Response to Questions for

Solicitation W9127N20Q0073

LOWER COLUMBIA RIVER FEDERAL NAVIGATION CHANNEL

08/18/2020

Question: I am hoping to find out if the subject effort is a new requirement or a follow-on to an existing contract? If the latter, can I please find out the incumbent contractor's name and contract number?

Answer: No, these service are not currently being performed.

Question: Can you verify that price is the only factor considered for this solicitation response? No technical or resource information is required?

Answer: Price is the only factor mentioned in the solicitation. However, in the PWS under paragraph 6.1 Professional standards, The Contractor shall provide resumes of the PI and technical staff (ex. historian or historic architect), to demonstrate their capabilities to successfully complete all phases of identified work. The Contractor shall follow the Secretary of the Interior's "Standards and Guidelines for Professional Qualifications," found at 36 CFR Part 61, https://www.nps.gov/history/locallaw/ arch_stnds_9.htm in determining qualifications for the PI and lead technical staff positions. If key personnel change during the period of performance, a vitae for all new supervisory and technical staff must be submitted for USACE review.

Question: The subject solicitation as WOSB; however, beta.SAM and the first page of the solicitation identify it as total SB. Would you please confirm its set-aside category?

Answer: This is a woman-owned set-aside.

Question: Is the contractor able to assume they can conduct the field visits with the Technical Lead (on a USACE boat)?

Answer: The contractor should assume they will need to provide a boat and captain for the site visits without USACE help or supervision. If USACE has field visits to the navigation features at the same time the contractor needs to visit, USACE will try to coordinate with the contractor to save on resources, but this should not be counted on.

Question: If so, is there an estimated amount of time USACE needs per location? Our assumption is that USACE’s presence is for contractor supervision but perhaps they have other planned work to conduct as well?

Answer: Assume USACE will not be present on the boat or during the field visits.
