About this file

This special notice outlines a proposed single source procurement by the U.S. Army Corps of Engineers Portland District for Allen Bradley programmable logic controller hardware and software. The district intends to award a firm fixed price contract to North Coast for PLC systems required to monitor and control the generator cooling system at the John Day Powerhouse. The district requires sixteen PLCs containing modules for control, power supply, input, output, and communication functions. The justification for the single source award is the extensive use of Allen Bradley systems comprising over 90% of existing controls at the dam, requiring compatible hardware and software to avoid issues with standardization, integration, and maintenance. Interested parties may submit capability statements by February 7, 2024 to Andrea Smothers and Andrew Sprys at the listed email addresses for evaluation. The government will consider a party's ability to provide the specified Allen Bradley items with original warranties and support terms.

THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION

REGULATION (FAR) SUBPART 5.2 “SYNOPSES OF PROPOSED CONTRACT ACTIONS”

NAICS 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables

Response Deadline: 07-FEBRUARY-2024

The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed price (FFP) for supplies as a single source procurement to North Coast.

REASON FOR SINGLE SOURCE ACQUISITION:

The statutory authority for this non-competitive acquisition is FAR 13.106-1(b)(i), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold.

John Day Generator Cooling Water project includes the design and installation of a generator control system which requires the purchase and installation of sixteen (16) PLC systems, one PLC at each of the project’s units. Generator cooling system PLCs will provide necessary IO and to monitor, process and control the cooling system to maintain generators at optimal operating temperature and prevent condensation from occurring inside the generator barrel and damaging stator windings.

BACKGROUND: The John Day Powerhouse has experienced a large number of issues with generator cooling system. Existing cooling system is run at full flow when the generator is turned on resulting overcooling and moisture condensation inside generator barrel causing corrosion and damage to generator windings, winding insulation, and other components. To mitigate this issue a modulating valve will be added to limit cooling water flow and prevent further damage to the generators. Allen Bradly PLC hardware listed above have been determined as a requirement for construction of a control system for the upgraded cooling system.

JUSTIFICATION: Most of John Day Dam PLC hardware and software are Allen Bradly (Rockwell Automation) and that is what the technicians have most of their Programmable Logic Controllers (PLC) training in. At John Day

Dam, Allen Bradley Programmable Logic Controllers currently comprise over 90% of the Supervisory Control and Data Acquisition systems hardware and software. This Brand Name equipment is essential to the existing John Day Dam control system. The project has adopted and is most familiar with Allen-Bradley PLCs throughout the powerhouse.

IMPACT: Procurement of another brand name hardware and software would cause issues with standardization, interoperability, and stability. An alternative brand of PLC vendor will require the project personnel and design engineers to expend additional time and resources to acquire the training and knowledge necessary to both design, procure, and maintain a different PLC system. If sole source approval is not given for AB PLCs [insert what will happen to the dam and anything else affected here and about how much money it would cost to fix those problems].

The Government intends to solicit North Coast directly for this project on or around MAY 2024. Currently, a solicitation does not exist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
