About this file

This document contains questions and answers regarding a material testing blanket purchase agreement solicitation. The solicitation is for quality assurance material testing services issued by the Department of the Army Corps of Engineers Engineering District Portland. Bidders may modify the price list as needed to accurately capture costs for additional testing required to fulfill line items or ancillary costs such as subcontracted testing or shipping. Subcontracted testing facilities must also meet MTC certification qualifications. Payment will be made either via government purchase card for orders under $10,000 or electronic funds transfer for larger orders. Bidders may also attach additional terms of service to their proposals such as rates for overtime or work outside normal business hours.

Q1. For line items that we don't perform or don't intend to propose on, should I just put "N/A" in the "Est. Unit Price" box?

A1. Marking the Price List with N/A or the items could be removed from the list.

Q2. Some of the line items require several tests in order to provide the service requested. For example, line item 3F could require both gradation and Atterberg testing. Should I just include the total for the tests that the line item requires and is it acceptable to list the included testing or a brief description to the right of the line items?

A2. If the requested test requires additional break out to accurately capture the ancillary cost, modify the price list as needed. The intent is to have a complete price list that the customer can choose what is needed and have a final price at the time of the BPA Call.

Q3. Some testing is typically included in our hourly technician rate and not charged per test. For Example, slump and air testing is included in the technician's hourly rate as well as compaction testing. May I replace the word "Each" with per hour and include the technicians hourly rate?

A3. Modify the price list as needed.

Q4. Concrete/Shotcrete cores are typically charged an hourly rate for the coring equipment and operator and then charged separately for the compressive strength testing. Travel time to the site is also a factor. I'm not sure how to include a total cost for the cores to be obtained and tested if we don't know the location, the type of structure being cored to see if we can even core it or would need to subcontract, etc. I think the best way to approach this is to list all of the potential applicable charges, please let me know your thoughts.

A4. See answer 2 above.

Q5. Line item 5B we perform the majority of the testing minus Reactive Aggregates and Freezing and Thawing. We could subcontract those out, but there is not a line item for subcontracting charges or for shipping (i.e., cost +15%).

A5, As stated in answer A2 above the price list can be modified to reflect the ancillary cost for the requested test. This cost would need to be firm price but could be for subcontracted testing. The subcontracted facilities would have to also meet the basic agreement qualifications of being MTC certified. Shipping should be captured in a separate line item on the price list, if different test has different shipping cost, then multiple shipping line items are acceptable to be added to price list.

Q6. Understand that USACE intends to pay invoices via a Government Purchase Card. There is a transaction fee for card payments. Are we able to include those costs as a line item?

Q7. In addition to testing and sampling pricelist there are other miscellaneous service terms that we have (overtime, nightwork differential, service times outside normal business hours, etc.). Are we able to attach our terms of service to the proposal?
