1.4 SCHEDULE FOR CONSTRUCTION
In accordance with Section 00700 Contract Clause 52.236-15, SCHEDULES FOR CONSTRUCTION CONTRACTS, submit a schedule for accomplishing the work in this Contract (per Section 01 32 01.00 25, PROJECT SCHEDULE). The schedule will not be used by the Government to select a Contractor; rather it will be used to ensure that the Contractor is capable of accomplishing the necessary work in the allotted time periods. The schedule must be consistent with the completion dates as specified in Section 00800 Contract Clause 52.211-10, COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK. Other Contractor's work must also be coordinated in accordance with Contract Clause 52.236-8, OTHER CONTRACTS.
1.5 INTERIM CONSTRUCTION COMPLETION DATES
Complete all contract requirements by the completion date as specified in Section 00800 Contract Clause 52.211-10, COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK. Refer to Section 01 11 00.00 25, SUMMARY OF WORK for interim construction completion dates.
1.6 PERMITS AND RESPONSIBILITIES
Obtain all permits and licenses for the work as required under Section 00700 Contract Clause 52.236-7, PERMITS AND RESPONSIBILITIES (Nov 1991).
1.7 WORK REQUIREMENTS AND SEQUENCING
a. Notify the Contracting Officer 7 days in advance before mobilizing to the jobsite. Low tension wires hang over the site and will interfere with any crane operation. Government project personnel will remove and the replace the wires upon request.
b. Once work has commenced all work must be completed prior to demobilization from the site. Breaking for other work is not be permitted.
c. As specified in section 01 32 01.00 25 PROJECT SCHEDULE, submit the Initial Schedule within 5 calendar days of NTP. The Government will schedule all work outages external to this contract based on the Contractors Initial Project Schedule. It's imperative that the Contractor adheres to the approved Initial Schedule so as not to impact the external work scheduled during the In-Water Work period.
d. Grouted riprap removal (and steel plate) must be completed prior to rock removal. Recycle of grouted riprap pieces may be possible, refer to Section 35 31 19.00 25 STONE, CHANNEL, SHORELINE/COASTAL PROTECTION FOR STRUCTURES for details.
e. Rock excavation must be completed prior to rock placement.
Pre-placement survey must be completed upon completion of rock excavation as described in 01 22 00.00 25 MEASUREMENT AND PAYMENT.
f. Blue View MotionScan or approved equal must be used during construction to provide real time 3D images of the construction work in
SECTION 01 10 10.00 25 Page 4 progress. The system will be used to monitor all underwater activity.
1.8 IN-WATER WORK
1.8.1 In-Water Work (IWW) Periods
The Government has established interim construction completion date, described as "in-water work periods," coinciding with the annual cycles of fish migration and related allowed maintenance periods. In general, this is a work period that allows for work in the water, on the water, and adjacent to the water where the work might affect fish passage (usually a 50-foot rule from the work site to the water). The IWW period established for this Contract is: December 22 through February 15.
1.8.2 In-Water Work Activities
For purposes of this Contract, work items that must be restricted to the IWW period, along with further work restrictions, are described in Section
01 11 00.00 25, SUMMARY OF WORK.
1.8.3 Fish Ladders
Floating plant must not be stationed near or block the flow from any operating Fish Ladder entrance. A clear flow path along the shore must be maintained at all times such that fish seeking the ladder are not delayed in reaching the entrance.
1.8.4 Spillway Operation
a. During construction normal river flows must be passed through the powerhouse; however, emergency spills through the spillway may be required. Flow through the spillway will occur when the total river exceeds the powerhouse capacity but will also exist from April 10th through August 31st for juvenile fish passage.
(1) Seasonal River Flows:
(a) A forced spill operation can occur during seasonal river flows when the capacity of the Powerhouse is exceeded and the balance of the flow must be passed over the spillway. During the in-water work period (IWW) for this Contract the expected hydraulic capacity at Bonneville Dam will range from 170 thousand cubic feet per second (kft3/s) to 215 kft3/s depending on unit availability. The following flows have statistically occurred between 1976 and 1999:
Month November December January February March Average (kft3/s) 133.0 159.0 175.0 150.0 160.0 Maximum (kft3/s) 291.0 340.0 379.0 245.0 295.0 Minimum (kft3/s) 65.5 76.0 75.2 110.0 90.0
(b) The goal is not to spill but it should be anticipated that spill will occur during the construction. A daily coordination meeting will be required between the Contractor and the Government to forecast river conditions at 13:30 PST.
(c) Interim spill patterns will be developed to minimize hydraulic loads on equipment. The Contractor should plan on velocities on the floating equipment to range from zero to

