FAR 13.106-1(b) (1) Soliciting from a Single Source.

5. Reason for Authority Cited
Background: Bonneville Lock & Dam utilizes vibration analysis to monitor critical plant equipment.
Vibration analysis allows us to predict and schedule equipment downtime before failure occurs. Due to broken and outdated vibration equipment, Bonneville Lock & Dam have lost this capability. Bonneville Lock & Dam need to purchase new equipment that stands up to the demands of the work environment, as well as perform all necessary tests and procedures to balance, align, monitor, collect data and perform vibration analysis. The Emerson AMS 2140 meets all requirements for all of these procedures.
Justification: This Brand Name equipment, Emerson, provides all software and supplies needed for dynamic balancing, laser alignment, simultaneous 4 channel plus phase data collection, vibration analysis, and motor diagnostics in a single unit. The unit also offers PeakVue Plus technology for the earliest indication of bearing wear. The unit is IP-65 rated to stand up to environmental concerns. Battery life 10+ hours continuous use allows us to get through the work day on a single charge. This analyzer allows Bonneville Dam to monitor a wide range of equipment to include variable speed equipment, complex gearboxes, high speed compressors and sleeve bearing turbo machinery. These features reduce the amount of equipment that needs to be purchased and maintained to perform all of the same tasks.
Impact: Not acquiring vibration and analysis equipment from Emerson would mean we run the risk of getting a product that does not perform all required tasks which would compromise our equipment analysis program. If vibration and analysis equipment is not obtained, Bonneville Lock & Dam would be unable to predict failure of equipment resulting in costly repairs and potential generator/equipment downtime. There are 20 Main Generator Units, with an estimated generation of $50,000 per unit per day. A single failure of a pump or motor on an auxiliary system can cause the generator to be forced out of service until repairs can be made. This equipment minimizes this risk by having the ability to perform routine analysis and scheduled downtime for repairs that need to be made.
Alternatives: Currently there are no alternatives to replace existing equipment or has all the features in one piece of equipment similar to the Emerson 2140.
6. Efforts to Obtain Competition
Market research indicates that there are numerous other-than-small business and small business distributors that are capable of offering the required equipment.
Current brand name equipment Azima has not been beneficial to the vibration program as the software offers minimal onsite diagnostic capabilities, is difficult to use and has not been reliable. The Azima device is geared toward gathering data and having a diagnostic service contract in place to have data analyzed out of house. This equipment no longer meets our requirements.
Pruftechnik was another brand name that was considered but does not have 4 channel analysis or laser alignment capabilities in their data collector. The laser alignment tool is sold as a separate data collector unit. This equipment also does not meet our requirements.
7. Actions to Increase Competition
This action will be competed amongst small businesses.
8. Market Research
AbilityOne and UNICOR do not provide this instrumentation. A search for this product was performed under both organization's catalogs which confirmed that this is a product that is not provided. This product is not a CHESS product. GSA does not have a category that covers this product either. A FPDS-NG search was conducted for "Emerson 2140" which resulted in six contract actions. Of the six contract actions, five were for an Emerson 2140 and four out the five vendors are still active in SAM. The customer provided additional information indicating that there are many Emerson distributors that offered this product. A general search using Google was also performed and confirmed there are many Emerson distributors.
