ORGANIZATIONAL CONFLICTS OF INTERESTS
Project Book Contract CENWP expects that an organizational Conflict of Interest exists for firms participating in the development of Portland VAMC requirements through contract 36C10F18R0471, “Project Book Data Collection, Coordination and Presentation Services”, awarded by the DVA. Firms participating on that contract, whether as a prime or subcontractor, are restricted from participation in accordance with FAR Subpart 9.5, Organizational and Consultant Conflicts of Interest.
Technical Services Contract CENWP intends to synopsize a requirement for Technical Services in support of Portland VAMC A-E planning, design, and construction. The full scope of this requirement has not been defined, but is intended to supplement USACE expertise in review of the deliverables produced by the, “Portland VAMC A-E SATOC”. CENWP expects that an organizational Conflict of Interest will exist for the firm awarded either contract, in relation to the other. CENWP intends to award the Technical Services contract prior to award of the “Portland VAMC A-E SATOC.” In accordance with FAR Subpart 9.5, Organizational Conflict of Interest, should a firm be awarded the Technical Services contract, they will be restricted from participation, whether as a prime or subcontractor, on the “Portland VAMC
A-E SATOC.”
SOURCES SOUGHT QUESTION RESPONSES
NAICS Code 541330 is determined the most applicable for the acquisition. It is recommended that firms register in SAM.gov under this NAICS if they intend to submit a SF330 package for this requirement.
Factors for evaluation and determination of the most highly qualified firm are in development and will be included in the synopsis.
All evaluation factors will be in accordance with FAR Subpart 36.6 and applicable supplements.
Small business participation is important to the Government. Should the Government determine that the A-E SATOC will proceed as an unrestricted action, the Government will include suggested small business goals in the synopsis phase of this requirement. In addition, an acceptable Small Business Subcontracting Plan, in accordance with FAR 52.219-9, will be required and negotiated if a large business firm is selected as the most highly qualified firm.
