IV. DETAILED CONTENT REQUIREMENTS FOR VOLUME 1: TECHNICAL PROPOSAL

Offerors shall submit the information noted below for each tab.

Factor 1 – TAB 01: Recent Relevant Experience

Submission Requirements

The work required by this solicitation is for the production and release of hatchery trout in the Willamette River Basin, as further described in the RFP.

The Offeror shall submit information for up to three (3) projects* performed within the last 5 years, which best demonstrates the Offeror’s experience on projects that are of similar size, scope, and complexity to this project, as further described in the RFP scope of work.

To be evaluated, each project must have been completed or must be substantially complete** by the Prime Contractor or the Prime Contractor’s subcontractor*** within five years of the date that proposals are due. For the purposes of this submission, a project is considered the rearing of one broodyear of trout from juvenile, sub-legal size until final delivery to the destined waterbody.

Offerors shall submit the following for each project submitted:

Contract number, if applicable Agency/Customer name with contact information A detailed summary of the scope of the project, including the extent of any spawning or egg collection, juvenile rearing, fish transport, and fish releases that were performed;

The period of performance of the project;

The quantity and size of trout produced;

The number and type (e.g. lake, pond, and river) of locations stocked.

(Note: It is up to the Offeror to describe each project with enough detail to ensure that the Government can meaningfully assess the projects against the evaluation criteria described in Section M of the RFP).

*A maximum of three projects will be evaluated. If an Offeror disregards these instructions and submits more than three projects, only the three most current projects will be evaluated.

**Substantially complete is defined as a minimum of 75% complete by the date proposals are due. If an Offeror submits a project it represents as “substantially complete,” the Offeror must reasonably explain why the project is considered at least 75% complete. If an Offeror submits an ongoing project without providing an accompanying reasonable explanation that explains how the project is at least 75% complete, the Government reserves the right to reject the project.

***Instructions on the use of subcontractors to fulfill work: Offerors may use the past experience of subcontractors to demonstrate experience. If subcontractors are used to demonstrate experience, a signed letter of commitment from the subcontractor must be included with the proposal.

Factor 2 – TAB 02: Past Performance

The Offeror shall provide past performance information for each project listed by the Offeror under Factor 1:

Recent Relevant Experience. Recent and relevant projects are those projects completed or substantially completed** within five years of the date that proposals are due that are comparable in size, scope, and complexity with this project.

If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal. If there is not a completed CPARS evaluation, the Offeror shall submit the Past Performance Questionnaire (PPQ) Form PPQ-0 (9/30/11) (Attachment B) to the Offeror’s client for completion of each project the Offeror includes in the proposal under Factor 1, Past Experience. Ensure correct phone numbers and email addresses are provided for the client’s point of contact. Do not submit a PPQ when a completed CPARS evaluation is available.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow- up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Patrick Collins, via email at patrick.collins@usace.army.mil and Chelsea Tikotsky at chelsea.M.Tikotsky@usace.army.mil prior to proposal closing date. If the Offeror is unable to obtain a completed PPQ from a client for project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).

The PPQs are Source Selection material. All successfully submitted PPQs will receive an e-mail confirmation upon receipt.

Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Offerors may provide explanation on problems encountered on past projects and the corrective actions taken by the Offeror.

In addition to the above, the Government may review other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the PPIRS, including CPARS, using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), telephone interviews with organizations familiar with the Offeror’s performance, Government personnel with personal knowledge of the Offeror’s performance capability, and any other known sources not provided by the Offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the Offeror.

Factor 3 – TAB 03: Technical Capabilities

The Offeror shall submit a work plan and proposed hatchery manager’s resume in order to demonstrate the Offeror’s capabilities to produce and release healthy trout, as required by this solicitation.

The work plan shall include the following:

A description of the Offeror’s production plan, to include how the trout will be raised and whether the trout will be raised using the Offeror’s facility or that of a subcontractor.

A detailed description of the Offeror or subcontractor’s resources available to carry out work, such as:

adequate water supply; the ponds, raceways or other rearing vessels to be used; fish liberation trucks to be used, tanks, and stocking equipment to be used.

If subcontracting out the production of fish, the Offeror shall describe the Offeror’s oversight plan of the subcontractor to ensure the production and delivery of healthy fish.

The Offeror’s proposed hatchery manager’s resume shall not exceed two single side-pages or one double side-page and shall include the following:

The hatchery manager’s education and experience in fisheries science or related scientific background, to include any specific hatchery management experience.

A list of any relevant degrees or certifications, especially those related to aquaculture.

Factor 4 – TAB 04: Small Business Participation Plan

The purpose of this criterion is to evaluate the amount of work to be performed by Small Businesses as a prime Contractor or subcontractors in relation to the total value of the project, as well as the types of work small businesses will be performing, and the Offeror’s past performance complying with contract requirements contained in clauses FAR 52.219-8, Utilization of Small Business Concerns and FAR.52.219-9, Small Business Subcontracting Plan.

SUBMISSION REQUIREMENTS for SMALL BUSINESS PARTICIPATION PLAN:

1. All Offerors (both large and small businesses) shall submit a Small Business Participation Plan (SBPP, Attachment C) to identify the extent to which small businesses will participate in the performance of the proposed acquisition.

Large businesses may achieve the small business participation goals through subcontracting to small businesses.

Small business prime Contractor’s may achieve small business participation goals through their own performance/participation as a prime contractor and also through subcontracting to other small businesses.

A mandatory minimum Total Small Business Participation goal of 5% of the total contract value (through small business participation from small-, small disadvantaged-, HUB Zone-, Service Disabled Vet-, Vet-, or Woman-owned small businesses) is required based on the nature of the work for this project. The Offeror should articulate how small businesses will participate through performance as either a small business prime contractor or as a subcontractor, as well as demonstrating their past performance in complying with requirements of the clauses at FAR 52.219-8, Utilization of Small Business Concerns and 52.219-9, Small Business Subcontracting Plan.

2. Submit information on up to three projects that demonstrates the degree (both by dollar and by percent of total contract value) to which the contractor utilized small business firms in performing the project. For small business Offeror’s, consideration will be given to self-performance if a small business for that project, as well as for providing subcontracting opportunities to small businesses - as is the policy of the government. For large business Offeror’s, in addition to the information for the one required project, consideration may also include review of ISR’s (Individual Subcontract Reports) and SSR’s (Summary Subcontract Report) from the eSRS (Electronic Subcontracting Reporting System). The project information submitted for the small business participation plan evaluation does not have to be the same as those listed in the Past Performance factor.

Volume II – Price:

The Offeror shall submit their price proposal in a separate binder consisting of the SF 1449, bid schedule, Small business Subcontracting Plan (if applicable) and representations and certifications. The Offeror must provide a complete bid schedule and acknowledge all amendments on the signed SF 1449.