1.1 GENERAL INFORMATION
This Section covers furnishing suitable floating clamshell dredging plant and performing all work to remove the specified materials from within the pay area limits as indicated, as shown or specified. All equipment must meet all applicable U.S. Coast Guard regulations.
1.2 OBSTRUCTIONS
Anchors, cables, and and other equipment that may be hazardous to navigation must be adequately marked with lights, signs, and buoys as necessary to prevent accidental contact by vessels in the area. Do not obstruct navigational traffic by the deployment of anchor systems that may pose a threat to safe passage as determined by the onsite Government representative.
PART 2 PRODUCTS - NOT USED
PART 3 EXECUTION
3.1 EXCAVATION
3.1.1 General
a. Excavate all areas along the alignment and to the dimensions shown.
Payment will be allowed for material actually removed between the required excavation depth (including tolerance). Material removed from below the payable depth or outside the pay area limits will be considered excess and will not be paid for.
b. All available surveys of the Federal Navigation Channels are on the hydrosurvey website located at the following link:
www.nwp.usace.army.mil/Missions/Navigation.aspx. However the project site and proposed excavtaion is located off channel. The latest topographic and hydrosurvey completed by the Government was completed on September 8, 2016. The latest data was used to develop the contract plans.
c. No redistribution of material by dragging a beam (or other method) to achieve final grade will be allowed under this Contract. All material specified to be excavated must be removed by a clamshell dredge.
3.1.2 Maximum Excavation Depth
a. The Contractor will be directed to excavate a required pay depth as shown on the contract plans. Tolerances are described in SECTION
35 31 19.00 25 STONE, CHANNEL, SHORELINE/COASTAL PROTECTION FOR
STRUCTURES.
b. Excavate until clamshell bucket meets refusal, defined as 2 passes
SECTION 35 20 23.00 82 Page 2 across the footprint of the toe berm, both of which result in empty buckets. Refusal must be demonstrated to the GQAR in all areas. If achieving refusal results in excavation depths beyond the tolerances specified, notify the Contracting Officer immediately.
3.1.3 Bedrock in the Excavation Prism
If grade for the Standard Section at the toe of the revetment cannot be reached in areas where rock is encountered, immediately notify the GQAR, and the coordinates of the area are to be documented in the daily CQC report. In areas where bedrock is encountered, construct the Alternate Design Section for toe construction per SECTION 35 31 19.00 25 STONE, CHANNEL, SHORELINE/COASTAL PROTECTION FOR STRUCTURES. Excavation will likely encounter the conditions described in the attached Geotechnical Baseline Report.
3.1.4 Excavation for Key Section at Toe(Contract Option)
If optional CLIN 0005 is exercised by the Contracting Officer, excavate additional material (bedrock) for key section at the toe of slope as shown in the attachment A8. Replace excavated material with riprap. The grading on the plans does not include the keyed section.
3.1.5 Equipment
Perform all work under this Contract using a floating clamshell dredge.
The tug must be twin screw, with a minimum of 1200 horsepower, or of sufficient power to make headway in a max flood or ebb. In the event the fully loaded scow can't be controlled, a replacement boat or an assist boat will be required. The tug must have a good field of vision beyond the scow, when the scow is being pushed ahead. In the event the scow obstructs the vision of the tug operator, an experienced deckhand must be stationed as a lookout and that lookout must be in constant radio communication with the tug operator. All barges or scows used to transport material must be in good working condition to prevent any loss of material during loading and transporting of excavated material. Contractor personnel are not be permitted on-board scows during transit. Failure to comply with the above conditions will be cause to require the replacement of such equipment with floating plant that can meet the requirements.
3.1.6 Layout of Work
Layout charts will be provided for all excavation areas based on the schedule of work and the hydrosurvey requests. The most current hydrosurvey information will be displayed on the excavation layout charts.
Other pertinent information to be included with each layout package will be coordinated for the material placement site, supplemental tide gauge information, horizontal control locations, and computed quantities.
Government hydrographic survey personnel may be available during their normal working hours to assist in locating various short control points and tidal gauges.
3.2 PLACEMENT OF EXCAVATED MATERIAL

1.5.1 Stone
Submit suitable stone samples prior to delivery of any such material to the worksite if stone is not from one of the stone sources Attached at the end of this section.
1.5.1.1 General
All stone must be durable material as approved by the Contracting Officer.
Stone must be of a suitable quality to ensure permanence in the structure and in the climate in which it is to be used. It must be free from cracks, blast fractures, bedding, seams and other defects that would tend to increase its deterioration from natural causes. Inspections for cracks, fractures, seams and defects must be made by visual examination. If, by visual examination, it is determined that 20 percent or more of the stone produced contains hairline cracks, then all stone produced by the means and measures which caused the fractures must be rejected. A hairline crack that is defined as being detrimental must have a minimum width of 4 mil and must be continuous for one-third the dimension of at least two sides of the stone. The stone must be clean and reasonably free from soil, quarry fines, and must contain no refuse. Any foreign material adhering to or combined with the stone as a result of stockpiling must be removed prior to placement.
1.5.1.2 Sources
Satisfactory Service Records for riprap on other work may be acceptable.
In order for stone to be acceptable on the basis of service records, stone of a similar size and quality must have been placed in a similar thickness and exposed to weathering under similar conditions as are anticipated for this contract, and must have satisfactorily withstood such weathering for a minimum of 5 years. If no such records are available, conduct the tests to assure the acceptability of the stone. In addition to an acceptable 5 year service record, the Contracting Officer has the option to elect to have

