SUMMARY OF CHANGES

QUESTIONS & ANSWERS (07/06/20)
Vendor Questions for Solicitation W9127N20B0016 Portland District - The Assembly Bay Vertical Lift Door
Question 1: EXPEDITED DELIVERY: Would the Government be interested in receiving an alternate price for expedited delivery, better than the 20 weeks required per Section 8.7 of the Solicitation?
Answer 1: No
Question 2: BID SUBMISSION: May we augment our bid submission by including either our capability statement, or images taken from our 3D CAD model of our new Dalles vertical door design, or both? If yes, should these be included within the bid documents themselves, or via separate attachments to the email transmission of the bid documents?
Answer 2: See “Instructions to Bidders” provided in the solicitation.
Question 3:
DRAWING SCOPE: UNI intends to provide shop drawings of all individual parts, along with assembly and installation drawings. Is this consistent with the Government's expectations for the quantity and level of drawings to be provided for Government review?
Answer 3: The expectation for shop drawings is defined in the specification (Paragraph 4.1).
Question 4: WARRANTY: Section 4.4 WARRANTY of the Solicitation asks the door supplier to provide a statement that "all door and control work that becomes defective during the guarantee period [one year] must be provided at no cost." Since this Solicitation includes the design and supply of the door but excludes installation, and since the supplier will have no technical presence on site during the installation, we wish to see this section expanded to exclude any warranty liabilities for defects that arise due to installation methods or workmanship following delivery of the doors. Can this be added?
Answer 4: Per the Solicitation, see FAR Clause 52.246-17 Warranty of Supplies of a Noncomplex Nature.
Question 5: CARD READER: Section 1.3.6 REMOTE PUSHBUTTON STATION of the Solicitation notes a "new RPK40 card reader." The Technical Specification Attachment C, Note 1 says items in red on the drawing indicate items to be provided and installed, and the attached drawing section image shows the inside card reader in red.
However, because the card reader is likely integral to the Government's existing security system, it may be more pragmatic for the Government to supply this card reader. Please confirm: Is the Inside Card reader within the scope of the door supplier?
Answer 5: Specifications, para 1.3.6, require a new card reader.
