For USACE Hopper Dredge Yaquina

1.0 Scope

The U.S. Army Corps of Engineers is issuing this Request for Quote (RFQ) to procure three (3) new in-line 20” ID electromagnetic flow tube slurry velocity meters for the Dredge YAQUINA.

Procurement shall include all related services for engineering, design, construction, quality control, testing and delivery.

Offerors shall submit specific information on their proposed velocity meters and components to verify all performance requirements are met and so that the Government has sufficient information to adequately evaluate the proposed components.

The proposed meters shall comply with all requirements listed in section 2.0 General Requirements. The contractor shall provide meters to the Government complete in all respects, and ready to be installed.

2.0 General Requirements

a. Contractor shall provide three (3) velocity meters of identical construction capable of operating under the following process conditions:

Pipe ID = 19.75” ±0.0125 Mechanical Connection -- bolted flange 22 inch Class 150# Non-Standard per Drawing 353-E507-05 Temperature – 30 to 90⁰ F Pressure ≤ 150 PSI Slurry Specific Gravity – 1.00 to 2.65 Velocity – 0 to 25 FPS Flow Rate – 0 to 24,500 GPM

3.0 Technical Standards

All components shall meet the latest requirements of the following references:

- Drawing 353-E507-05, Dredge Pipe Flanges & Gaskets

- Institute of Electrical and Electronics Engineers (IEEE) Std 45, ‘Recommended Practice for Electrical Installation on Shipboard’

4.0 Specifications

Three (3) polyurethane-lined electromagnetic flow meters shall be provided. They shall be capable of accurately measuring dredge slurry flow rate for silt, sand and/or gravel slurry density range of 1.0 to 2.65 Specific Gravity at 30 degrees F to 90 degrees F. The approximate range of flow velocities measured by the device shall be from 0 to 25 ft/sec.

The flow meters shall be contained in a flanged steel spool piece with a wall thickness of not less than 1”. Flanges on both ends shall be 22 inch class 150# ASME B16.47 Standard. The liner shall be polyurethane, greater than 1 in thickness and a hardness of 82 on the Shore A (Durometer) scale. Liner materials other than polyurethane will be considered with sufficient data provided to verify abrasion resistance of the proposed material. The spool piece, including the liner, shall have a finished inside diameter of 19.75 ±0.0125 inches and shall present no obstruction to the flow of dredged material.

All materials and equipment furnished shall be new, unused, and free from defects or imperfections that might affect the serviceability of the finished product.

All equipment shall be suitable for a Marine Environment and capable of withstanding the unique operation conditions of a Hopper Dredge. Meter components shall have high reliability, endurance and vibration tolerant design characteristics.

The COR may request access to the velocity meter production facility at any point in the manufacturing process for the purpose of verifying compliance with this specification.

Contractor shall notify the COR in writing at the start of production and not less than 7 days prior to any factory testing or calibration.

All equipment shall include NIST traceable calibration and certification prior to final acceptance by the Corps of Engineers. Field calibration should be capable of being achieved by the crew, in the future when necessary, using procedures described in the documentation provided by the manufacturer.

The power available for the meters will be 115V, 60Hz, single phase. The equipment provided shall be suitable for operation on such available power. Special consideration shall be given to the environment of the equipment and its protection, given the nature of a dredge (constant vibration, marine environment) such as sensitivity to voltage fluctuations, constant presence of moisture, etc.

Meters will be installed and wired by others to the existing duTec I/O Plexer board. Meter signal output shall be 4-20 m Amp signal. Data from the meters will be displayed on the existing Hypack DredgePack Dredge Monitoring System.

The C/SV shall furnish three hard and two electronic media copies of maintenance and operation manuals for the meters. The manuals shall be comprehensive and shall include all information necessary for operation, maintenance, and repair of the equipment. The manuals shall be well illustrated using photos and/or drawings of equipment. Drawings may be reduced to ledger 11 x 17 sizes, provided they remain clear-cut and easily legible. Full size drawings, if used, shall be folded into the manuals to page size. The size of the manuals shall be approximately 8-1/2 inches by 11 inches. Manuals shall also include a complete list containing all data required for ordering replacement parts.

5.0 Required Submittals

(1) [ ___ ] Are, [ ___ ] are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;

(2) [ ___ ] Have, [ ___ ] have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property; and

(4) [ ___ ] Have, [ ___ ] have not, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,500 for which the liability remains unsatisfied.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.

Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