Geotechnical Baseline Report for B-Branch Erosion Repair Project
Date: 19-Sep-2016
The following text and figures established the baseline for geologic conditions that the Government presumes to exist at the site.
Dredge Photos from 2011
Figure 1 - Materials dredged from the Spillway in 2011
Material Excavated from
Spillway Erosion Area a.k.a.
“Area of Potential Effect”
Possible Derrick Stone
Alluvium
A11-1
Recent alluvial deposits are regularly moving through and around the spillway and probably exist at the toe of the slope where riprap will be placed. The alluvium will probably consist of loose boulders with some cobbles and gravels as shown in Figure.
The large angular stone in Figure 1 may be a piece of derrick stone placed in 1965.
A section view through the dam with the area of concern projected onto it is provided in Figure 2.
Figure 2 - Section View Through Dam Axis from 1937 Final Report
A geologic description by stratigraphic layer is provided below.

Stratigraphic Layer
Geologic Description Project Commentary
1 Agglomerates (a.k.a. volcanic sediments”
This layer is likely covered by recent alluvial deposits similar to that shown in Figure 1. However excavation into this material is likely required to meet the design grades. See more details below.
2 Boulders, Gravels and Sand and are pre-landslide alluvial materials.
These are overlain with historic revetments consisting of derrick stone. The existence of a filter layer is unknown at this time.
Unlikely to encounter this material during excavation or riprap placement.
3 Landslide Deposit consisting of tuffaceous materials
Unlikely to encounter this material during excavation or riprap placement.
4 Younger layer of Boulders, Gravels and Sand
Foundation material for the fish ladder. A filter material of Class 100 Rip-Rap was placed in 2012.
Some of this material should still be in place after demolition of the grouted riprap and excavating to the proposed grades.
The 1937 Final Geology Report offers the following excerpt regarding the agglomerates expected in Layer #1;
“Eagle Creek Formation. The oldest geological formation exposed in the Columbia Gorge is the Eagle. Locally this formation is composed entirely of volcanic sediments including agglomerates, conglomerates, sandstones, ashes, and even finer materials.
Some of the beds, such as conglomerates and sandstones, contain materials that have been transported by and deposited in running water…
A11-3
The sedimentary rocks of the Eagle Creek Formation do not lend themselves very well to successful core drilling and considerable difficulty is experienced in getting good core recovery. These rocks are cut rapidly enough with its set with pieces of tungsten carbide alloy. Good core recovery is usually possible in drilling through the finer grained rock types, but if they are too badly altered to "bentonite" the material may be so soft that it is washed away by the water circulated through the drill stem. When less water is used, the cuttings are not removed fast enough and clog the core barrel. When drilling agglomerates or conglomerates, the drill is apt to recover only small pebbles and sections of larger pebbles while the matrix is all washed away. However, if a drill is used that will take a larger core than is commonly taken, better results are obtained. No drill cutting less than a 2 inch core should ever be used in making borings in rocks of this type and drills cutting from 3 inch to 4 inch cores obtain the best results.”
Based on the qualitative description of the core drilling in the eagle formation described above, the Government presumes the bedrock material at the toe of the slope should have a rock mass classification of weak (R2) to moderately strong (R3). Presumably the spillway was excavated down to a surface that would not simply wash away therefore the Government recommends the Contractor prepare to excavate R3 material.
A more quantitative description is provided in Table 1 below.

Re: ROV inspection at B-Branch Fish ladder and Solicitation W9127N-17-B-0001
USACE deployed a survey boat and a Remotely Operated Vehicle (ROV) equipped with a camera for the purposes of inspecting the lower slopes of the project site, on 26-Oct-2016. The valves on the fish ladder were turned off to reduce bubbles in the water and the visibility of the camera was in the range of about 5 feet at the time of the survey. Using some “heads up” reckoning of the ROV we filmed video along two sections in the Contract Plans, i.e. Station 1+60 and 2+30. The video allowed for identification of materials located along those sections. Note that the Geotechnical Baseline Report (GBR) presumed some of the material would be alluvium ranging in size from cobbles to alluvium. In contrast, the video only identified coarse angular rip rap, some of which was the Class 700 and Class 2000 rip-rap placed in 2012 and some larger stones that were probably placed in 1965. There was no bedrock visible during the survey. The MFR should be appended to the GBR to inform the Contractor on the expectations of subsurface conditions.
