About this file
This document is a Special Notice prepared in accordance with the Federal Acquisition Regulation (FAR), announcing the U.S. Army Corps of Engineers' (USACE) intent to award a firm-fixed price contract for the purchase and installation of Cisco network switches for the John Day Powerhouse Generator Cooling Water project.
The procurement requires two (2) Cisco C9300-24S switches to aggregate communications from sixteen cooling system Programmable Logic Controllers (PLCs) into the plant's Human-Machine Interface (HMI) system, as well as sixteen (16) Cisco C9300-24T switches for future network expansion in the Remote Terminal Unit (RTU) cabinets. The switches will connect the generator cooling PLCs and other devices using Ethernet and fiber optic cabling. USACE has justified the sole-source procurement of Cisco equipment due to standardization, interoperability, and personnel training requirements. The Government intends to solicit through the CHESS contract vehicle around June 2024. Interested parties may submit capability statements by the July 5, 2024 deadline.

Response Deadline: 05-JULY-2024
The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to compete/award a firm-fixed price (FFP) for supplies as a competitive procurement on CHESS.
REASON FOR SINGLE SOURCE ACQUISITION:
The statutory authority for this 10 United States Code 3406(c)(5) as implemented in Federal Acquisition Regulation16.505(b)(2)
John Day Generator Cooling Water project requires the purchase and installation of two (2) Cisco C9300- 24S network switches to aggregate communication of all sixteen cooling system PLCs into plant HMI system. These network switches will be installed in the control room. The PLC connections will be made over existing fiber runs between unit RTU cabinets and control room.
The purchase and installation of sixteen (16) Cisco C9300-24T network switches is required for future network expansion. Switches will be installed in each unit RTU cabinet. Generator cooling PLC and other devices will be connected to this switch using ethernet cooper connection, while the uplink to control room will utilize existing fiber runs.

BACKGROUND: The John Day Powerhouse has experienced a large number of issues with generator cooling system causing damage to the generator windings, winding insulation and other components. To mitigate this issue a cooling system is getting an upgrade. In order to efficiently control and monitor all unit cooling systems from a control room, a new network has to be constructed using Cisco hardware listed above.
JUSTIFICATION: John Day Project uses Cisco networking equipment throughout the plant, and the project personnel is trained to operate and troubleshoot this equipment. Equipment used in DOD information systems must be approved for use by either DISA (DOD Information Systems Agency), or the Information Systems Security Management (ISSM) proponent. For USACE, this is the USACE Critical Infrastructure and Cybersecurity Mandatory Center of Expertise (UCIC-MCX). DISA approves the use of equipment via their approved product list website https://aplits.disa.mil/processAPList.action).
For UCIC-MCX approval, USACE (HDC or project personnel) corresponds with the Regional Information Systems Security Manager (RISSM). These agencies consider the manufacture country of origin and test the equipment to ensure that it complies with RMF stands and functionality with other DOD information system products. The parts listed above have already been approved for use at USACE facilities.
IMPACT: Procurement of another brand name hardware and software would cause issues with standardization, interoperability, and stability. An alternative brand of network equipment vendor will require the project personnel and design engineers to expend additional time and resources to acquire the training and knowledge necessary to both design, procure, and maintain a network if different brand equipment is used.
The Government intends to solicit on CHESS directly for this project on or around JUNE 2024.
Currently, a solicitation does not exist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
