III. PROJECT INFORMATION

The Flood Control Act of 1950 authorized the construction of The Dalles Dam on the Columbia River. This authorization recognized the construction of the dam would inundate two tribal villages and provided for the construction of a replacement village. Subsequently, the Assistant Secretary of the Army for Civil Works (ASA(CW)) directed NWP to develop the Tribal Housing Village Development Plan (VDP) pursuant to the Flood Control Act. The scope and content of the VDP for the construction of a tribal village were presented in the Tribal Housing Action Plan Pursuant to the Flood Control Act of 1950 (Action Plan) which was completed by NWP in November 2016.

In July 2016, NWP documented the assessment and inventory of 36 potential sites for village development in the Real Estate Inventory and Assessment for Tribal Housing Pursuant to The Flood Control Act of 1950. NWP coordinated with the Confederated Tribes and Bands of the Yakama Nation, the Confederated Tribes of the Umatilla Indian http://www.wdol.gov/

Reservation, the Confederated Tribes of the Warm Springs Reservation of Oregon, and the Nez Perce Tribe (collectively, Treaty Tribes), and the Bureau of Indian Affairs (BIA) on the real estate assessment and inventory of potential sites and the development of the Action Plan.

The Action Plan documented the evaluation process and rationale for reducing the initial 36 potential sites to five sites: Lone Pine, in Oregon, and Maryhill, Wishram, Spearfish, and Horsethief, in Washington; then based on that evaluation, the reduction to three sites, Wishram, Spearfish, and Horsethief for consideration in the VDP. NWP is continuing to assess sites in both Oregon and Washington, and may substitute sites for one or both of the Spearfish and Horsethief sites in the VDP process. NWP will identify the final three selected sites by the time it issues a request for price proposal to the firm selected for this contract.

This contract is intended to provide planning, engineering, and architectural support for the VDP project. Work under this contract will build on the previous VDP work completed from April 2017 through July 2018 that included conducting and documenting Tribal Workshops;

facilitating meetings; visits to three Washington sites identified in the Action Plan (Wishram, Spearfish, and Horsethief); land surveying, geotechnical investigations, and environmental assessments of those three sites; socioeconomic-related resource evaluation; and initial development of the VDP Report with conceptual village layouts for the three sites.

Work under this contract continues the process of assessing a total of three sites, developing three different village layout scenarios for each of the three sites, and working with NWP and the tribes to select one site and one village layout concept for the construction of the replacement village.

Anticipated Project Schedule

a. June 2019 – Award Contract

b. June – August 2019 – Site Evaluations

c. August 2019 – 60% Integrated Village Development Plan Report Submittal

d. February 2020 – 90% Integrated Village Development Plan Report Submittal

e. April 2020 – 100% Integrated Village Development Plan Report Submittal

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the firm. In reviewing past performance information, the Government will take into account the relevancy of the past performed work in addition to how well the firm performed.

8. SF 330, Part II

Submit one SF 330, Part II for each firm listed in Part I, Section C.

VI. SELECTION CRITERIA

NWP will evaluate firms’ qualifications under the selection criteria set forth below. Criteria A through E are primary factors and are of equal importance, and will be evaluated for all firms.

The remaining criteria are secondary factors and will be used only to distinguish between technically equal firms. The firms that demonstrate the highest aggregate qualifications relevant to the primary selection criteria will be considered the most highly qualified to perform the required services described in this synopsis.

A. Specialized Experience and Technical Competence

NWP will evaluate firms’ specialized experience and technical competence in the type of work required based on the size, scope and complexity of project examples submitted in comparison to the size, scope, and complexity of the Integrated VDP project.

In determining the most highly qualified firm, the Government will assess the breadth and depth of firms’ demonstrated specialized experience and technical competence in the following:

1. Site planning for mixed-use developments of residential, commercial, recreational, cultural, and related facilities, particularly planning efforts that include longhouses, community centers, and cultural centers.

2. Experience working with tribal leaders and tribal communities, particularly with the Treaty Tribes.

3. Preparation of NEPA documentation for a rural environment.

4. Of less importance than items 1. through 3., design of housing site projects that incorporate an on-site wastewater treatment facility and/or on-site domestic water supply and treatment facility.

B. Knowledge of the Locality

NWP will evaluate firms’ demonstrated knowledge of the locality.

In determining the most highly qualified firm, the Government will assess the breadth and depth of firms’ demonstrated knowledge of locality in the following:

1. Local design and construction standards. Examples include geology, climate, unique or unusual local construction methods, site constraints, environmental conditions, and seismology.

2. Cultural practices of the Treaty Tribes.

C. Professional Qualifications Necessary for Satisfactory Performance

NWP will evaluate firms’ professional qualifications necessary for satisfactory performance of the required services with consideration of the following:

1. Professional Registrations. At a minimum, the proposed Civil Engineer must be a registered Professional Engineer in their respective discipline in the applicable states where the tribal village may be located (Washington or Oregon). The proposed Architect must be a Registered Architect in the applicable states where the tribal village may be located (Washington or Oregon). A Project Manager with the qualifications as a registered Professional Engineer or Registered Architect is preferred.

2. Other Professional Qualifications. The Government will consider each individual’s relevant education, registrations, credentials, publications, awards, certifications, etc.

3. Experience. The Government will evaluate each individual’s relevant project experience (as described in the Specialized Experience and Technical Competence criterion), to include the individual’s longevity of relevant experience. A Tribal

Meeting Facilitator demonstrating experience working with one or more of the Treaty Tribes is preferred.

D. Past Performance

NWP will evaluate firms’ past performance on projects submitted in SF 330 Part I, Section F, in terms of quality of work, adherence to performance schedule, cost control, management, small business subcontracting, and regulatory compliance.

E. Capacity to Accomplish the Work in the Required Time

NWP will evaluate firms’ ability to meet workload requirements primarily through a review of Part II of firms’ SF 330s, but may consider any other relevant information bearing on capacity.

F. Small Business Participation (Secondary Criterion)

NWP will evaluate small business participation as proposed in Part I, Section H. SF 330s demonstrating a greater commitment to small business participation will be evaluated more favorably under this criterion.

Small Businesses submitting as the prime A-E will automatically be given the highest level of consideration for this criteria. Among firms proposing as large (unrestricted) businesses, greater consideration will be given to those firms which demonstrate a greater intended use of small businesses as a percentage of their overall estimated effort.

G. Geographic Proximity (Secondary Criterion)

NWP will evaluate firms’ geographic proximity to the Portland NWP office. Firms demonstrating closer proximity to the Portland NWP office for in-person attendance to regular meetings will be considered more favorably.

H. Volume of DoD Contracts (Secondary Criterion)

NWP will evaluate firms’ total volume of DoD contracts awarded in the twelve (12) months prior to the issue date of this synopsis as set forth in Part I, Section H. NWP will consider equitable distribution of work in evaluating under this criterion.
