SEF SLs in the composited A-Interval samples from all Port berths, in many cases one or two orders of magnitude below SEF SLs (Table 4). These results indicate dredged material from the Port’s berths should be suitable for flow lane disposal in the Columbia River.
With the exception of sulfide, all chemical parameters were well below SEF SLs in the A-Interval sample from the Willow Grove Boat Basin, in many cases one or two orders of magnitude below SEF SLs (Table 4). According to SEF guidance, the detection of sulfide above 39 milligrams per kilogram at the Willow Grove Boat Basin does not impact the suitability of the material for in-water disposal since no other chemicals of concern were detected above SEF SLs (USACE et al. 2016 Table 6-2, footnote 3). These results indicate dredged material from the Willow Grove Boat Basin should be suitable for flow lane disposal in the Columbia River.
There were no detections of arsenic, mercury, or silver in any of the DMMUs. There were few or no detections of polycyclic aromatic hydrocarbon (PAHs) or other SVOCs in the majority of samples.
There were an increased number of PAH detections in the DMMU-1 sample, possibly due to a minor spill of crude oil at the east end of Berth 1 in February 2016 (near sample POL-B1, Figure 2a);
however, these concentrations are still well below their respective SLs. No detections of TBT were observed at the Port’s berths. No PCBs were detected in any samples. The only detection of any chlorinated pesticides was in DMMU-3, in which beta-Chlordane was detected at 0.72 micrograms per kilogram.
5.3.2 Comparison to Model Toxics Control Act Upland Soil Criteria All sediment analytical results at the Port berths and Willow Grove Boat Basin are below MTCA human health and ecological criteria for both unrestricted and industrial use (Table 1). As a result, the dredged material from these areas appears to be suitable for a variety of beneficial uses, such as residential or industrial fill, and upland or aquatic habitat. However, if the Port decides to pursue an upland or in-water beneficial use for the dredged material, additional permitting requirements may apply.
Sediment Characterization Report 13 January 2017
6 Conclusions The results of the sediment characterization study support the following conclusions:
• The average grain size composition for the Port berthing areas consisted of approximately 0 percent gravel, 81.5 percent sand, 15.5 percent silt, and 3 percent clay. Percent fines content (silt and clay) ranged from 6 to 38.7 percent. TOC content ranged from 0.09 to 0.29 percent, averaging 0.18 percent.
• The grain size composition of the Willow Grove Boat Basin consisted of 0 percent gravel, 58 percent sand, 30 percent silt, and 12 percent clay. Percent fines content (silt and clay) was 42 percent. TOC content was 1.04 percent.
• All chemical analytical data were deemed acceptable for project use, either as reported or with minor qualifications.
• All chemical parameters were well below SEF SLs in the composited A-Interval samples from all Port berths (DMMUs 1 through 4), in many cases one or two orders of magnitude below SEF SLs (Table 4). These results indicate Port sediments should be suitable for flow lane disposal in the Columbia River.
• All chemical parameters were well below SEF SLs in the composited A-Interval sample from the Willow Grove Boat Basin (DMMU-5), in many cases one or two orders of magnitude below SEF SLs (Table 4). The conventional parameter sulfide was detected above its SL, but this would not preclude in-water disposal because no chemicals of concern were above SLs (USACE 2016 et al. Table 6-2). These results indicate Willow Grove Boat Basin sediments should be suitable for flow lane disposal in the Columbia River.
• The Port berth sediments are consistent with a “low” or “very low” ranking because concentrations of all analytes are below SEF SLs in all four DMMUs, consistent with the coarse-grained and organic-poor composition.
• The Willow Grove Boat Basin sediments are consistent with a “very low” ranking because concentrations of all analytes (except for the conventional parameter sulfide) are below SEF SLs, and there is limited potential for contamination from nearby sources.
All Port berth sediments and Willow Grove Boat Basin sediments are below MTCA unrestricted soil cleanup levels, and therefore appear to be suitable for a variety of beneficial uses. However, if the Port decides to pursue an upland or in-water beneficial use for the dredged material, additional permitting requirements may apply.
