First question- Section III Project Information has five categories. But in Section E- four categories are listed - skipped the Flood Risk Management category. I was wondering if that is intentional and if so- why.
Second Question-Under SF330 Part I- Section E submittal requirements, the hydraulic engineer as a professional category is listed only under the 'Dams and Appurtenant Structures'. But the description of SOW within this solicitation includes hydraulic engineering as a discipline of work required under the Fish Conveyance, Flood Risk Management, and Coastal, River, and Harbor categories. As such - I was wondering if the District would like to include Hydraulic Engineer as a professional list for the remaining three categories. Based on our experience with task orders in all these categories, hydraulic engineer is a required category. Thank you.
On: Jan 13 2024.
Government Response. . Flood Risk Management is included along with Dams and Appurtenant Structures in Key Personnel Position (1) since the skills for Key Personnel positions for Dams and Appurtenant Structures is considered very similar to the skills needed for Key Personnel for Flood Risk Management and could be considered to be relevant to either category.
A Hydraulic Engineer Key Personnel Position should be included for the first 3 functional areas:
(1) Dams and Appurtenant Structures AND Flood Risk Management
(2) Fish Conveyance Systems
(3) Coastal, Rivers, and Harbors On: Jan 24 2024 Current Request Status: Request Closed

In our experience, the easiest way to show our Section G qualifications is to show every project and person in the same table.
The Section G table in the GSA Fillable Form only allows space for a maximum of 10 projects, while the synopsis allows up to 12 projects. Would the government consider allowing the Section G Matrix to be modified to include 12 projects rather than showing different projects on different pages of Section G?

1. Provide up to six (6) pages of Section G to cover all twelve project (see Bidder Inquiry 10605313), or,

Government Response. . Section H has not been limited as the government cannot know the number of sheets required by offers to provide the Small Business Participation or Volume of Contracts, but it is not to be used as an avenue to provide information that has not been requested in the Synopsis. Additionally, offerors should follow direction in each Section to address guidance for information requested and provided, and reasons for "additional pages". For purposes of this evaluation, an indefinite-delivery/indefinite- quantity (IDIQ) base contract, Master Services Agreement (MAS), or other similar ordering vehicle itself is not considered a "project." At least one executed task order under the ordering vehicle or stand-alone contract must have been completed in order to constitute a "project." Additionally, two or more contract actions that supported only one effort, will constitute only one "project." On: Jan 24 2024 Current Request Status: Request Closed

In regards to Section E resumes - a previous answer stated that resumes can be 2 pages. The GSA form template does not allow Block 19 item 3 (Brief Description) to be expanded. Should we assume you want 5 projects on each page for a total of 10 projects per persons resume?
On: Jan 26 2024.
Government Response. . A Relevant Project should not use more than one "Block 19(1)-(3)." Meaning offerors should not use Block 19a and Block 19b for the same project just to have more space to write. As Block's 19(3) states, the description is meant to be brief.
Offerors are not required to submit ten (10) Relevant Projects, but can submit up to ten on the two pages of Section E. On: Feb 02 2024 Current Request Status: Request Closed

Government Response. . The same person, with the same discipline, can support multiple functional areas.

If we use the same discipline in multiple function areas, should we include 2 resumes for that person, with each one customized to that function area? For example, if we use the same electrical engineer for Dams/FRM and for Fish Conveyance, should we include two resumes for that person, each focused on the specific function area? Or should we combine their experience in both functional areas into one resume?
On: Feb 07 2024.
Government Response. . The firm may provide a resume for each functional area but is not required to. Example: a Key Person that holds the electrical engineer's position in functional areas (1) Dams and Appurtenant Structures AND Flood Risk Management and (2) Fish Conveyance Systems, may submit one resume for each functional area, specific to that area. On: Feb 09 2024.
Government Response. . This was added in error, as was the CAD/BIM Tech. See SAM.gov for AMEND 0001_13FEB24, posted 13 Feb. This supersedes AMEND 0001 (which has been deleted). Also, the count for Key Positions on Bidder Inquiries 10646057 and 10605313 has been updated to reflect the total of 21 Positions, NOT 23.
On: Feb 13 2024 Government Response. . This new text supercedes ALL previous replies.
Ignore information about the error.
The experience for an Environmental Engineer is not necessarily related to HTRW/environmental response/cleanup.
The Environmental Engineer is expected to help the government/AE collaboration/team to successfully plan and navigate the project design and construction plans through oversight agency approvals including mandatory environmental laws, rules, and regulations that must be followed throughout the design and construction process. The Environmental Engineer is also likely to be involved with helping to secure environmental permits or approvals when necessary which typically involves providing the team with guidance on how best to accomplish the goals of the project while staying within the known or foreseeable environmental constraints.
