W9127N23Q0019 Vendor Questions & Answers – Consolidated
Q1: Would using drones to provide abatement, instead of falconry based avian abatement, be an acceptable alternative?
A1: We are not going to try drones for The Dalles at this time.
(this question precipitated a revision to the PWS under Amendment 0001)
Q2: Paragraph 1.0 of the solicitation states the preferred work time frame in-between March 2023 through July 2023 (152 days). Will the Contractor be required to staff personnel outside of this stated interval?
A2: No staff requirement outside the dates
Q3: Paragraph 1.0 of the solicitation states that working days may not be contiguous. How long should the Contractor anticipate being on-site for a particular ‘event’? For instance, if the Contractor is requested to be on-site for a 5hr interval and then sent home, then requested the same thing again a few days later, then there are two mobilization costs for 1 ‘man-day’ of work. Whereas, if the duration for being on-site approximately 5 days straight, then obviously much less mobilization costs need to be included in the quote. It would be our intention to maximize the amount of work days that are continuous and limit the number of mobilization/ standby days.
A3: We don’t have time blocks established yet, but 5 day blocks seems reasonable.
Q4: Can the Falconer also satisfy the role of QCI, or is the QCI responsibilities must be delegated to another party?
A4: Falconer can be QCI
Q5: Paragraph 3.0 states the Government will provide a location to build temporary housing for the birds. Will the Government allow a camper to stay overnight at this location to care for and protect the birds?
A5: Per management approval we’ll provide a location for overnight camping. Attached if the proposed location:

Q6: Paragraph 4.1 requires the Contractor to provide boat & operators for access. Is the Contractor required to provide boat and operator for the entire duration of the project?
A6: Boat should be available if needed, if the hazing is not effective.
Q7: Concerning Para. 4.1 in the PWS: “Contractor shall provide boat operators…” Question is: MUST the contractor purchase, maintain and operate a boat to meet requirements for avian abatement? Or MAY the contractor provide a boat as an additional service offering/line item?
A7: The contractor may provide a boat and boat operators to meet requirements for avian abatement.
