Quality Assurance Surveillance Plan (QASP) for
FY18 Tailshaft Repairs
PR&C 81231948
1.1 Purpose
This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate Contractor actions while implementing the Performance Work Statement (PWS). It is designed to provide an effective surveillance method of monitoring Contractor performance for each listed objective on the PWS in the contract.
The QASP provides a systematic method to evaluate the services the Contractor is required to furnish. This QASP is cited on the premise the Government desires to maintain a quality standard in operating, maintaining, and repairing the facilities and that a service contract to provide service is the best means of obtaining that objective.
Contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. Role of the Government is Quality Assurance (QA) to ensure the contract standards are achieved.

1.2 Surveillance
100% inspection by the Contracting Officer’s Representative (COR), in addition to complaints from project personnel, will serve as the surveillance method. If COR discovers deficiencies and / or receives complaints, COR will pass them on to the Contractor's Quality Control Inspector (QCI) for correction.
1.3 Standard
Recurring defects are not permitted for any of the above service items. No defect is recorded against the Contractor's performance; however, if this same situation occurs again during the contract period, a defect will be recorded and reported to the Contracting Officer (CO) for appropriate action.
1.4 Procedures
COR will perform scheduled inspections to ensure that repairs and submittals are per the contract specifications.
