About this file

This document outlines the scope of work for the West Coast Hopper Maintenance Dredging 2021 federal contract opportunity. The contract will involve maintenance dredging of several waterways along the West Coast including the San Francisco Mainship Channel, Humboldt Bay, the Columbia River, and the Mouth of the Columbia River. Key details include an estimated 1.35 million cubic yards of dredging at the BASE locations and an additional 1.4 million cubic yards at the OPTIONAL locations. The solicitation is expected to be advertised in mid-February 2021 with an anticipated award date in early April 2021 and work to commence between mid-June and mid-July 2021. The document discusses considerations such as environmental work windows and placement locations for dredged materials. Industry participants are invited to participate in a pre-solicitation telephone conference on November 19th to discuss project details in advance of solicitation.

WEST COAST HOPPER MAINTENANCE DREDGING 2021

W9127N21B0006 PRELIMINARY Pre-Solicitation- AGENDA Date- 19 November 2020 - Time- 1000-1030

Call-in:

CONF. LINE: 888-363-4735

ACCESS CODE: 8699774

Attendees: Roll call Introduction: The purpose of this meeting is to openly share information and discuss the project and assumptions prior to the solicitation being issued. This is the first of two planned pre-solicitation calls scheduled for this contract. The second call will be scheduled for mid-January 2021, and a separate agenda will be distributed prior to that call. Any items discussed are subject to change, and the final solicitation set should be reviewed when posted. This is now a planned dredging contract, and all communication regarding this contract should go through the proper channels.

Preliminary Schedule:

· Advertise Mid-February 2021

· Award Early-April 2021

· Work commence mid-June – mid-July 2021 at Columbia River.

Projects and Preliminary Order of Work: (All quantities estimated / not in order of work)

· San Francisco Mainship Channel, CA (MSC)

· 350kcy (BASE)

· 150KCY (OPTION)

· In-water placement SF-17 / SF-8

· ~225kcy Incremental pump-ashore placement and mob/demob at Ocean Beach (OPTION)

· Humboldt Bay, CA (HUM)

· 300kcy (OPTION)

· In-water placement; HOODS

· Columbia River (LCR)

· 1,000kcy (BASE)

· 700kcy (OPTION)

· In-water placement; various locations in the CR

· Mouth of the Columbia River (MCR)

· 1.5mcy (BASE)

· 550kcy (OPTION)

· 200kcy (FWB)

· In-water placement; NJS, SWS, DWS Special Considerations:

· Required start window at Lower Columbia River likely same as 2020; approx. mid-June – mid-July.

· HUM bay work is all option, based on funding, and quantities are tentative.

· Optional pump ashore work at Ocean Beach. Fill material is from SF Mainship channel. Options likely to be exercised at time of award. Anticipated timing for start of pumping at Ocean Beach as early as 15 July, based on environmental requirements for bird nesting season, and will be dependent on approved monitoring. Anticipated 3000 linear feet of fill area, paid by pre/post survey on the beach.

· NWP is interested in assessing the impact of the method known as “dragging” on the efficiency of its annual WCH maintenance contract. Currently, Portland District thinks that this assessment is best done through a test run of this process. In this test run, a Contractor would drag specified locations of a limited size within the Federal Navigation Channel of the Columbia River while monitoring the work and outcomes via the use of survey boats. This data would contribute to Portland District’s stance on further use of dragging in support of its dredging mission.

· NWP is considering providing a set capacity near the dig area based on a percentage of the volume available by survey and anything over that volume would need to be hauled further down river but we would not pay incremental haul miles to the further location.
